Available in PDF, EPUB and Kindle. Book excerpt: Privatization is under attack. Beginning in the 1980s, thousands of failing state-owned enterprises worldwide have been turned over to the private sector. But public opinion has turned against privatization. A large political backlash has been brewing for some time, infused by accusations of corruption, abuse of market power, and neglect of the poor. What is the real record of privatization and are the criticisms justified? 'Privatization in Latin America' evaluates the empirical evidence on privatization in a region that has witnessed an extensive decline in the state's share of production over the past 20 years. The book is a compilation of recent studies that provide a comprehensive analysis of the record of and accusations against privatization, with important recommendations for the future. Seven countries are investigated: Argentina, Bolivia, Brazil, Chile, Colombia, Mexico, and Peru. This book will be vital to anyone interested in the privatization debate but especially to those involved in civil service reform, corporate governance, economic policy, finance, and anticorruption efforts. 'Privatization is important but controversial. While economists typically favor it, others are skeptical. This book provides strong scientific evidence that privatization has been beneficial for many Latin American countries, although some privatizations failed and some groups in society lost out. As usual, the devil is in the details: how privatization is carried out and what reforms accompany it are crucial to its success. The book is definitely an invaluable contribution to the privatization debate.' --Oliver Hart, Andrew E. Furer Professor of Economics, Harvard University

Book excerpt: Throughout the twentieth century, the Chilean business elite has played a central role in the country, not just as entrepreneurs but also as political and social actors. The chapters in this book, the first in English on the history of Chilean business, focus on the importance of diversified family business groups in twentieth-century Chile, their dynamics, organisation, and management, and their interaction with foreign investors and the state. Using a range of company and government archives, as well as other contemporary sources in Chile, Britain, and the United States, the individual authors pay particular attention to many key topics: the evolution of the Edwards family businesses, those of Pascual Baburizza, Chilean corporate networks, British firms in the nitrate industry, the Anglo South American Bank, the Copec group, Compañía Explotadora de Tierra del Fuego, the energy sector, SOFOFA (the industrialists’ association), and the recent growth of Chilean multinationals.

Book excerpt: Chile's experience shows that it is possible to design direct subsidies (such as Chile's subsidy for potable drinking water) at relatively low cost to the state and without distorting poor people's behavior. Prices have fallen substantially in services that new operators have entered, showing that regulation is a poor substitute for competition.

Available in PDF, EPUB and Kindle. Book excerpt: Should countries in Latin America and Eastern Europe follow the Chilean approach to economic restructuring, market liberalization, and stabilization? Following years of hyperinflation and domestic turmoil, Chile undertook a series of dramatic economic reforms. Chile has also served as a social laboratory for such policies as privatization and social security reform that are of interest to both developed and developing economies. Having implemented much of the original reform program and emerging in the 1990s with a new democratic government, Chile also raises interesting questions about what comes next in its policies to promote growth. The advent in the 1990s of Chile as a model for economic reform is something of a surprise. Many of the reforms were actually introduced in the 1970s, and for a number of years many seemed to have failed to achieve their primary objectives. The more recent, positive view of the Chilean experience results from developments after 1983. Since then, the Chilean economy has grown robustly. What remains controversial is the question why the benefits of the reforms took so long to emerge. In this book, international scholars review the reforms in Chile and assess their effectiveness. They evaluate stabilization policy, economic growth, privatization, reform of the social security system, and the politics of economic reform. Now that many of the original reforms have been largely completed, and Chile has maintained a coherent macroeconomic policy with slowly declining inflation, the authors prescribe what Chile must do to sustain growth in the future. In addition to the editors, contributors include Eduardo Bitran, University of Chile; Vittorio Corbo, Catholic University of Chile; Peter Diamond, MIT; Sebastian Edwards, University of California, Los Angeles, and the World Bank; Stanley Fischer, MIT; Felipe Larrain B., Catholic University of Chile; Mario Marcel, IDB; Manuel Marfán, CIEPLAN; Raúl E. Book excerpt: As import-substitution industrialization yields to increasing market liberalization in Latin America in the 1990s, privatization assigns new roles to both the public and private sectors. After the decade of the debt crisis, a much weakened State will reorient its policy efforts to the difficult issues of limited fiscal and monetary choices, regulation of newly privatized firms, and long-postponed social programs. However, privatization represents a mhallenge for the private sector as much as it is an issue for the public sector. Foreign and domestic capital will be asked to play a critical role in revitalizing battered economies. New players, from penny-capitalists to pension funds, and new institutions, including dramatically altered banking systems and suddenly thriving stock markets, have recently appeared. The changing roles of public and private sectors and the implications of these developments are the focus of this book.

Available in PDF, EPUB and Kindle. Book excerpt: This book explains how Latin American countries consolidate economic governance after serious disruptions to their formal and informal policy making routines. It asserts that the process of institutional change that started as a result of such disruptions resulted in complementary institutions, which supported a new consolidated pattern of economic governance. In addition, this work also offers a robust theoretical underpinning to economic governance, independent from performance. Performance figures prominently as a criterion to assess economic governance; however, crises are becoming more frequent and performance does not entirely depend on governments’ actions. This book argues that governance in the economic arena depends on the ability and feasibility of limiting the discretion of vested interests over economic policies insofar as these interests can shift the costs of their actions so the rest of the society bears them.
