Book excerpt: Ionospheric irregularities in the F region were studied using three techniques; the occurrence of spread-F echoes on ionograms, by direct backscatter recordings at 27.8 MHz and a study of scintillations occurring at SHF frequencies on satellite transmissions. Nairobi ionograms for 1964-70 have been analyzed for spread-F occurrence. Direct backscattered echoes on 27.8 MHz from patches of irregularities in the F-region have been recorded over a twelve-month period. Recordings of SHF transmission from the satellite Intelstat III-F4 were made at the East African Telescommunications Company's station near Nairobi during March - May 1971. Book excerpt: The Faraday rotation angle phi of the radio signal from ATS-C has been continuously measured at Legon for several years. The curves show unexpected minima and maxima in the post-sunset period. Recently the signal from Intelsat 2F-2 has been measured simultaneously. Comparison of the curves from the spaced satellites shows that the occurrence of the minima and maxima depends primarily on local solar time, with appropriate time shifts for the two satellites. The seasonal dependence of scintillation at Legon is shown for a period of four years. An explanation of this seasonal dependence is attempted in terms of the time of sunset at the base of the F region field lines over Legon. Results fit Legon observations well, but seem to be at variance with South American results. In the light of the observed F region behavior a new theory of equatorial spread F is proposed. (Author).

The purposes of this book are to exam ine the basic physical interaction process of radio waves with the ionosphere, scrutinize each of the radio techniques currently in use, and describe the elements of each technique, as well as assess their capabilities and limitations. I have included some of the history of each technique, since we often tend to forget the efforts of the "pioneers". The interaction of radio waves with the terrestrial ionosphere has been described in considerable detail in several "classic" treatments, e.g., Ratcliffe (1959), Al'pert (1963), Budden (1961) and Davies (1965), Rishbeth and e.g., Flock (1979), Davies Garriott (1969), and in other more recent books, (1990), Hargreaves (1979), and Budden (1985). A few of the radio techniques have been described by Hargreaves (1979) and a book by Giraud and Petit (1978) has also included discussion of several of the techniques. The "WITS" handbook No. 2 (1989) also contains description of several radio techniques.

In Taiwan, the National Space Program Office (NSPO) established her third satellite program -- COSMIC (Constellation Obsering Systems for Meteorology, Ionosphere and Climate), which is a science experiment to demonstrate the utility of atmospheric radio limb soundings from a constellation of six low-earth orbiting satellites in operational weather prediction, space weather monitoring, and climate monitoring and research.In order to provide a forum to discuss the many new results in this rapid-moving field and to forge international collaborations, a three-day COSPAR Colloquium on "Space Weather Study Using Multipoint Techniques" was held. This colloquium have provided a forum for experts from the international community to present new results on the timely topic "space weather".
