Book excerpt: This is a collection of 20 essays, dedicated to Dr George Mathew, by eminent scholars and academics on decentralised governance and its importance in a globalising world. Based on emperical studies and paradigms of developed and developing countries, it has an overarching focus on India s panchayati raj institutions. The Seventy third constitution Amendment Act of 1992, by making PRIs mandatory, was a historic move towards deepening democracy and advancing development through decentralisation. Decentralisation programmes in other countries (e.g S.Africa and Pakistan ) are also reviewed. The book offers a comprehensive account of development and governance at the grassroots through a broad canvas of multiperspective and interdisciplinary presentations.

The collection of papers in this volume written by scholars who have done scholarly works on the theme seeks to fill the gap relating to the state sub-state level fiscal decentralisation in India. While the first paper by Anwar Shah, an internationally known expert on fiscal federalism, provides a general backdrop relating to fiscal decentralisation and macro management, all other papers critically review the various dimensions of fiscal decentralisation emerging in India since the implementation of the 73rd/74th constitutional amendments by the state governments. Two papers focus exclusively on Kerala which has won world-wide acclaim for its innovative initiatives in decentralisation.

Book excerpt: This book presents an in-depth analysis of key recommendations of the consecutive state finance commissions (SFCs) across states of India in the local and national perspective. It reviews the working of SFCs and their critical role in strengthening local governments, both Panchayats and municipalities in the various states. The volume attempts to identify some of the emerging issues related to the efficacy of SFC in fiscal decentralization. It appraises nearly eighty SFC reports and actions taken thereon by the respective State Governments with contextual analysis. Dr V N Alok is Associate Professor of Public Finance in Indian Institute of Public Administration (IIPA), New Delhi, India. He has been a member of the Fifth Delhi Finance Commission and contributed to nearly all successive union (federal) and state finance commissions in different capacities since 1995. He conceptualized the 'devolution index' and constructed it annually for the Government of India during 2009-2014.

By offering a comparative perspective and by applying econometric methods and regression models, it analyses various reform trajectories and their effects on individual CEE countries. Furthermore, the book discusses input and output indicators for evaluating the efficiency of municipalities. Readers will learn about the common features of these countries, the impact of path dependence, and future prospects for decentralization reforms. In closing, the book discusses modern management and administration methods, opportunities for cooperation between municipalities, co-creative service delivery, and other measures that could improve the efficiency of public service provision.

Available in PDF, EPUB and Kindle. Book excerpt: Nearly all countries worldwide are now experimenting with decentralization. Their motivation are diverse. Many countries are decentralizing because they believe this can help stimulate economic growth or reduce rural poverty, goals central government interventions have failed to achieve. Some countries see it as a way to strengthen civil society and deepen democracy. Some perceive it as a way to off-load expensive responsibilities onto lower level governments. Thus, decentralization is seen as a solution to many different kinds of problems. This report examines the origins and implications decentralization from a political economy perspective, with a focus on its promise and limitations. It explores why countries have often chosen not to decentralize, even when evidence suggests that doing so would be in the interests of the government. It seeks to explain why since the early 1980s many countries have undertaken some form of decentralization. This report also evaluates the evidence to understand where decentralization has considerable promise and where it does not. It identifies conditions needed for decentralization to succeed. It identifies the ways in which decentralization can promote rural development. And it names the goals which decentralization will probably not help achieve.

Book excerpt: This comprehensive volume provides uniquely diverse insights into various aspects of decentralization and development from both developed and developing countries, with special reference to Sri Lanka. For a quarter century, Sri Lanka was battered by its prolonged civil war, which ended in 2009, but has now achieved relative peace and stability. Having developed rapidly, Sri Lanka offers a classic example for developing countries. There is, however, a strong need, particularly in the context of postwar conflict, to formulate policies for reconciliation, peace building, and development at all levels—local, provincial, and national. Decentralization itself is not a new subject; however, how to devolve power to local administrative levels within a unitary system and how to link the devolved power to make local administrative systems more conducive to development and provide better services for citizens are challenging tasks in many countries. Taking into account the developmental, governance, and conciliatory needs and the sensitivity of central–local relations, this volume critically examines the local government systems in Sri Lanka. It also proposes a viable, effective and autonomous local-level administrative unit based, which draws on experiences from Japan and other countries, and identifies the role and functions of such a unit. The book presents commissioned papers from a three-year research project undertaken by internationally respected experts with financial support by the Japan Society for the Promotion of Science (JSPS) under a Grant-in-Aid for Scientific Research.

The book surveys and analyses the evolution of fiscal federalism from the angle of political economy and brings to bear analytical skills of a very high order to assess and relate the political and administrative dimensions of India's federal system to fiscal federal issues. The authors present a synthesized framework, combining both economic and political elements in a political economy prism such as the Cente–State relations with not only the political perspectives but also the economic ones with the belief that only such a framework can provide a useful guide to implementable reform of policies.

Book excerpt: This publication assesses India’s fiscal federalism framework and presents recommendations to strengthen the country’s fiscal framework that include a combination of unconditional, specific purpose and performance-based transfers. A mechanism for allocating performance-based grants to Indian states is proposed based on improvements in governance index. The publication also contributes to a deeper understanding of decentralization reforms across Asian countries. It synthesizes learnings from the experiences of Australia, Indonesia, Japan, the People’s Republic of China and the Republic of Korea on the design of intergovernmental fiscal transfer systems and the use of performance-based transfers for promoting subnational governance and outcomes in social sectors such as education and health.
