Abstract: Abstract of thesis entitled ENVIRONMENTAL RADIATION MONITORING AT THE LOW LEVEL RADIOACTIVE WASTE STORAGE FACILITY IN SIU A CHAU AND DEVELOPMENT OF A PARTICLE DISPERSION MODEL IN MARINE ENVIRONMENT Submitted by Chiu Yu Yeung for the degree of Master of Philosophy at The University of Hong Kong in August 2006 The low-level radioactive waste storage facility (LRWF) on the remote island of Siu A Chau, Hong Kong SAR, commenced operation in mid 2005 and operator was required to transfer the then existing low-level radioactive wastes from the Queen's Road East tunnels storage to the LRWF within the first operational year. In this year, monitoring of the facility was carried out by us in order to ensure that there is no long-term adverse effect to the environment near the LRWF. An environmental survey was made before and after the LRWF commenced operation. Large quantities of baseline samples had been collected before the operation to find out the normal fluctuation of radioactivities in environmental samples. Environmental samples included soil, sand, grass, seawater, airborne particulate filter and ambient gamma dose rate. Then, environmental samples were taken regularly after the LRWF commenced operation. The samples were collected monthly for the first 6 months and bi-monthly for another 6 months. When no problem was encountered, the sampling schedule was changed to yearly. The gamma emitters, gross alpha and beta activities in the environmental samples were analyzed. The radioactivities in environmental samples were compared individually with the respective investigation levels, which were 3 times of standard deviation above the average radioactivities in baseline samples ( x+ 3σ ). When the sample activity exceeds the investigation level, some investigations were carried out. Most of the samples were normal but the radioactivities in a few sand samples and airborne particulate filters were found to be higher than investigation levels, and were caused by sample variances and/or seasonal variation. Also, the ambient gamma dose rate was analyzed by two-tailed t-test. The results showed no significant difference between mean of baseline ambient gamma dose rate and mean of the ambient gamma dose rate after the LRWF commenced operation. Moreover, a particle dispersion model in marine environment was developed to estimate dispersion of radionuclides over Sum Wan, Siu A Chau, when the liquid effluent was discharged from the facility by aquatic pathway. A preliminary experiment at Tolo Harbour and tracer experiment at Sum Wan, Siu A Chau, were carried out to verify the model. Delayed coincidence counting system was used to analyze the concentration of natural tracer, Ra-224, over Tolo Harbour. The field data agreed with the model results. A fluorescent dye, rhodamine WT, was instantaneously discharged near the discharge pipeline of the LRWF. The fluorescent dye concentrations in water samples were measured by a simple fluorometer. The low concentration samples had relatively large percentage error, making it difficult to compare with the simulation results. However, no contradiction between field experiment and the model was found. DOI: 10.5353/th_b3857361 Subjects: Radioactivity - China - Hong Kong - Measurement Low level radioactive waste disposal

Book excerpt: This Sampling and Analysis Plan addresses meteorological monitoring activities that will be conducted in support of the Environmental Monitoring Plan for Waste Area Grouping (WAG) 6. WAG 6 is a shallow-burial land disposal facility for low-level radioactive waste at the Oak Ridge National Laboratory (ORNL). Meteorological monitoring of various climatological parameters (eg., temperature, wind speed, humidity) will be collected by instruments installed at WAG 6. Data will be recorded electronically at frequencies varying from 5-min intervals to 1-h intervals, dependent upon parameter. The data will be downloaded every 2 weeks, evaluated, compressed, and uploaded into a WAG 6 data base for subsequent use. The meteorological data will be used in water balance calculations in support of the WAG 6 hydrogeological model.

Book excerpt: A new precision low-level environmental radiation monitoring system has been developed and tested at Jefferson Lab. This system provides environmental radiation measurements with accuracy and stability of the order of 1 nGy/h in an hour, roughly corresponding to approximately 1% of the natural cosmic background at the sea level. Advanced electronic front-end has been designed and produced for use with the industry-standard High Pressure Ionization Chamber detector hardware. A new highly sensitive readout electronic circuit was designed to measure charge from the virtually suspended ionization chamber ion collecting electrode. New signal processing technique and dedicated data acquisition were tested together with the new readout. The designed system enabled data collection in a remote Linux-operated computer workstation, which was connected to the detectors using a standard telephone cable line. The data acquisition system algorithm is built around the continuously running 24-bit resolution 192 kHz data sampling analog to digital convertor. The major features of the design include: extremely low leakage current in the input circuit, true charge integrating mode operation, and relatively fast response to the intermediate radiation change. These features allow operating of the device as an environmental radiation monitor, at the perimeters of the radiation-generating installations in densely populated areas, like in other monitoring and security applications requiring high precision and long-term stability. Initial system evaluation results are presented.

Initially it provided food and security, later forming important locations for industrial and commercial development. Now the emphasis has shifted towards leisure and conservation, although the former functions remain crucial. However, it is only very recently that people have started viewing the coast as a common and valuable resource that requires rational utilisation and scientific management in order to sustain its attractiveness. Of course, enlightened management comes only through understanding of the complicated coastal regions, which enables coastal managers to balance pressures from different sectors and to minimize risks. Scientific knowledge will continue to be the most important basis for resolving the conflicts between coastal users and interest groups such as developers and ecologists. Coastal management has also shifted from traditional restorative or remedial actions towards planned avoidance of other conflicts. Despite rapid advancement in coastal sciences over recent decades, most of the major coastal issues have remained outstanding in the agenda. Control of shoreline erosion and protecting sea level rise continue to be crucial problems facing coastal scientists. Destructive coastal storms still cause tremendous damage, particularly in low altitudes. Wetland and estuary reclamation have led to the loss of the most valuable estuary wetlands which are required to sustain biological productivity and biodiversity. This volume includes papers on marine and coastal pollution, eutrophication, aquaculture, conservation and utilization, coastal wetlands, and coastal zone management.
