[...] The purpose of the Environmental Assessment Act is for the betterment of the people of Ontario by providing for the protection, conservation, and wise management of the environment. [...] The Municipal Class Environmental Assessment (EA) system is a collaborative effort among the MOE, the Ministry of Municipal Affairs and Housing, and the MEA to allow municipal infrastructure projects to both comply with the provisions of the Environmental Assessment Act and proceed in an efficient and timely manner. [...] The 2014 Edition The Municipal Class EA consists of three separate classes of municipal projects: Schedule A projects are deemed to be pre-approved by the MOE and consist of routine maintenance and replacement of municipal infrastructure elements, such as the repaving of roads, the replacement of cracked sidewalks, aging water pipes, with works of similar design and capacity. [...] The 2011 Amendments to the Municipal Class EA Systems Several changes proposed by the MEA in 2010 as part of the Ministry's five-year review of the Municipal Class EA were approved by the MOE in August 2011.

Book excerpt: This report examines the potential for and the nature of municipal employment of environmental assessment (EA) in land-use planning by developing models for MEA. It also discusses some of the challenges and barriers to their adoption and implementation through a literature review and personal interviews with officials from nine municipalities in Ontario. The report reviews recent studies of MEA in Canada, how municipal governments are structured and function, and the current land-use planning processes. It then discusses the three general types of MEA, site EA, plan EA, and area-wide EA. After a consideration of ideal EA and planning models, five general levels of integration between EA and planning processes are presented. The three general levels of EA-planning integration are then combined with the three general types of MEA processes to produce nine general frameworks for incorporating EA at the municipal level.

Book excerpt: The purpose of this study was to conduct a follow up to the study released by RCCAO in February 2009 on Environmental Assessment (EA) Reform by analyzing recently completed Municipal Assessments. A total of 99 Municipal Class EA Class B and C construction projects - such as new or improved roads, intersections, bridges, sewer or water works - were reviewed. The main finding of this study is that the lengthy time frames and higher costs to comply with the Municipal Class EA process are not providing additional environmental or other benefits. Significant municipal resources are being allocated to meet the requirements for Municipal Class EA approval. Even if government budgets were not as tight as they are now, this is an inefficient use of limited financial resources for basic municipal infrastructure.

Book excerpt: This review included the environmental assessment ("EA") laws and procedures of more than 20 other jurisdictions outside of Canada as they relate to municipal infrastructure projects such as roads, water and wastewater systems. The review included countries on every continent with the exception of South America and Antarctica and more than a dozen separate U.S. states. The original purpose of this study was to conduct a review of cost parameters and the potential use of indexing in selected jurisdictions. Surprisingly, none of the other jurisdictions reviewed used capital cost of the construction project as a determining factor with respect to the level or intensity of environmental assessment for such projects.
