The distinguished keynote speakers were Christopher Bishop, UK, Nikola - sabov, New Zealand, Saeid Nahavandi, Australia, Tetsuo Sawaragi, Japan, Yuzuru Tanaka, Japan and Roger Whitaker, UK. Over 240 oral and poster presentations provided excellent opportunities for the presentation of interesting new research results and discussion about them, leading to knowledge transfer and generation of new ideas. Extended versions of selected papers were considered for publication in the Int- national Journal of Knowledge-Based and Intelligent Engineering Systems, Engine- ing Applications of Artificial Intelligence, Journal of Intelligent Manufacturing, and Neural Computing and Applications.

Book excerpt: This study outlines the difficulties poor communities face in accessing peri-urban land in South Africa that could have implications and lessons for similar communities in other countries facing spatial segregation issues. 'In Search of Land and Housing in the New South Africa' focused on one community, composed largely of laid-off farm workers that wanted to buy their own farm in a peri-urban area west of Johannesburg. Their dream was to establish a mixed-use settlement. They wanted to call the village Ethambalethu 'Our Hope.' About 250 families started their own association and savings scheme to make their dream a reality. By 1997, they had saved enough money to make their first purchase offer. A decade later, the community's dream is still not a reality. The families have faced numerous obstacles: two cancelled sale agreements, wrongful arrest, being sued in court, an out-of-court settlement for which community members were paid to not move into the white neighborhood, and large sums of their own money spent on consultants and environmental impact studies. In an agreement with the Mogale City Municipality, where the land is located, the community now has at least a confirmed right to occupy the land. But it does not yet legally own the land, and is still trying to get permission to build on and work the land. The case of Ethembalethu is not unique. Millions of black South Africans live in peri-urban areas. Yet, government programs, development planning and environmental regulations, and the current land and housing markets do not support realization of their aspirations to become homeowners on sites of their choice.

Book excerpt: This book delves into the Fast Track Land Reform Programme (FTLRP) in Zimbabwe to provide insight into how it facilitated the delivery of housing for low-income urban households. It highlights the politics of land reforms and the power of community engagement in housing development in urban areas. Prior to the FTLRP, the Zimbabwean governments had never embraced popular modes of housing production as key factors in urban development. In the area of low-income housing, informal housing schemes have always been treated with apathy and indifference. This left the conventional mode of housing production to be the only legitimate means to house low-income households despite its shortcomings. However, the onset of the FTLRP in 2000 resulted in homeless urban households grasping the opportunity to invade farms for housing development. Through the lenses of Marxism and Neoliberalism, this book analyses housing schemes that emerged and the overall impact of the FTLRP on housing and land delivery in Harare. This analysis is based on empirical evidence obtained from key informants and household surveys conducted in Harare. The authors argue that the FTLRP provided a platform for innovativeness by households, supported by the unpronounced national urban vision and prowess of the political leadership. Hence the success of these housing schemes can be measured by acquisition of land which guarantees households access to the city. However, some of these housing schemes pose challenges – key among them being lack of infrastructure. The book concludes by presenting a new model for effective delivery of land and housing for the urban poor. This is envisaged as a useful policy tool for urban planners, housing experts, land economists, urban and regional geographers, as well as sociologists, political scientists and social workers engaged in public administration of land and housing.

Book excerpt: This edited collection from across the African continent offers a diverse set of analytical accounts that engage with the urban governance dynamics, drivers and impacts of a wide variety of housing initiatives. These include insights into the relationships between parties and actors undertaking developments, or whose housing activities impact on the city. The book illustrates issues of power distribution, the visions or agendas motivating these actions, and the instruments used to advance them. It considers the rise of mega housing projects; private sector driven residential developments; unobtrusive transformations of existing building stock, establishment and upgrading of informal settlements; and state driven low cost housing schemes. It surfaces the contestation, collaborations and conflicts as well as the power relations that operate within cities and which are made visible on cityscapes. Housing and human settlement scholars as well as those interested in urban politics and governance dynamics in the global south and across the African continent will find much to appreciate in this volume.
