Book excerpt: This thesis involves a case-study methodology that explores programs and initiatives undertaken in the fields of environmental education focusing on the elementary and middle school curriculum and teacher education programs in China. The major objectives of this research are (1) to study the status of environmental education in Chinese elementary and middle schools; (2) to study the commonalities in approaches to environmental education and education for sustainable development in the existing curriculum; and (3) to study the lived challenges of implementing environmental education in today's schools in China. The study will address the following question: How can elementary and middle schools integrate environmental education objectives into their existing school programs without radical curricula changes? The thesis suggests that environmental education programs can be combined naturally with a school curriculum by identifying points of overlap between existing curricula and environmental education goals to facilitate natural, unforced integration of these programs. I have investigated these programs and initiatives concomitantly with the proposals for curriculum reform developed in China. This investigation includes an in-depth examination of the impact of such programs on students, teacher education programs, school systems and local communities. Qualitative data was collected and used to describe the evolution of environmental education programs within schools in the country scrutinized in this study. Research was also conducted on the etiology, nature and potential of any program developed by Chinese school systems for the purpose of integrating environmental education within the teacher education programs and consequently within the regular classroom curriculum.

These choices contradict the findings of many sustainable lifestyle surveys that claim to register a rising desire for green products among the Chinese. This book examines the psycho-cultural differences that disrupt the translation of "eco-friendly" appeals to China by analyzing environmental advertising. It explores the different notions of "green", the structures of desire that underlies the advertisements, and how they are shaped by ideological, cultural, and historical differences. On one hand, it shows how de-politicized China’s moral education curriculum has become following the introduction of China’s “Open-door” policy and economic reforms and the resultant social transformations. On the other hand, it reveals persistent problems in moral education caused by political stresses and tight state control. To explain these tensions, Power and Moral Education in China analyzes the characteristics of power relationships in school moral education curriculum goal-setting, content and pedagogy selection, and implementation. The ultimate purpose is to identify not only what factors impact Chinese moral education curriculum decision-making at the school level, but also how and why. Through a multiple case study conducted during 2008 in three schools in Shenzhen City, and based on four major data collection instruments (observation, interview, questionnaire, and document review), Wangbei Ye analyzes how power relationships have evolved in school moral education, and how and why school power affects school moral education. Contrary to the common belief that Chinese schools are passively impacted by external forces in moral education curriculum development, this book suggests that school power is a “semi-emancipatory relationship” that acts as a major force shaping moral education. This means that although both the Chinese Communist Party and the state are positioned to control schools and moral education, schools nonetheless have the power to either negotiate for more influence, or partly emancipate themselves by collaborating with other external forces, responding to grass-root needs, empowering school teachers and adjusting internal school management style. This helps to explain the influence of Chinese schools in moral education and suggests a broader theory of power relationships in curriculum.
