Book excerpt: The modern world is extremely dependent on thin strings of several hundred civil, military, and commercial spacecraft/satellites currently stationed in space. They provide a steady stream of commerce, defense, and knowledge data. This dependency will in all likelihood increase significantly during this century. A major disruption of any kind in these essential systems and networks could be socially, economically, and politically catastrophic, on a global scale. The development of a space-based, robotic services economy could be useful in mitigating this growing risk, from an efficiency and security standpoint. This paper attempts to suggest what makes sense to invest in next for the logical, economic development of Earth orbit i.e., after ISS completion. It expands on the results of an advanced market research and analysis study that sampled the opinions of several satellite industry executives and presents these results within a broad policy context. The concept of a spacecraft carrier that serves as the nucleus of a national, space-based or on-orbit, robotic services infrastructure is introduced as the next logical step for United States leadership in space. This is viewed as a reasonable and appropriate followon to the development of ELVs and satellites in the 1950s and 1960s, the Space Shuttle/PRLV in the 1970s and 1980s, and the International Space Station (ISS) in the 1980s, 1990s and 2000s. Large-scale experience in LEO-to-GEO spacecraft/satellite servicing and protection by robotic means is assumed to be an indispensable prerequisite or stepping-stone toward the development and preservation of the large scientific exploration facilities that are envisioned by NASA for operation beyond GEO. The most successful long-term human habitation in space, orbiting the Earth continuously since 1998, is the ISS. Currently at the apex of its capabilities and the pinnacle of state-of-the-art space systems, it was developed through the investments and labors of more than a dozen nations and is regularly resupplied by cargo delivery services. Its occupants include six astronauts and numerous other organisms from Earth's ecosystems, from bacteria to plants to mice. Research is conducted on the spacecraft from hundreds of organizations worldwide, ranging from academic institutions to large industrial companies and from high-tech start-ups to high school science classes. However, its operational lifetime may be exceeded by the late 2020s, compelling its retirement to make way for new spacecraft and new missions.

Today the United States is the major partner in a massive orbital facility - the International Space Station - that is becoming the focal point for the first tentative steps in commercial cargo and crewed orbital space flights. And yet, the long-term future of human spaceflight beyond this project is unclear. Pronouncements by multiple presidents of bold new ventures by Americans to the Moon, to Mars, and to an asteroid in its native orbit, have not been matched by the same commitment that accompanied President Kennedy\'s now fabled 1961 speech-namely, the substantial increase in NASA funding needed to make it happen. Are we still committed to advancing human spaceflight? What should a long-term goal be, and what does the United States need to do to achieve it? Pathways to Exploration explores the case for advancing this endeavor, drawing on the history of rationales for human spaceflight, examining the attitudes of stakeholders and the public, and carefully assessing the technical and fiscal realities. This report recommends maintaining the long-term focus on Mars as the horizon goal for human space exploration. With this goal in mind, the report considers funding levels necessary to maintain a robust tempo of execution, current research and exploration projects and the time/resources needed to continue them, and international cooperation that could contribute to the achievement of spaceflight to Mars. According to Pathways to Exploration, a successful U.S. program would require sustained national commitment and a budget that increases by more than the rate of inflation. In reviving a U.S. human exploration program capable of answering the enduring questions about humanity's destiny beyond our tiny blue planet, the nation will need to grapple with the attitudinal and fiscal realities of the nation today while staying true to a small but crucial set of fundamental principles for the conduct of exploration of the endless frontier. The recommendations of Pathways to Exploration provide a clear map toward a human spaceflight program that inspires students and citizens by furthering human exploration and discovery, while taking into account the long-term commitment necessary to achieve this goal.

The ARW brought together representatives from academia, industry, and international organizations in an effort to deepen scientific and technological understanding of space-critical infrastructures and explore the implications for national and international space security and resilience. It examined space as a critical infrastructure from a multidisciplinary perspective in accordance with NATO’s Strategic Concept. The 29 chapters in the book are divided into six sections covering space infrastructure: governance; cybersecurity; risk, resiliency and complexity; emerging technologies such as block chain, artificial intelligence and quantum computing; application domains; and national approaches and applications.
