For most of the century the Scottish crown had no separate naval force which made the Stuart monarchs' navy, seen by them as a personal not a state force, unusual in being an institution which had a relationship with both kingdoms. This did not necessarily make the navy a shared organisation, as it continued to be financed from and based in England and was predominantly English. Nevertheless, the navy is an unusually good prism through which the nature of the regal union can be interrogated as English commanded ships interacted with Scottish authorities, and as Scots looked to the navy for protection from foreign invaders, such as the Dutch in the Forth in 1667, and for Scottish merchant ships trading with the Baltic and elsewhere. These interactions were often harmonious, but there were also many instances of tensions, particularly in the 1690s. Naval historian Jon Wise’s new work will rectify this omission. Historically there have been two main reasons why protecting fishing vessels was so important: first, fish have always constituted an essential part of the nation’s diet while, secondly, fishermen have been an important source of skilled personnel for the Royal Navy itself. It is claimed that the Fishery Protection Squadron (FPS) is the oldest in the fleet, pre-dating the formal creation of the Navy itself in the early part of the sixteenth century, yet it still remains comparatively little-known. The Squadron’s most famous operations were the ‘Cod Wars’ of 1958–76, but for six centuries it has been engaged in the many important tasks of protection and policing of fishing fleets, though more recently it has turned its attention to patrolling oil and gas fields, overseeing quotas and sustainability, and policing the ongoing disagreements over who can fish where and when. The author covers subjects as diverse as the battles with the Dutch for dominance in the North Sea, the protection of fishing on the eastern seaboard of America, and the role of the Squadron in the two World Wars. This book examines how Louis XIV's navy was financed, arguing that the way the state spends money, and the relative efficiency and accountability of that spending, is fundamental to understanding the effectiveness of a military system. It outlines how the French crown depended on fiscal intermediaries and private suppliers, explores how its failure to control the spending and activities of its contractors fundamentally limited France's strategic possibilities at sea, and discusses how these structural problems were progressively and disastrously exposed as the state's financial situation deteriorated. The book sets the activities of the French navy in the wider context of the wars of the period, showing that France necessarily had to give precedence to the funding of its army. Overall, the book highlights the limitations of the contractor state, demonstrating that early modern navies were both too complex and investment-heavy to be entirely outsourced.
