Book excerpt: Zalmay Khalilzad grew up in a traditional family in the ancient city of Mazar-i-Sharif, Afghanistan. As a teenager, Khalilzad spent a year as an exchange student in California, where after some initial culture shocks he began to see the merits of America's very different way of life. He believed the ideals that make American culture work, like personal initiative, community action, and respect for women, could make a transformative difference to his home country, the Muslim world and beyond. Of course, 17-year-old Khalilzad never imagined that he would one day be in a position to advance such ideas. With 9/11, he found himself uniquely placed to try to shape mutually beneficial relationships between his two worlds. As U.S. Ambassador to Afghanistan and Iraq, he helped craft two constitutions and forge governing coalitions. As U.S. Ambassador to the UN, he used his unique personal diplomacy to advance U.S. interests and values. In The Envoy, Khalilzad details his experiences under three presidential administrations with candid behind-the-scenes insights. He argues that America needs an intelligent, effective foreign policy informed by long-term thinking and supported by bipartisan commitment. Part memoir, part record of a political insider, and part incisive analysis of the current Middle East, The Envoy arrives in time for foreign policy discussions leading up to the 2016 election.

Available in PDF, EPUB and Kindle. Book excerpt: The impact of severe security crises on peace negotiations represents one of the most significant facets of modern conflict resolution theory to remain under-researched. It also stands out as the factor most likely to derail inherently sensitive negotiations. Negotiating Under Fire explores how such crises between two nations impact diplomatic initiatives between those countries. How do the negotiators' willingness and ability to continue influence the outcome? Do the levels of legitimacy, trust, and confidence within and between the parties change in such strained negotiations? Through a detailed analysis of three critical moments in the Oslo peace process—the Baruch Goldstein Hebron massacre of 1994, the Nachshon Wachsman kidnapping and execution of 1994, and the nine-day string of suicide bus bombings carried out in Israel in March of 1996—the author concludes that insurgents or those hostile to peace talks can and do undermine negotiations.

Book excerpt: Excerpt from A Papal Envoy During the Reign of Terror: Being the Memoirs of Mgr; De Salamon the Internuncio at Paris During the Revolution, 1790-1801 Cardinal Secretary of State up to the time of his arrest (aug. 27th and resumed it on the day but one following his release from the Abbey. Moreover, he tells us that, chiefly by the help of many pious women, who furnished him with safe means of despatching his letters, and equally safe addresses for those coming to him from Rome, he was able to continue this correspondence 'un molested and almost without interruption? All through the Reign of Terror, and up to the time of his imprison ment under the Directory. Yet, though extending over so short a period, these letters throw a clear light upon the position of the Abbe de Salamon. It would seem to have been an open secret that he was, as he repeatedly calls himself, the Papal Minister, the Representative and Envoy of the Holy See. More than this, he was, as one of the jury recognised at his Trial, the friend of the Pepe. He writes to Cardinal Zelada, as a son to a father, with great respect and affection, but with out a shadow of fear or constraint. His letters, despatched regularly every week, and often hurriedly written, are somewhat in the form Of a diary, informing the Cardinal of everything of importance that was happening in Paris and, as far as the Abbe knew, in France; and they are always accompanied by such newspapers, pamphlets, prints, and caricatures, as, he thought, would be of interest to the Pope.
