Book excerpt: Crude oil has been the mainstay of Nigeria's economy and the major GDP since its commercial production in 1958 at Oloibiri. The unsustainable processes, human activities, obsolete equipment and laws involved in harnessing this natural resource has wrecked great havoc to the Niger Delta environment which is very sensitive and ecologically endowed. The aim of this research was to assess, examine and evaluate the Environmental Impact Assessment system, environmental regulatory framework enacted by the Department of Petroleum Resources for the Petroleum Industry in Niger Delta Region of Nigeria and the ensued environmental degradation in order to identify the significant environmental and social impacts of the industry, point out the gaps in the EIA process and regulations in solving the problems of oil spill and gas flaring and make appropriate recommendations to ensure environmental protection is achieved. In-depth expository analyses using secondary data, data from the NNPC, extracts from the Earth Summit in 1992 and African Charter on Human and Peoples' Right (ACHPR), World Bank Reports, UNDP, UNEP, Amnesty International, international books, newspapers, journals and the internet were performed. Assessment of oil spill impact on the Niger Delta environment using Egbematoro 1 in Southern Ijaw as a case study was conducted. This research concluded that despite the promulgated environmental regulations and EIA regime, the unsustainable manner of oil and gas operations in the Niger Delta keeps devastating the environment and putting the lives of the local people at risk. The laws are obsolete with no sanctions and enforcement ingredients in addition to corruption, multiplicity of functions, inter-jurisdictional rivalry and clash of interest by the regulators leading to a serious inter-generational and environmental injustice. Analysis of the soil and water in Egbematoro 1 community confirmed fresh contamination and concentrations of 7529.16 ppm and 6.3951x104 ppm of TPH in the soil and water samples respectively.

Book Synopsis Implementation of Oil Related Environmental Policies in Nigeria by : Fidelis Allen
Download or read book Implementation of Oil Related Environmental Policies in Nigeria written by Fidelis Allen and published by Cambridge Scholars Publishing. This book was released on 2011-10-18 with total page 270 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fidelis Allen situates violent conflict in the Niger Delta in the context of failure by government to effectively implement relevant oil-related environmental policies intended to achieve sustainable development, arguing that oil and environment-related conflicts in the region are reflections of this failure. This failure is premised on the notion that the goal of sustainable development, as clearly outlined in Nigeria’s National Environmental Policy and implied in various other policies, can be pursued through the activities of government, individuals and business organisations that are capable of engendering economic and social progress for communities that depend on the environment for their survival. In fact, available evidence shows that government and oil company activities (or failures to act) actually contribute to the despoliation of the environment in the Niger Delta. Despite existing environmental legislations and guidelines, unsafe waste disposal, flaring of gas and oil spillage remain key features of oil industry operations in the Niger Delta. Not surprisingly, the book highlights a lack of synergy between government and oil company activities, and the attainment of sustainable development as a key goal of the environmental policy of the government. In other words, the activities of the government and oil companies do not sufficiently promote sustainable development. The net consequence is reflected in the frustrations of local justice and environmental movement groups about the political processes which deter (rather than enable) their agitation for improvements in local living conditions and development in the Niger Delta. Over time, those frustrations begin to manifest at different levels, including aggressive and violent behaviours against oil companies and government security agencies for their contributory roles.
Book Synopsis The Role of Environmental Impact Assessment in Nigeria's Oil and Gas Industry by : Mohammed Nuruddeen Isah

This book was released on 2012 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Nigeria has serious environmental degradation resulting from pollution related to the oil and gas industry. The Department of Petroleum Resources reports that there were over 4,200 oil spill incidences in Nigeria over the last 50 years, ranging from minor spills to over half a million barrels in one single incident; yet there are no coherent policies on the environment to deal with the on-going pollution problems. Significant improvements can be achieved by good Environmental Impact Assessments (EIA) and strict adherence to regulations. The history, strengths and weaknesses of EIA application and implementation in the oil industry are reviewed and assessed. The main research method was the use of a bespoke questionnaire sent to 705 recipients of whom 560 responded, and who were identified as a representative cross-section of stakeholders; including oil industry personnel, academics, government organisations personnel, representatives from local communities affected by the pollution, and Non-Governmental Organisations (NGOs). The questionnaire survey was used to determine the views of the stakeholders on the role of EIA in Nigeria"s oil and gas industry; it also investigated the levels of the respondents" involvement, experience and participation in EIA. The data from the questionnaire was analysed using statistical methods, which elucidated the nature of the perceived conflict between the oil companies and government organisations, against academics and stake-holder communities. The results clearly demonstrated the ingrained views and perceptions on each side of the dispute. In addition the results highlighted the constraints and challenges faced by various stakeholders in conducting EIA in Nigeria, and emphasized the need for changes in the way EIAs were conducted in the oil industry. The research identified components of particular concern within the Nigerian EIA structure, process and implementation; and raised questions about the adoption or external Agency or industry imposition of 1st World designed EIAs in Nigeria.

Book excerpt: International and Comparative Law Approaches for Optimizing Petro-Wealth in an SDGs Context and in harmony with sustainable development forms the core and subject of this book. This book considers a beleaguered Nigerian oil industry and the pervasive contemporary struggles to sustain lucrative oil production in the 21st Century. Currently, Nigeria grapples with unrelenting and intractable challenges in its oil industry and apparently, a plausible means of alleviating the extensive negative impacts of untenable oil exploitation patterns in the Niger-delta have remained elusive. From the foregoing, the missing ingredient seems to be a dismal lack of sustainability endeared approaches to guarantee a green petroleum industry, economic growth and poverty eradication which remain vital considerations for a developing state like Nigeria. Apparently, the development that meets the needs of the present without compromising the interests, options and indeed, the needs of future generations, summed-up in the definition of sustainable development, appears to be a maxim with minimal recognition or import in the Niger-Delta, which remains the hub of oil exploitation in Nigeria. This book is thus motivated by the constantly evolving, yet irrefutable implications arising from the concept of Sustainable Development and how it can be realistically applied to oil and gas exploitation.

Download or read book Oil, Environment and Resource Conflicts in Nigeria written by Augustine Ovuoronye Ikelegbe and published by LIT Verlag Münster. This book was released on 2013 with total page 361 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book presents a critical analysis of how oil and gas exploitation - with huge negative impacts on environment, development, and human security - has constructed a disturbing terrain of civil agitation, state repression, violent conflicts, and insecurity within Nigeria. Drawing on the nature and content of public policy and corporate social responsibility practices, the book interrogates the conflicts' communal and regional dimensions in terms of causality, dynamics, and interventions. In presenting strategies and mechanisms for resolving the diverse dimensions of the resource conflicts, it charts the way towards sustainable development and conflict transformation - two issues which would remain germane to the resource conflict resolution discourse in the specific case of the Niger Delta and beyond.
