Book excerpt: Environmental Protection: Law and Policy, widely respected for its intellectual breadth and depth, is an interdisciplinary and international overview of the fundamental issues of Environmental Law, incorporating history, theory, litigation, regulation, policy, science, economics, and ethics. It includes a complete introduction to the history of environmental protection; laws and regulations; regulatory design strategies; policy objectives; and analysis of constitutional federalism and related policy questions concerning the design and implementation of environmental protection programs. Coverage includes the major federal pollution control laws (the Clean Air Act, the Clean Water Act, the Resource Conservation and Recovery Act, CERCLA, and more); climate change (a chapter discussing important scientific, policy, and program design questions); natural resource management issues (two chapters focusing on the National Environmental Policy Act and the Endangered Species Act); and national forest management. New to the Eighth Edition: Thoroughly updated coverage, including how various actors—Congress, the President, political and career staff at agencies such as EPA, and regulatory beneficiaries—influence shifts in environmental law and policy, including Trump Administration initiatives that raise novel administrative and environmental law issues that have been or are likely to be addressed by the courts Coverage of evolving agency approaches to the scope of Clean Water Act mandates through repeal of or revisions to the "waters of the United States" rule, and of controversies surrounding the Trump Administration's climate change policies, including repeal of the Clean Power Plan and its announced withdrawal from the 2015 Paris climate agreement to which virtually every other nation is a party Inclusion of new principal cases such as the Supreme Court's decision in Michigan v. EPA, which addressed the role of cost in regulation, and the Third Circuit's decision in American Farm Bureau Federation v. EPA, which involved implementation of the total maximum daily load program under the Clean Water Act Comprehensive treatment of 2016 amendments to the Toxic Substances Control Act, the first major revisions to a core environmental statute enacted by Congress in 20 years Treatment of compliance and enforcement issues and their importance to the development and implementation of environmental law Coverage of ongoing controversial litigation in courts throughout the country on application of the public trust doctrine to force government action to mitigate climate change through controls on greenhouse gas emissions Professors and students will benefit from: Thorough and nuanced treatment of the history of environmental protection, existing laws, regulations, and cases, regulatory design strategies, and current and developing policy objectives Broad-based international and interdisciplinary approach incorporating science, economics, and ethics Coverage of major federal pollution control laws Landmark and cutting-edge cases Notes and questions Charts and graphics Numerous exercises and problems Distinguished authorship with extensive practical, scholarly, and teaching experience

Available in PDF, EPUB and Kindle. Book excerpt: This third edition updates and expands the material presented in the best-selling first and second editions of Basic Hazardous Waste Management. It covers health and safety issues affecting hazardous waste workers, management and regulation of radioactive and biomedical/infectious wastes, as well as current trends in technologies. While the topics have been completely revised, the author employs the same practical approach that made the previous editions so popular. Chapters are structured to first outline the issue, subject, or technology, then to describe generic practice, and then to conclude with a summary of the statutory or regulatory approach. Blackman introduces fundamental issues such as human health hazards; the environmental impacts of toxic, reactive, and ignitable materials; the mobility, pathways and fates of released hazardous materials; and the roles of science, technology, and risk assessment in the standards-setting process. He explores hazardous waste site remediation technology, and the application of federal statutes, regulations, programs, and policies to the cleanup of contaminated sites. This text provides an introductory framework-which can serve as the foundation for a program of study in traditional as well as modern hazardous waste management-or a component of a related program. Its overview format provides numerous references to more detailed materials to assist the student or instructor in expansion on specific topics.

This book was released on 2003 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: Noting that children may be affected by environmental contaminants in ways quite different from the way adults are affected, this report is the second on trends in measures reflecting environmental factors that may affect the U.S. children's health and well-being. A list of measures and key findings begins the report, followed by five main sections. Several measures throughout the report are analyzed by children's race/ethnicity and family income. Section 1 presents measures showing incidence of exposure to critical concentrations of contaminants in outdoor air, indoor air, water, food, and soil. Section 2 presents measures of lead, mercury, and cotinine (marker of environmental tobacco smoke exposure) measured in the bodies of children and women. Section 3 presents trends in asthma, other severe respiratory illnesses, childhood cancers, and neurodevelopmental disorders such as attention deficit/ hyperactivity disorder and mental retardation. Section 4 concerns the emerging issues of mercury in fish and attention deficit/hyperactivity disorder. Section 5 presents data specific to California and Minnesota. The final section of the report discusses improvements in the measures and data sources and new measures for inclusion in future reports. Major findings presented in the report include declines throughout the 1990s in the percentage of days with unhealthy air quality, median blood lead levels for children under 5, and median blood levels of cotinine; and overall increases in the percentage of children with asthma. The frequency of new childhood cancer cases has been stable since 1990. Recent data indicate that .6 percent of children are diagnosed with mental retardation and 6.7 percent of children are diagnosed with attention deficit/ hyperactivity disorder. State data revealed that 32 percent of California public elementary schools have deterioration of lead-based paint, and 47 percent of Minnesota schools sprayed pesticides in classrooms. A glossary of terms completes the report. Four appendices include data tables and a list of environmental health objectives in the Energy Protection Agency's strategic plan. Each report section contains references. (KB).
