Book excerpt: In a 1996 car accident near the Turkish town of Susurluk, a radical-right militant was killed together with his second wife and a high-ranking member of the police. Sedat Bucak, a deputy and head of a Kurdish tribe survived. The testimonies on the passengers revealed that they were part of a "gang," composed of members of the security forces, politicians and radical-right militants. These data have prompted new perspectives on the comprehension of Turkish political life and the state coercion and civil violence which have dominated it for the past decades. They also shed new light on the country's ethnic relations, disclosing the link between ethnicity and violence, and at the same time, revealing the limits of ethnicity as the sole criterion of network-building or policy-making. This monograph explores the network-building process in Turkey. It puts into question "state-based" sociology. Bozarslan suggests that the reproduction of networks in the Middle East is dependent on the ability to expand and transfer the senses and mechanisms of solidarity from a narrow framework to wider power-structures.

D'une part, on constate une dissociation de plus en plus fréquente entre le prononcé du jugement pénal et son exécution, avec comme conséquence que cette exécution n'est plus seulement rejetée dans l'ombre, mais totalement ou partiellement absente. D'autre part, se multiplient des mécanismes aboutissant à ce que la déclaration de culpabilité de l'auteur d'une infraction ne s'accompagne d'aucun autre prononcé. Fruits notamment d'un double mouvement d'individualisation et de diversification des peines, de tels phénomènes aboutissent inévitablement à une valorisation croissante du prononcé de la peine par rapport à son exécution, voire même de la déclaration de culpabilité par rapport au prononcé de toute autre condamnation. Loin d'apparaître comme des manifestations d'impunité, ces phénomènes constituent davantage une forme de passage à la limite d'une pénalité «immatérielle» où l'acte de punir se ramène à un pur acte de langage, consistant à réaffirmer la loi, à dire le crime, à désigner son auteur et à reconnaître publiquement le statut de la victime. Centré sur l'étude du jugement pénal, le présent ouvrage s'attache ainsi à développer l'idée que le dire apparaît non seulement comme un élément constitutif de l'acte de punir, voire comme une peine à part entière, mais encore, dans leur prolongement, comme un véhicule essentiel de leur mémoire et de leur oubli.
