In chapter 1, I analyze how competition among private schools in Pakistan affects student outcomes when (1) the match between a school and a student matters for learning, and (2) poorer students may be less informed about their match when they make enrollment decisions. I find that greater competition may lead schools to compete more intensively for wealthier, better-informed students, lowering learning for poorer students in the average private school and increasing learning for wealthier students. In chapter 2, I examine how cultural norms that encourage children to care for their parents when they reach adulthood affect human capital investment in children in Ghana, Indonesia, Rwanda, and Mexico. I find that children targeted by these norms receive more educational investments. Finally, in chapter 3, I study the labor market for public school teachers in Pakistan by analyzing the effect of a policy shock that changed both teacher salaries and accountability on student learning. I find that simultaneously lowering teacher salaries and increasing accountability lowered the cost of providing education and improved students' learning.

Book excerpt: In this dissertation we explore different aspects of the relationship between education (as one of the main components of human capital) and economic productivity. In the first chapter, we measure the factors that contribute to the quality of education, following Hanushek and Woessmann (2007). An empirical research is carried out for the case of Chile, a country which implemented a very unique educational system in the mid-1980s, with a strong participation of the private sector in the provision of educational services. Amongst other factors, we study the influence of the public/private divide, the socio-economic level of the students and the pupil/teacher ratio. The quality of education is measured by the performance of students in standardised national tests administered to all schools in Chile. The second chapter explores the effects of population density on productivity and the synergetic impact of educational attainment and population density on the causation of technological progress and economic growth, following Becker et al. (1999). We devise a simple theoretical model to explain the channels through which education and density affect productivity, and we test it for a wide sample of developed and developing countries. Our empirical results confirm the positive impact of both population density—broadly defined—and the interaction of education and density on economic productivity. Finally, the third chapter of the dissertation examines the ongoing controversy about the roles of education and institutions as main contributing factors of economic growth. To try to establish a balanced view, we first assume as a premise that good institutional governance is indeed an important factor in promoting economic growth, as has been shown repeatedly in the literature. But at the same time, we investigate the causes of good institutional governance, and find out that educational attainment is one of the main factors contributing to most of the aspects of good governance.

Book excerpt: The following dissertation evaluates methods to improve the delivery of education and health care in low income countries. In "The Education Gender Gap in Developing Countries : The Role of Female Teachers", joint with Karthik Muralidharan, we add to the limited empirical literature on whether female teachers improve girls' education outcomes in developing countries, a policy frequently advocated. Using a difference-in-difference estimate with fixed effects, we find that teachers are relatively more effective at teaching students of their own gender. However, female teachers are more effective overall, resulting in improvement of girls' test scores by .036 standard deviations per year and a lack of adverse effects for boys. In "The Distributional Consequences of Micro Health Insurance : Can a Pro-Poor Program Prove to be Regressive?", I estimate heterogeneous effects of heath care consumption by poverty status and the related redistribution of premiums. Understanding these effects can inform optimal design of MHI contracts to maximize benefits and reduce unintended adverse effects. I document that poorer households consume significantly less health care at baseline, suggesting MHI may unintentionally lead to poorer households subsidizing wealthier households. But strikingly, twenty months after the introduction of MHI, there is no significant relationship between health care consumption and income among enrolled households. Thus, even though ex-ante health care consumption suggests MHI will result in regressive premium redistribution, ex-post behavior suggests the poor will not subsidize wealthier households. The next two chapters discuss community based micro health insurance (MHI). MHI, insurance targeted at low income populations, has been an increasingly popular policy, though empirical evidence of its effectiveness has been limited. In "Evaluating Health-Seeking Behavior, Utilization of Care, and Health Risk : Evidence from a Community Based Insurance Model in India", I assess the extent to which MHI reduces vulnerability and increases access to health care. I exploit a staggered expansion of MHI in which the villages offered the contract were randomly selected. I fail to find support for increased health-seeking behavior, but find suggestive evidence of reduced health shocks. This suggests the potential of MHI to improve the poor's health and implies strengthened financial sustainability of MHI programs.

Book excerpt: This dissertation examines three topics at the intersection of the economics of immigration and the economics of education. First, I study the development of human capital among immigrants by evaluating Arizona Proposition 203 (2000) and Massachusetts Question 2 (2002), which require public school districts to provide one year of Structured English Immersion to English language learner students. Using a difference-in-differences framework, I show that for recent-arrival first-generation immigrants, the two initiatives are less effective at developing English language proficiency than previous programs, such as Transitional Bilingual Education and English as a Second Language. However, I also show new heterogeneity in relative program effectiveness in that second-generation immigrants actually benefit from Structured English Immersion. In the second chapter, I use unique data from the Current Population Survey on education by country of origin to show that the return to foreign education among immigrants is 3.3 percent. This estimate is half the size of estimates from previous studies for two reasons. First, calculating foreign education as the difference between total education and domestic education rather than as a function of total education ad age at arrival eliminates the upward bias from misattributing domestic education as foreign education. Second, excluding domestic education as an endogenous control variable removes the upward bias in the return to foreign education caused by the negative correlation between domestic education and foreign education. The results show that foreign education is even less portable to the United States labor market than previously thought. In the third chapter, I test whether country-level educational expenditures, pupil-teacher ratios, and student achievement should be interpreted as measures of foreign school quality. I use the United States Census and the American Community Survey to show that the three measures are associated with the return to foreign education in expected directions. However, only educational expenditures are robust to accounting for group-level correlations between the wage residuals. I also show that the three measures affect immigrants who never attended school in their countries of birth as a falsification test, which suggests that they reflect country-level unobservables rather than foreign school quality.
