Use of pesticides has become an integral component of agricultural systems worldwide. Concerning the environment, information must be provided before a product is registered in order to provide assurance that it can be used without unacceptable hazard to non-target organisms. In addition, post-registration surveillance and monitoring studies are necessary to check that the fate and environmental effects of pesticides under field conditions are consistent with predictions. Much of the data are generated using radioisotopes and other nuclear or related methods. Developing countries often have to rely on data generated elsewhere in order to assess the acceptability of a compound. The purpose of the symposium was to examine the circumstances under which extrapolation from one environment to another is valid on the basis of data generated under comparable conditions. It also considered ways in which relatively simple methods can be used to verify the field applicability of data obtained under sophisticated experimental conditions.

The CCMS was charged with developing meaningful environmental and social programmes for solving existing problems and developing long-range goals for environmental protection. In 1983, at the Fall Plenary of the CCMS, the Norwegian delegate Dr. H.C. Christensen, proposed a Pilot Study on "Risk Management of Chemicals in the Environment". A draft proposal, written by Dr. Kari Kveseth of the Center for Industrial Research in Oslo, was presented. Dr. Christensen also informed the participants at the meeting that Norway was willing to act as the Pilot Country. The project was initially planned for 3 years, but it was later extended through 1987. The inaugural meeting was held in Oslo in April 1984 with participants from Denmark, Greece, France and Italy, in addition to representatives from several Norwegian institutions. The attendees concluded that a Pilot Study, as delineated in the draft proposal, would be useful, and it was decided to work out a detailed project plan based on the proposal.

Book excerpt: "In a recent survey of 820 Boro (winter rice), potato, bean, eggplant, cabbage, sugarcane, and mango farmers in Bangladesh, over 47 percent of farmers were found to be overusing pesticides. With only 4 percent of farmers formally trained in pesticide use or handling, and over 87 percent openly admitting to using little or no protective measures while applying pesticides, overuse is potentially a threatening problem to farmer health as well as the environment. To model pesticide overuse, the authors used a 3-equation, trivariate probit framework, with health effects and misperception of pesticide risk as endogenous dummy variables. Health effects (the first equation) were found to be strictly a function of the amount of pesticides used in production, while misperception of pesticide risk (the second equation) was determined by health impairments from pesticides and the toxicity of chemicals used. Pesticide overuse (the third equation) was significantly determined by variation in income, farm ownership, the toxicity of chemicals used, crop composition, and geographical location. The results highlight the necessity for policymakers to design effective and targeted outreach programs that deal specifically with pesticide risk, safe handling, and averting behavior. Ideally, the approach would be participatory in nature to address key informational gaps, as well as increasing a farmers' awareness retention. The results also point to specific crops and locations experiencing a higher prevalence of overuse-bean and eggplant in general-and overall production in the districts of Chapainawabganj, Chittagong, Comilla, Jessore, Narshingdi, Rajshahi, and Rangpur.
