Available in PDF, EPUB and Kindle. Book excerpt: This book explains the role of formal labour market institutions in keeping the labour utilisation in Central and Eastern Europe above the level characteristic for Western European states. It provides an innovative and enriching take on labour utilisation at large and how various formal labour market institutions can affect the ongoing trend in labour utilisation in a way that is not covered by the extant literature. The impact of labour market institutions on labour market outcomes is analysed throughout 12 chapters, both from a cross-country perspective and in detailed case-studies, by 21 labour market experts from various CEE countries. Most chapters are based on empirical methods yet are presented in an easy-to-follow way in order to make the book also accessible for a non-scientific audience. The volume explores three key questions: How can labour utilisation be increased by labour market institutions? Which CEE countries managed to create a labour market institutional framework beneficial for labour utilisation? How should the labour market institutions in CEE countries be reformed in order to increase labour utilisation? The book argues that the legacy of transition reforms and a centrally planned past is still relevant in explaining common patterns among CEE countries and concludes that increasing the stock of skills accumulated by the employed and improving utilisation of these skills seems to be the first-best solution to increase labour utilisation. The book will be of interest to post-graduate researchers and academics in the fields of labour economics, regional economics, and macroeconomics as well as scholars interested in adopting an institutional analysis approach. Additionally, due to the broader policy implications of the topic, the book will appeal to policymakers and experts interested in labour economics.

Book excerpt: Labour in Transition (1992) examines the massive transformations undertaken by state socialist regimes at the end of the 1980s. It traces developments in the Soviet Union, Eastern Europe and China, in particular the impact of changes in the labour process and broader political economy. Detailed empirical analysis of reform processes is effectively combined with a broader comparative examination of capitalism, socialism and the process of transition to new social formations.

Available in PDF, EPUB and Kindle. Book excerpt: Central to this project is the analysis of regional labour markets in different European countries by research institutes across Eastern and Western Europe. The project parallels some main economic trends including the integration of market-based perspectives and power-based approaches. Next to these are the changes in institutional viewpoints, and both these developments bridge the gap between economic and sociological viewpoints on the labour market. The project develops an adapted institutional approach using these theoretical innovations.

Book excerpt: The process of transition to a market economy and integration into the EU has strained the labour markets of central and eastern European countries, and these developments pose a number of challenges to their social policies. This volume presents the contributions given at an international labour conference held in Austria in June 2001 to investigate these issues. It provides the latest labour trends in EU accession countries and compares them to previous experiences of European integration. It reviews existing labour market policies and social protection mechanisms, and discusses alternative strategies for employment creation in the region.

Book excerpt: Changes in labour relations in Eastern Europe arising from recent political events can only be understood against an explanation of the existing structures and mechanisms of labour relations. This full-length collaborative study - the first in its field - analyses these structures and mechanisms by focusing on the radical reforms undertaken in Bulgaria over the last decade. Using a wealth of case studies, it looks at the action processes within enterprises and at the processes of strategy formulation on a national level in Bulgaria, and compares them with those processses in other Eastern European countries such as Yugoslavia and Hungary.

Book excerpt: This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.

Book excerpt: The essays in this volume examine institutional change in five of the most important areas of economic life in central and eastern Europe after 1989: international and regional economic reintegration; the restructuring of the industrial base; how economic interests are to be represented; fiscal and budgetary reform; and reform of the social welfare system. The editors use these research findings to buttress a somewhat heterodox theory of institutional dynamics, one pointing to "discursive structures" and "governance structures" as key dimensions that, in combination, affect institutional change in this part of the world so that an economic "revolution" becomes an evolutionary processes of gradual transition.

Available in PDF, EPUB and Kindle. Book excerpt: In Eastern Europe privatization is now a mass phenomenon. The authors propose a model of it by means of an illustration from the example of Poland, which envisages the free provision of shares in formerly public undertakings to employees and consumers, and the provision of corporate finance from foreign intermediaries. One danger that emerges is that of bureaucratization. On the broader canvas, mass privatization implies the reform of the whole system, the creation of a suitable economic infrastructure for a market economy and the institutions of corporate governance. The authors point out the need for a delicate balance between evolution - which may be too slow - and design - which brings the risk of more government involvement than it is able to manage. A chapter originating as a European Bank working paper explores the banking implications of setting up a totally new financial sector with interlocking classes of assets. The economic effects merge into politics as the role of the state is investigated.
