Book excerpt: This thesis presents exploratory model-building for identifying and analyzing the recruiting market for highly technical occupations for the Army of the future. The high-tech ratings were defined based upon their technical characteristics, qualification rates of the youth labor market, and the Army force structure. Using data from the National Longitudinal Survey of Youth (NLSY), three regression equations were developed to estimate mental eligibility for high-tech ratings as well as interest in joining the military and actual joining behavior, so that recruiting commands can allocate recruiting resources more accurately and efficiently. These prototypical equations and this method of measuring the recruiting market for high-tech ratings provide a good beginning for estimating the recruiting market for any specific occupation.

Book excerpt: This is an annotated bibliography of research conducted on military recruiting by the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI), the other U.S. military services, and foreign military organizations. To provide a framework for the research summaries, they are organized around a model of military recruitment showing the important factors contributing to successful recruiting. The model contains the following factors: (1) personnel selection and assessment; (2) training and development; (3) recruiting management and organization; (4) recruiter performance; (3) marketing; (6) youth supply, characteristics, and influencers; (7) propensity; (8) enlistment decisions; and (9) delayed entry programs. One hundred fifty-one reports are summarized, describing recruiting research most relevant to the current U.S. military recruiting environment. It is hoped that the review provides a comprehensive yet concise picture of the research results generated by the U.S. Army, Navy, Marine Corps, Air Force, and foreign service recruiting research communities.

Book excerpt: Traditional performance metrics, such as number of contracts signed per month per Army recruiter, do not adequately measure recruiter effort, skill, and productivity. The authors develop a "preferred performance metric" that takes into account the difficulty of recruiting different types of youth in various markets and propose short-term changes to the system that would more accurately assess recruiter effort and skill.

Book excerpt: "This is an annotated bibliography of research by the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI) on Army recruiting. Most of the research covered in this report was conducted during the period 1980 and 1999. To provide a framework for this work the research summaries are organized around a model of Army recruitment showing the important factors contributing to successful recruiting. In the model, recruiter production is conceptualized as a joint function of recruiter performance and youths' propensity to enlist. Propensity to enlist is linked to advertising effects and several other environmental factors. Recruiters' performance, in turn, is influenced by their personal characteristics, the training and mentoring they receive, and the level of technical and organizational Support provided to them. The ARI research relating to each of these major components in the recruitment model is documented in this report."--DTIC.

Book excerpt: Beginning in the early 1980s and continuing through the middle 1990s, the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI) sponsored a comprehensive research and development program to evaluate and enhance the Army's personnel selection and classification procedures. This was a set of interrelated efforts, collectively known as Project A. Project A had a number of basic and applied research objectives pertaining to selection and classification decision making. It focused on the entire selection and classification system for Army enlisted personnel and addressed research questions that can be generalized to other personnel systems. It involved the development and evaluation of a comprehensive array of predictor and criterion measures using samples of tens of thousands of individuals in a broad range of jobs. The research included a longitudinal sample--from which data were collected at organizational entry--following training, after 1-2 years on the job and after 3-4 years on the job. This book provides a concise and readable description of the entire Project A research program. The editors share the problems, strategies, experiences, findings, lessons learned, and some of the excitement that resulted from conducting the type of project that comes along once in a lifetime for an industrial/organizational psychologist. This book is of interest to industrial/organizational psychologists, including experienced researchers, consultants, graduate students, and anyone interested in personnel selection and classification research.
