Book excerpt: The author looks at the feasibility and potential of instituting small-scale irrigation dams to reduce Ethiopia s dependence on rainfed agriculture and the associated food insecurity. He develops a theoretical framework to assess the welfare implications of irrigation development programs and provides empirical evidence from microdam construction and reforestation projects in northern Ethiopia. The author pays particular attention to health-related costs of establishing small-scale irrigation dams in areas prone to waterborne diseases. While the theoretical analyses imply that the net welfare impacts of irrigation dams cannot be known a priori due to potential health costs, the empirical evidence shows that current agricultural yield and farm profit have increased in villages with closer proximity to the dams than in those more distant. The increased disease incidence due to standing pools of water has, however, led to significant declines in the returns from investment in irrigation water. Households with poor health are less likely to adopt productivity-enhancing as well as resource-conserving technologies, which are crucial for achieving the ultimate goal of sustainable agricultural development. The ensuing sickness has also led to reduction in labor allocation to off-farm activities. The findings underline the importance of weighing beforehand the magnitude of potential economic benefits against health costs of water development programs. The overall evidence, however, suggests that carefully designed irrigation dams could significantly improve agricultural production and food security, particularly in areas where waterborne diseases pose negligible risk to health or can be cost-effectively controlled.

Book excerpt: Investments in irrigation systems have been shown to substantially improve farmers' productivity, and thus alleviate poverty. This study provides an example of such an investment: the Participatory Small-Scale Irrigation Development Programme. The project institutionalized water user associations, developed small-scale irrigation schemes, and provided agricultural training activities to smallholder farmers in drought-prone and food-deficit areas in four regions of Ethiopia. Combining a primary household survey with geographical data, this work estimates the project impact on agricultural production and household expenditure using a novel identification strategy. Beneficiaries' gains include improved crop yields and greater diversity of crops cultivated. These gains have the potential to raise revenues and enable a switch from subsistence to purchasing more food from the market. The lessons learned from this study, by highlighting the need to focus on strengthening access to market, in conjunction with the irrigation infrastructural support, have the potential to improve the design and implementation of future small-scale irrigation projects. The added focus on access to markets would provide greater opportunities to projects beneficiaries by maximising farmers' improved productive capacity.

Ethiopia has high potential for expanding SSI and has invested considerably in this area in recent years. Despite these investments, several challenges to further expansion of irrigation technologies remain. Different stakeholders in the country play important roles in overcoming these barriers to further scale technologies for SSI. This paper explores institutional arrangements for the diffusion of small-scale irrigation technologies by mapping the landscape of key actors involved, their interconnections, and their influence. This paper draws on an analysis of stakeholder data collected through two participatory workshops in Ethiopia, one at the national level and one at the Oromia regional level, using the Net-Map approach. Results show the dominance of government actors in the diffusion of SSI at both the national and regional levels, while most private sector and NGO actors remain in the periphery. Participants in both workshops highlighted the need for increased financing services to support the adoption of SSI and measures aimed at increasing the supply of high-quality irrigation equipment, such as modern water lifting technologies. One notable difference between the national and regional results was that at the regional level, farmers, and to some extent traders and input suppliers, were considered to be more influential in the diffusion of irrigation technologies, while they were considered marginal actors at the national level.

Book excerpt: Irrigation development has been identified as a means to stimulate economic growth and rural development in Ethiopia. However, little attempt has been made to quantify the contribution of irrigation to national income. Using data from selected irrigation schemes, representing small, medium and large-scale schemes of modern or traditional typologies; the present coverage and planned growth of irrigation, actual and expected contributions of irrigation to the national economy were quantified following the approach of adjusted gross margin analysis. Our results show that irrigation yields 219.7% higher income compared to the rainfed system while its current and future contribution to agricultural GDP is estimated to be about 5.7 and 12% although irrigation covers about 5 and 9% of the total cultivated land area, respectively.
