Book excerpt: Excerpt from Essays on Banking Reform in the United States In many minor respects also the Federal Reserve Act differs from the Aldrich bill; but in the two fundamentals of combined reserves and of a discount policy, the Federal Reserve Act has frankly accepted the principles of the Aldrich bill; and these principles, as has been stated, were the creation of Mr. Warburg and of Mr. Warburg alone. Book excerpt: This volume focuses on constructing a safer and more efficient financial system based on the lessons learned from the financial debacles of the 1980s. The first essay discusses the economic and political forces both propelling and opposing widespread banking reform. The next two essays describe the intellectual history of the deposit insurance reform provisions of FDICIA, arguably the most important banking legislation since the Banking Act of 1933, discuss the weaknesses and strengths of these provisions and make recommendations for improving the effectiveness of the reforms. Theoretical and empirical evidence is then summarized and evaluated with respect to the costs and benefits of regulators granting forbearance to economically insolvent institutions. An analysis is given of the whys and hows of privatizing federal deposit insurance in case the reforms in FDICIA prove ineffective. An examination follows of the causes and consequences of the Bank of Credit and Commerce International (BCCI) debacle of the early 1990s and the implications for the supervision of foreign banks in the United States and elsewhere. Next the broader issue is discussed of whether U.S. financial markets affect the behavior of U.S. corporate managers, particularly whether they encourage managerial myopia. Without concluding whether such myopia exists, policy options are examined that would make financial markets more conducive to longer-term planning, including permitting banks to invest in corporate equity and thus monitor firms as owners as well as creditors.

Book excerpt: Excerpt from Banking Reform an Essay on Prominent Banking Dangers and the Remedies They Demand The following pages deal with some of die practical questions at issue in modern English Banking, and with these alone. They are of the highest importance at the present time, and yet signs are not wanting that the lessons which recent events might have been expected to teach are being to some extent forgotten. Bank directors have fixed their attention upon points which, however important to shareholders, do not touch the heart of the difficulty. All our banks, joint-stock and private, require to be reduced to order, to be protected against themselves. Within less than a generation the modern deposit system has reached its present gigantic developments. Until the gold discoveries of California and Australia took place, we may indeed say that there was no gigantic bank in the country. But since 1858 the liabilities of many joint-stock banks, and of some private banks also, have more than doubled. Book excerpt: Excerpt from Reform: An Essay on the Political, Financial, and Social Condition of the United States Showing Dangers, Defects, and Remedies "Multum in Parvo" is the opening motto of this book, - an essay on the political, financial and social condition of the United States, showing the dangers that beset this great Republic, the defects of its institutions, and the remedies to be applied. The work is written in an absolutely patriotic spirit, free from prejudice and passion; the language used is plain and comprehensive for all classes of our immense population, from the haughty banker and so-called merchant prince to the plain artisan and humble day-laborer. In order to show that the author is competent to handle the great subject developed in this book, and that "he knoweth whereof he writeth," he begs leave of the kind and indulgent reader to make the following preliminary declaration: Although of foreign birth the writer came to this country when a boy, became a citizen in 1856, and has resided here ever since, with the exception of several years' residence and travel in Mexico during the civil strife prior to the advent of Maximilian, and travel in Central America and Europe in 1890 and 1891. He had the honor of being acquainted with and a protege of General Winfield Scott, was present at the inauguration of President Franklin Pierce, at the funerals of Daniel Webster and Henry Clay, and on the night of the 15th of December, 1858, had an interview at the White House with President James Buchanan and General Cass, Secretary of State, in consequence of which a United States Minister was sent to Vera Cruz and recognized the Juarez Government of Mexico, at that time located in the heroic seaport.
