Book excerpt: Canada and the US are highly integrated economies and yet persistent productivity gaps exist between them. This raises the question whether there is a relationship in productivity between Canada and the US, and if so, what industry-specific characteristics are important. This dissertation focuses on the manufacturing sector and its component three-digit industries. The first chapter investigates the interdependence of labour productivity (LP) between the two countries. It finds no evidence of long-run convergence of US and Canadian LP. There is, however, some evidence of short-run dependence within industries. Regarding industry characteristics, only industry-specific export intensity is found to be an important channel for the long-run productivity transmission.The second chapter develops measures of total factor productivity (TFP) that are comparable across Canada and the US. The third chapter investigates the interdependence of TFP between the countries. As with LP, there is no evidence of long-run convergence. In both the short and long run, the dependence of Canadian manufacturing industries upon their US counterparts is limited and non-uniform. The fourth chapter examines industry-specific characteristics. Export, import and foreign direct investment (FDI) intensities are found to be important channels in the short run for technology diffusion from the US. Surprisingly, a higher research and development intensity reduces short-run technology diffusion. In the long run, export and FDI intensities are shown to contribute to technology diffusion.

In the first essay I investigate the presence of productivity convergence in eight regional pulp and paper industries of U.S. and Canada over the period of 1971-2005. Expectation of productivity convergence in the pulp and paper industries of Canadian provinces and of the states of its southern neighbour is high since they are trading partners with fairly high level of exchanges in both pulp and paper products. Moreover, they share a common production technology that changed very little over the last century. I supplement the North-American regional data with national data for two Nordic countries, Finland and Sweden, which provides a scope to compare the productivity performances of four leading players in global pulp and paper industry. I find evidence in favour of the catch-up hypothesis among the regional pulp and paper industries of U.S. and Canada in my sample. The growth performance is at the advantage of Canadian provinces relative to their U.S. counterparts. However, it is not good enough to surpass the growth rates of this industry in the two Nordic countries. It is well-known that econometric productivity estimation using flexible functional forms often encounter violations of curvature conditions. However, the productivity literature does not provide any guidance on the selection of appropriate functional forms once they satisfy the theoretical regularity conditions. The second chapter of my thesis provides an empirical evidence that imposing local curvature conditions on the flexible functional forms affect total factor productivity (TFP) estimates in addition to the elasticity estimates. Moreover, I use this as a criterion for evaluating the performances of three widely used locally flexible cost functional forms - the translog (TL), the Generalized Leontief (GL), and the Normalized Quadratic (NQ) - in providing TFP estimates. Results suggest that the NQ model performs better than the other two functional forms in providing TFP estimates. The third essay capitalizes on newly available high frequency energy consumption data from commercial buildings in the District of Columbia (DC) to provide novel insights on the realized energy use impacts of energy efficiency standards in commercial buildings. Combining these data with hourly weather data and information on tenancy contract structure I evaluate the impacts of energy standards, contractual structure of utility bill payments, and energy star labeling on account level electricity consumption. Using this unique panel dataset, the analysis takes advantage of detailed building-level characteristics and the heterogeneity in the building age distribution, resulting in buildings constructed before and after mandatory energy standards came into effect. Estimation results suggest that in commercial buildings constructed under a code, electricity consumption is lower by about 0.48 kWh per cooling degree hour. When tenants pay for their own utilities, consumption is lower by 0.82 kWh per cooling degree hour. The Energy Star effect is a 0.31 kWh reduction per cooling degree hour. Finally, peak savings for all three variables of interest occur at 2pm in the summer months, whereas peak summer marginal prices at DC's local electric utility occur at 5pm.

Dr. Salah E. Elmaghraby received his doctorate degree from Cornell University in 1958, and since then, his scholarly contributions have enriched the fields of production planning and scheduling and project scheduling. This collection of papers is contributed in his honor by his students, colleagues, and acquaintances. It offers a tribute to the inspiration received from his work, and from his guidance and advice over the years, and recognizes the legacy of his many contributions. Dr. Elmaghraby is a pioneer in the area of project scheduling (in particular, project planning and control through network models, for which he coined the term ‘activity networks’.) In his initial work in this area, he developed an algebra based on signal flow graphs and semi-Markov processes for analyzing generalized activity networks involving activities with probabilistic durations. This work led to the development of what was later known as the Graphical Evaluation and Review Technique (GERT), and GERT simulation models. He has made fundamental contributions in determining criticality indices for activities, in developing methodologies for project compression and time/cost analysis, and in the use of stochastic and chance-constrained programming and Petri Nets for the analysis of activity networks. This volume brings together fourteen contributions, which can be viewed under the following three main themes: operations research and its application in production planning; project scheduling, and production scheduling, inspired by, and in many cases based on, Dr. Elmaghraby’s work in these areas. The first five chapters are devoted to the first theme, followed by four chapters each devoted to the other two, respectively. An additional chapter is devoted to the vulnerability of multimodal freight systems.
