Available in PDF, EPUB and Kindle. Book excerpt: Environmental Impact Assessment (EIA) is a significant, anticipatory, environmental management tool. International debate focuses on its enhancement to meet the challenges of sustainable development as well as demands for scientifically robust integrated and participative decision-making. This handbook hopes to improve practices by contributing an international, multidisciplinary, ready-reference source to this debate. Volume I addresses EIA principles, process and methods. Part 1 maps the EIA process and its impact on decision. It positions EIA in the context of sustainable development and relative to other decision tools, including economic valuation. It also positions strategic environmental assessment (SEA) in a similar way. Part 2 addresses the elements of the EIA process and significant impact assessment topics (air, water, ecological, social, risk, landscape and visual) not only in terms of good practice but also methodological evolution. This volume concludes by addressing cumulative impact assessment and SEA methods. Volume II provides a unique consideration for EIA implementation and practice in Europe, Africa, the Far East, South America and North America. It uses a number of project types to provide 'how to do' guidance and addresses practice in policy and plan assessment. This book should be read by legislators, decision-makers, economists, developers, industrial managers and consultants involved in this significant field.

Book excerpt: Environmental Impact Assessment presents the proceedings of the Seminar on Environmental Impact Assessment that took place in Villach, Austria in September 1979. The rapid pace in technological and economic development led to detrimental effects on the environment. In this regard, it is imperative that policies are formulated in order to avert future environmental damage. The forum seeks to develop methods, procedures, techniques, and policies on Environmental Impact Assessment, a concept whose time has come. The seminar is attended by an array of international experts, leaders, agencies, and organizations to discuss various issues on Environmental Impact Assessment. The seminar begins with a paper on the main procedural and institutional questions related to environmental impact assessment, which intends to be the jumping board for further discussions on the matter. Papers on the qualitative and quantitative methods of environmental analysis; integration of environmental considerations into the planning and decision-making process; public information and participation; problems with the international aspects of environmental impact assessment; and case studies are presented. In the end, the participants adopted a set of conclusions and recommendations, which are reproduced in full. Environmentalists, ecologists, policymakers, government and private planners, political leaders, scientists, and concerned people will find this book invaluable.

Environmental Impact Assessment. and Risk Analysis: Contributions from the Psychological and Decision Sciences." The Institute was held in Les Arcs. France and functioned as a high level teaching activity during which scientific research results were presented in detail by eminent lecturers. Support for the Institute was provided by grants from the NATO Division of Scientific Affairs. the u.S. Office of Naval Research. and the Russell Sage Foundation. The Institute covered several areas of research. including quantitative studies on decision and judgmental processes. studies on human intellectual limitations. studies on risk attitudes and perceptions. studies on factors contributing to conflicts and disputes about hazardous technologies and activities. studies on factors influencing forecasts and judgments by experts. studies on public preferences for decisionmaking processes. studies on public responses to technological hazards. and case studies applying principles and methods from the psychological and decision sciences in specific settings.

Book excerpt: The experience of highly industrialized countries demonstrates that single-minded pursuit of economic develop ment is self-defeating because, by disregarding the other components of what is cxmnonly called "the quality of life", it creates conditions which are not acceptable to large sectors of the population. In the recent past a number of projects, for example, major darns, have had unexpectedly deleterious social, envir onmental and health consequences. As a result, many govern ment department and agencies are investigating the impacts of specific projects and are examining the role impact analysis could play in project planning. The process of environmental impact analysis has been developed, tested and institutionalized in several countries. The objective of the process is a prior identification and definition of likely environmental impacts of projects such as public works, industrial developments and tourist develop ments, as well as the impact of policies and legislative proposals. The environmental impact analysis process also includes the definition of alternative courses of action which would achieve comparable economic objectives while eliminatir .. g some or all of the detrimental environmental consequences. Identification of preventive or precautionary measures, which would minimize the unavoidable impacts, fonn an integral part of the process. The aim should be for a balanced appraisal in which economic, technical, social, environmental and health aspects are fully evaluated. Thus viewed, environmental impact analysis emerges as one of the most powerful planning tools for the prevention of environmental pollution and degradation.

Book excerpt: Evaluating Environmental and Social Impact Assessment in Developing Countries, Second Edition, outlines an evaluation framework that supports environmental professionals, researchers and academics in evaluating the effectiveness of impact assessment within limited budgets, promotes standardization across the field, and helps determine if Environmental Impact Assessment (EIA) is achieving its intended goal of sustainable development. Using Bangladesh as a case study, the book discusses key processes, highlights the need for an integrated, holistic approach, outlines the current institutional framework, and discusses environmental impact, social impact, community participation, and the implementation of mitigation measures. This new edition provides a fully updated picture of both recent changes and ongoing development in process, such as the growth in social wellbeing, community participation and enhanced auditing. Finally, the challenges still facing EIA and SIA evaluation are addressed as robustly as possible. Outlines the latest updates on how EIA and SIA outcome assessment systems are being incorporated Highlights the surge in growth of community participation in EIA and gives valuable insights into the methods and techniques being used to successfully harness this phenomenon Provides updated case studies that demonstrate how the evaluation framework has been applied, revealing the challenges, changes, failures and successes that have taken place on these projects since the first edition

Available in PDF, EPUB and Kindle. Book excerpt: Offers solutions and best practices to respond to recurrent problems and contemporary challenges in the field Since the publication of the first edition of Environmental Impact Assessment in 2003, both the practice and theory of impact assessment have changed substantially. Not only has the field been subject to a great deal of new regulations and guidelines, it has also evolved tremendously, with a greater emphasis on strategic environmental, sustainability, and human health impact assessments. Moreover, there is a greater call for impact assessments from a global perspective. This Second Edition, now titled Impact Assessment to reflect its broader scope and the breadth of these many changes, offers students and practitioners a current guide to today's impact assessment practice. Impact Assessment begins with an introduction and then a chapter reviewing conventional approaches to the field. Next, the book is organized around recurrent problems and contemporary challenges in impact assessment process design and management, enabling readers to quickly find the material they need to solve tough problems, including: How to make impact assessments more influential, rigorous, rational, substantive, practical, democratic, collaborative, ethical, and adaptive How each problem and challenge-reducing process would operate at the regulatory and applied levels How each problem can be approached for different impact assessment types—sustainability assessment, strategic environmental assessment, project-level EIA, social impact assessment, ecological impact assessment, and health impact assessment How to link and combine impact assessment processes to operate in situations with multiple overlapping problems, challenges, and impact assessment types How to connect and combine impact assessment processes Each chapter first addresses the topic with current theory and then demonstrates how that theory is applied, presenting requirements, guidelines, and best practices. Summaries at the end of each chapter provide a handy tool for structuring the design and evaluation of impact assessment processes and documents. Readers will find analyses and new case studies that address such issues as multi-jurisdictional impact assessment, climate change, cumulative effects assessment, follow-up, capacity building, interpreting significance, and the siting of major industrial and waste facilities. Reflecting current theory and standards of practice, Impact Assessment is appropriate for both students and practitioners in the field, enabling them to confidently respond to a myriad of new challenges in the field.
