Book excerpt: Government benefits and services are increasingly provided though private markets, with firms competing to provide services to individuals. Under perfect competition, the most productive firms survive and serve the market. However, with imperfect information and minimal out-of-pocket costs, competitive pressures may be weakened and less productive firms can maintain market share. Insufficient oversight of eligibility rules or quality standards exacerbates this problem. In Chapter 1, I study the 2008 expansion of the Lifeline program, which subsidizes phone service for low-income households, and show how oversight influences both the composition of providers in a market and their post-entry behavior. Lifeline's state-level variation in regulatory environments makes for an ideal test case in how regulatory oversight influences the entry decisions of heterogeneous firms. Firms with low quality and compliance select into loose-oversight markets, and their entry drives the large state-level differences in wasteful or inefficient program spending. The evidence of these dynamics is presented here for the Lifeline program, but similar forces are likely to be a factor in many other markets for government funded products and services. In Chapter 2, I address the possibility of crowd-out due to the Lifeline expansion. One of the program's stated goals is to ensure that households have affordable access to phone services. In this context, crowding out households' out-of-pocket spending may in fact be desired. I exploit geographic differences in the timing of provider entry to estimate the expansion's effect on households' wireless service spending. The results indicate that although the extensive margin reduction in the number of households reporting any wireless spending represents only 10-15% of program enrollments, the reduction in the level of spending may exceed 100% of subsidy payments. Two factors make this result possible: quality competition between providers, and price discrimination based on ability-to-pay. Consequently, the quality of Lifeline services paid for by the monthly subsidy exceeds that of similarly priced unsubsidized plans. By crowding out lower quality unsubsidized plans, households could save more than an equivalent cash transfer. The results highlight the potential for market segmentation and competition to magnify the impact of a targeted subsidy program.

Book excerpt: Mandatory network unbundling is one of the foremost topics in regulatory economics today. The concept has crucial importance in the deregulation of many previously regulated industries including telecommunications, gas, electricity and railroads. Moreover, the topic has emerged as one of the more prominent issues associated with the implementation of the 1996 Telecommunication Act in the United States. Upon initial examination, establishing the correct costing standards and/or determining the correct input prices would seem important for sending the correct price signals to the entrants for their efficient make-or-buy decisions. Sappington (AER, 2005) uses a standard Hotelling location model to show that input prices are irrelevant for an entrant's make or buy decision. In this first essay, we show that this result is closely related to the degree of product differentiation when firms are engaged in price competition. Specifically, it is shown that input prices are irrelevant when firms produce homogeneous products, but are relevant for make-or-buy decisions when the entrant and incumbent produce differentiated products. These results suggest that, in general, it is important for regulators to set correct prices in order to not distort the entrants' efficient make-or-buy decisions. The second essay investigates optimal access charges when the downstream markets are imperfectly competitive. Optimal access charges have been examined in the literature mainly under the condition where only the incumbent has market power. However, network industries tend to exhibit an oligopolistic market structure. Therefore, the optimal access charge under imperfect competition is an important consideration when regulators determine access charges. This essay investigates some general principles for setting optimal access charges when downstream markets are imperfectly competitive. One of the primary objectives of this essay is to show the importance of the break-even constraint when first-best access charges are not feasible. Specifically, we show that when the first-best access charges are not feasible, the imposition of the break-even constraint on only the upstream profit of the incumbent is superior to the case where break-even constraint applies to overall incumbent profit, where the latter is the most commonly used constraint in the access pricing literature. Bypass and its implications for optimal access charges and welfare are also explored. The third essay is empirical in nature and investigates two primary issues, both relating to unbundled network element (UNE) prices. First, as Crandall, Ingraham, and Singer (2004) suggested, we will empirically test the stepping stone hypothesis using a state-level data set that spans multiple years. To do this, we will explore the effect of UNE prices on facilities-based entry. Second, in light of those findings, we will investigate whether the form of regulation (e.g. price cap and rate of return regulation) endogenously affects the regulator's behavior with respect to competitive entry. Lehman and Weisman (2000) found evidence that regulators in price cap jurisdictions tend to set more liberal terms of entry in comparison with regulators in rate-of-return jurisdictions. This paper investigates whether their result is robust to various changes in modeling, including specification and econometric techniques.

Book excerpt: In this dissertation, I empirically investigate the changes in the market structure after new entrants, and how these changes affect the welfare of market participants. In Chapter 1, using records for public and charter schools in New York City, I empirically show that public schools adjusted after charter schools entered the neighborhood. I construct a school-specific curriculum index from textual data to look into changes not only in vertical school quality but also in horizontal curriculum differentiation. One difficulty in studying charter school spillover effects is the concern on endogenous charter school locations. The research design leverages the co-location policy in NYC to overcome this concern. The co-location policy allows charter schools to share the building with public schools and therefore facilitates the entry of charter schools, which exogenously shifts the probability of charter school entry in different neighborhoods since such excess capacity is not evenly distributed across the city. Instrumental variable regression shows that the public schools under charter school competition are more likely to increase their teaching quality, and also adjust their after-school activities to be more attractive to White and Asian families. In Chapter 2, I use a structural model to separately estimate the preference of students and the objectives of schools. Using the estimated model, I investigate the welfare effects of expanding charter school capacity, a hotly debated policy in NYC. Results show that the spillover effects are substantial and the heterogeneity is large. The welfare effects for Black and Hispanic students are large and positive for those who get enrolled in charter schools, but the indirect welfare effects induced by public school horizontal adjustments are negative for them and partially offset the gains from expanded charter school enrollments. For White and Asian students, the direct welfare effects are small, but the overall welfare increases due to positive spillover effects. Overall, the expansion of charter schools has positive spillover effects, but some groups with disadvantaged socio-economic backgrounds may have welfare loss. In Chapter 3, I quantify the effects of automobile franchising laws on US automobile dealer networks. I show that the US brand automobile manufacturers would like to have a smaller dealer network in absence of regulations. Building up the moment inequality approach, I estimate a static entry model with unobservable firm and market heterogeneity, where US automobile manufacturers are restricted in closing dealers. The counterfactual results show that US manufacturers would like to close about 28% of existing dealers if they are not restricted by government regulations.
