The Sexual Constitution of Political Authority argues that there are good reasons to suppose that our understandings of state power quiver with erotic undercurrents. The book maintains, more specifically, that the relationship between ideas of political authority and male same-sex desire is especially fraught. Through a series of case studies where a statesman’s same-sex desire was put on trial (either literally or metaphorically) as a problem for the good exercise of public powers, the book shows the resilience and adaptability of cultural beliefs in the incompatibility between public office and male same-sex desire. Some of the case studies analysed are familiar ground for both political/constitutional history and the history of sexuality. The Sexual Constitution of Political Authority argues, however, that only by systematically reading questions of institutional politics and questions of sexuality through each other will we have access to the most interesting insights that a study of these trials can generate. Whether they involve obscure public officials or iconic rulers such as Hadrian and James I, these compelling fragments of queer history reveal that the disavowal of male same-sex desire has been, and partly remains, central to mainstream understandings of political authority.

William Armstrong Percy III maintains that Cretan sages established a system under which a young warrior in his early twenties took a teenager of his own aristocratic background as a beloved until the age of thirty, when service to the state required the older partner to marry. The practice spread with significant variants to other Greek-speaking areas. In Athens it became a vehicle of cultural transmission, so that the best of each older cohort selected, loved, and trained the best of the younger. These pederastic bonds, Percy believes, were responsible for the rise of Hellas and the "Greek miracle": in two centuries the population of Attica, a mere 45,000 adult males in six generations, produced an astounding number of great men who laid the enduring foundations of Western thought and civilization.

Demagogues, Power and Friendship in Classical Athens examines the ways in which a demagogic leadership style based on personal connection became ingrained in this period, drawing on close study of several genres of literature of the late 5th and early-to-mid 4th centuries BCE. Such connection was particularly effective with lower classes of Athenians, who had been accustomed to being excluded from politicians' friendship-based approaches to coalition-building. Comedies of Aristophanes (particularly Knights), tragedies of Euripides (particularly Iphigenia in Aulis), and historical biographies of Xenophon (particularly Anabasis and Cyropaedia) depict demagogues, or characters exhibiting demagogic characteristics, using a style of outreach to members of neglected classes that involved provoking feelings of friendship with individuals in these classes, whether the demagogues and individual supporters actually interacted closely or not. These leaders employed techniques, such as propinquity, homophily, and transitivity, that both contemporary sociologists (and, in some cases, Aristotle) recognize as effective for such purposes. Particular attention is paid to discrepancies in Aristophanes' Knights between how the demagogue Cleon is hyperbolically portrayed (as a pederastic lover of the Athenian people) and how his language and actions make him out – as a friend of theirs, as he likely portrayed himself.
