Book excerpt: Eastern European, Caucasus and Central Asian (EECCA) countries are at an environmental crossroad. The current environmental situation is dire and challenges are mounting, but there are also new opportunities. EECCA countries need to set clear priorities and targets to guide both their own action programmes and multi-stakeholder partnerships. Knowledge transfer and institutional development are required to facilitate policy reform, and to tackle strategic and operational bottlenecks, including much needed investments in environmental infrastructure and modern technologies. This report explains the environmental challenges that these transition economies face, and assesses the financial tools and resources available to tackle them. The publication of this report is part of the OECD programme of work with non-member economies, in the context of the Task Force for the Implementation of the Environmental Action Plan for Central and Eastern Europe, the Caucasus and Central Asia (EAP Task Force). It is directly related to a series of projects on environmental finance in transition economies, which was initiated in 1993 and that has focused on EECCA since 1998.

Book excerpt: An important obstacle to achieving environmental goals has been the failure to adequately address associated financial issues, such as minimising the costs involved and matching costs with available resources. This publication presents a method for implementing financing strategies for investment-heavy environmental infrastructure projects, such as urban water supplies or wastewater collection and treatment. These strategies, supported by the FEASIBLE computer model, were developed in several countries of eastern Europe, the Caucasus and Central Asia (EECCA), in EU accession countries and China.

Book excerpt: Financing the Global Environment examines the financial techniques and strategies necessary to obtain funding to undertake infrastructure and environmental projects. Despite conventional notions that monies are typically not readily available for large-scale environmental projects, the book explains how this is usually not the case, and will provide the necessary steps, tools, and organizational methods necessary for successful project finance in any region. It demonstrates how the largest possible projects could be undertaken at the lowest possible cost and how a utility’s excess operating income could be used to improve the system. Features: Presents methods for the sourcing of funds and for maximizing income Defines what types of income can be used for making debt service payments and how it can be estimated Explains the basic concepts of loans and debt, as well as the present value theory of money This book serves as a useful guide for practicing professionals, industry executives, and government officials who work with water and wastewater utilities and infrastructure and are involved with financial project preparation.

In the years ahead, companies as well as governments must find innovative ways to address important issues within this field without sacrificing basic needs, such as safety of drinking water or the reliability of water for energy production. Nobody understands this better than author Neil Grigg, a forty-year veteran of the water industry, and now, with Water Finance, he shares his extensive experience with you. Most of the water business operates under the radar, but with this reliable resource, Grigg shines a bright light on this essential area and offers comprehensive coverage of the public responsibilities and private opportunities associated with it. While Water Finance does contain many facts and figures, it also takes the time to pull together the various aspects of water, going far beyond water as just a commodity, to skillfully explain it as the integrated business that it is. Opens with a detailed discussion of the water industry before turning its focus to water handling, which includes water supply, wastewater, industrial water, storm water, irrigation and drainage, and instream flows Reveals the different driving forces, and issues, surrounding the water industry such as government involvement, privatization, law and regulations, financial structure, water and health, and workforce capacity Offers insights on water industry business, careers, and investments Organized around the idea that the water business is about all aspects of handling water, from the global environment to your tap, Water Finance contains the information you need to succeed in this dynamic field.

This book was released on 2019-08-26 with total page 120 pages. Available in PDF, EPUB and Kindle. Book excerpt: Investments in water and sanitation are a prerequisite to deliver on the Sustainable Development Goals (SDGs), in particular on SDG 6 ensuring availability and sustainable management of water and sanitation for all. Blended finance can play an important role in strategically investing development finance to mobilise additional commercial finance needed to fill the current investment gaps. Thus far, however, blended finance has not reached scale in the water and sanitation sector. A greater evidence base is needed to better understand the current applications as well as the potential of blended models in the water and sanitation sector. This publication takes a commercial investment perspective and provides insights into three subsectors: (1) water and sanitation utilities, (2) small-scale off-grid sanitation and (3) multi-purpose water infrastructure and landscape-based approaches. The publication draws out recommendations for policy makers and practitioners to apply and scale innovative blended finance approaches where most appropriate.

Available in PDF, EPUB and Kindle. Book excerpt: This textbook provides an introduction to environmental finance and investments. The current situation raises fundamental questions that this book aims to address. Under which conditions could carbon pricing schemes contribute to a significant decrease in emissions? What are the new investment strategies that the Kyoto Protocol and the emerging carbon pricing schemes around the world should promote? In the context of carbon regulation through emission trading schemes, what is the trade-off between production, technological changes, and pollution? What is the nature of the relation between economic growth and the environment? This book intends to provide students and practitioners with the knowledge and the theoretical tools necessary to answer these and other related questions in the context of the so-called environmental finance theory. This is a new research strand that investigates the economic, financial, and managerial impacts of carbon pricing policies.
