For all the chaos and upheaval over the past century--major wars, economic crises, massive social change, and technological revolutions--Torben Iversen and David Soskice show how democratic states continuously reinvent their economies through massive public investment in research and education, by imposing competitive product markets and cooperation in the workplace, and by securing macroeconomic discipline as the preconditions for innovation and the promotion of the advanced sectors of the economy. Critically, this investment has generated vast numbers of well-paying jobs for the middle classes and their children, focusing the aims of aspirational families, and in turn providing electoral support for parties. Gains at the top have also been shared with the middle (though not the bottom) through a large welfare state. Contrary to the prevailing wisdom on globalization, advanced capitalism is neither footloose nor unconstrained: it thrives under democracy precisely because it cannot subvert it. Populism, inequality, and poverty are indeed great scourges of our time, but these are failures of democracy and must be solved by democracy.

Book excerpt: How the Catholic Church redefined its relationship to the state in the wake of the French Revolution Catholicism and Democracy is a history of Catholic political thinking from the French Revolution to the present day. Emile Perreau-Saussine investigates the church's response to liberal democracy, a political system for which the church was utterly unprepared. Looking at leading philosophers and political theologians—among them Joseph de Maistre, Alexis de Tocqueville, and Charles Péguy—Perreau-Saussine shows how the church redefined its relationship to the state in the long wake of the French Revolution. Disenfranchised by the fall of the monarchy, the church in France at first embraced that most conservative of ideologies, "ultramontanism" (an emphasis on the central role of the papacy). Catholics whose church had lost its national status henceforth looked to the papacy for spiritual authority. Perreau-Saussine argues that this move paradoxically combined a fundamental repudiation of the liberal political order with an implicit acknowledgment of one of its core principles, the autonomy of the church from the state. However, as Perreau-Saussine shows, in the context of twentieth-century totalitarianism, the Catholic Church retrieved elements of its Gallican heritage and came to embrace another liberal (and Gallican) principle, the autonomy of the state from the church, for the sake of its corollary, freedom of religion. Perreau-Saussine concludes that Catholics came to terms with liberal democracy, though not without abiding concerns about the potential of that system to compromise freedom of religion in the pursuit of other goals.

The authors of Acting in an Uncertain World argue that political institutions must be expanded and improved to manage these controversies, to transform them into productive conversations, and to bring about “technical democracy.” They show how “hybrid forums”—in which experts, non-experts, ordinary citizens, and politicians come together—reveal the limits of traditional delegative democracies, in which decisions are made by quasi-professional politicians and techno-scientific information is the domain of specialists in laboratories. The division between professionals and laypeople, the authors claim, is simply outmoded. The authors argue that laboratory research should be complemented by everyday experimentation pursued in the real world, and they describe various modes of cooperation between the two. They explore a range of concrete examples of hybrid forums that have dealt with sociotechnical controversies including nuclear waste disposal in France, industrial waste and birth defects in Japan, a childhood leukemia cluster in Woburn, Massachusetts, and mad cow disease in the United Kingdom. The authors discuss the implications for political decision making in general and describe a “dialogic” democracy that enriches traditional representative democracy. To invent new procedures for consultation and representation, they suggest, is to contribute to an endless process that is necessary for the ongoing democratization of democracy.
