Given that a military government had assumed power during this period, it was inevitable that many of the public policy issues addressed are key reforms discussed and instituted by this government. The first section is about land reform that one can refer to as "the mother of all reforms" in the country. This represents a recurring and connecting theme of the book. The second section is on devolution that was the first, most fundamental, and most talked about reform of the military government. Like land reform, but not at the same level, devolution can interface with all other reforms, particularly the key social sector reforms such as that pertaining to education. The author explains how this is the case while the third section is devoted entirely to education. One important way of making a success of rural basic education, the most lagging building block for education improvement in Pakistan, is to involve parents and communities. This participatory model has a broader application to rural development as explained in the context of activating social capital in section four. Activating and formalizing social capital is also central to the concept of sustainable development as explained in section five. Sustainable development and the environment have an interface with trade and this is addressed in section six. Trade and other liberalizations that have part been part of structural adjustment reform policies in Pakistan has undergone, both before and during the military government tenure, and this is the subject of section seven. Expansions of industrialization activities, whether in highly developed or developing countries, can be stimuli for intense debate about such projects’ benefits and costs to the region in which they are to be located, to the national economy—and to human health and the environment. Pakistan’s 2011 Framework for Economic Growth recognizes that, to accelerate industrialization, Pakistan must reduce the cost of doing business and create an incentive structure designed to achieve a competitive, dynamic, and export-driven industrial sector capable of providing employment to the growing labor force. Competing in global markets requires a socially and environmentally sustainable industrialization strategy. The four main inputs for sustainable industrial growth in Pakistan discussed in this book are 1) Macroeconomic stability and sectoral policies to support industrial competitiveness by allowing long-term planning, including investments in infrastructure and cleaner production. 2) Upgraded trade facilitation and infrastructure (particularly transport and energy) to address some of industrialization’s spatial aspects. Improved transport infrastructure will lower production’s environmental costs. 3) Greening of Pakistan’s industrial sector to enhance international competitiveness—“greening” will make Pakistan a more attractive export partner for nations and firms committed to green production. 4) Strong institutions—for example, environmental management agencies to control pollution, and cleaner production centers to increase domestic awareness of international environmental standards—to implement industrialization initiatives effectively, including those for small and medium-sized enterprises. This book provides a comprehensive analysis of issues relating to the debate about Pakistan’s green industrial growth and lays out priorities and strategies for “greening” Pakistan’s industrial growth.

The weak summer monsoon in 2009 created drought conditions throughout the country. This followed an already tenuous situation for many rural households faced with high fuel and fertilizer costs and the impacts of rising global food prices. Then catastrophic monsoon flooding in 2010 affected over 20 million people, devastating their housing, infrastructure, and crops. Damages from this single flood event were estimated at US dollar 10 billion, half of which were losses in the agriculture sector. Notwithstanding the debate as to whether these observed extremes are evidence of climate change, an investigation is needed regarding the extent to which the country is resilient to these shocks. It is thus timely, if not critical, to focus on climate risks for water, agriculture, and food security in the Indus basin of Pakistan.
