Technology development efforts are under way to use chemical sensors that can discriminate inert ordnance and clutter from live munitions that continue to be a threat. However, the chemical signature is affected by multiple environmental phenomena that can enhance or reduce its presence and transport behavior, and can affect the distribution of the chemical signature in the environment. For example, the chemical among these phases, including the spatial distribution, is the key in designing appropriate detectors, e.g., gas, aqueous or solid phase sampling instruments. A fundamental understanding of the environmental conditions that affect the chemical signature is needed to describe the favorable and unfavorable conditions of a chemical detector based survey to minimize the consequences of a false negative.

Book excerpt: Most military and commercial detectors sense the presence of metal casings or components of buried mines or explosive ordnance; however, this traditional approach to mine and unexploded ordnance (UXO) detection is prone to high false alarm rates. Explosive components, common to all mines and ordnance devices, offer a unique discriminator among buried objects. Two approaches to detect buried explosive devices directly are investigated: chemical trace detection, which relies on detecting either the vapor emanating from buried devices or the small explosive particles [and/or their explosive-related compounds (ERCs)] concentrated in the top soil, and radiation techniques, which uses radiation to probe beneath the earth's surface to provide bulk detection of buried explosive devices. This report describes the technology approaches and the current performance of each approach and discusses some promising new explosive detection technologies. It suggests that the Joint Unexploded Ordnance Coordination Office (JUXOCO) take a leadership role in establishing standards and protocols for reporting the results of field measurements in which trace analyses are used for detection of buried mines and ordnance and in sponsoring the development and maintenance of an open-sourced code to predict the variability of explosive detection in different environments.

The first Gulf War was a monumental turning point in the war-time employment of aerospace power. Ever since significance of aerospace power in war, crisis and peace time has been gaining ascendency. Kosovo and Libya are the two pertinent examples of the allies virtually relying on aerospace power, without committing any soldiers on the ground. Scrutiny of the emerging global and national trends suggests that employment of the aerospace assets, as well as nation’s expectation from the IAF, will continue to rise. Alongside, there is an unplanned fall in flying platforms, weapon systems and pilot strength of the IAF. This study is an attempt to analyse the history of the IAF in war as well as ‘other than war operations’; to appreciate the emerging trends in geopolitics, aerospace technology and doctrine; and to identify the likely challenges IAF would be facing in the next two decades and beyond.
