Book excerpt: This book develops an adaptive approach to environmental impact assessment and management and is based on a study initiated by a workshop convened in early 1974 by SCOPE (Scientific Committee on Problems of the Environment). CS Holling discusses the nature and behavior of ecological systems and its issues, limitations, and potential of environmental assessment. Further, he discusses how we can incorporate impact assessment studies with actual environmental planning and decision making.Crawford Holling received his B.A. and M.Sc. at the University of Toronto (1952) and his Ph.D. at the University of British Columbia (1957). He worked in the laboratories of the Department of the Environment, Government of Canada. Since then, he has been, at various times, Professor and Director of the Institute of Resource Ecology, University of British Columbia, Vancouver, Canada, and Director of the International Institute for Applied Systems Analysis (IIASA), Vienna, Austria. He now occupies the Arthur R. Marshall Jr. Chair in Ecological Sciences at the University of Florida and has launched a comparative study of the structure and dynamics of ecosystems.

Book excerpt: Federal agencies have taken steps to include the public in a wide range of environmental decisions. Although some form of public participation is often required by law, agencies usually have broad discretion about the extent of that involvement. Approaches vary widely, from holding public information-gathering meetings to forming advisory groups to actively including citizens in making and implementing decisions. Proponents of public participation argue that those who must live with the outcome of an environmental decision should have some influence on it. Critics maintain that public participation slows decision making and can lower its quality by including people unfamiliar with the science involved. This book concludes that, when done correctly, public participation improves the quality of federal agencies' decisions about the environment. Well-managed public involvement also increases the legitimacy of decisions in the eyes of those affected by them, which makes it more likely that the decisions will be implemented effectively. This book recommends that agencies recognize public participation as valuable to their objectives, not just as a formality required by the law. It details principles and approaches agencies can use to successfully involve the public.

This book was released on 2010-12-16 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The central idea animating environmental impact assessment (EIA) is that decisions affecting the environment should be made through a comprehensive evaluation of predicted impacts. Notwithstanding their evaluative mandate, EIA processes do not impose specific environmental standards, but rely on the creation of open, participatory and information rich decision-making settings to bring about environmentally benign outcomes. In light of this tension between process and substance, Neil Craik assesses whether EIA, as a method of implementing international environmental law, is a sound policy strategy, and how international EIA commitments structure transnational interactions in order to influence decisions affecting the international environment. Through a comprehensive description of international EIA commitments and their implementation with domestic and transnational governance structures, and drawing on specific examples of transnational EIA processes, the author examines how international EIA commitments can facilitate interest coordination, and provide opportunities for persuasion and for the internalisation of international environmental norms.

Available in PDF, EPUB and Kindle. Book excerpt: Discerning Experts assesses the assessments that many governments rely on to help guide environmental policy and action. Through their close look at environmental assessments involving acid rain, ozone depletion, and sea level rise, the authors explore how experts deliberate and decide on the scientific facts about problems like climate change. They also seek to understand how the scientists involved make the judgments they do, how the organization and management of assessment activities affects those judgments, and how expertise is identified and constructed. Discerning Experts uncovers factors that can generate systematic bias and error, and recommends how the process can be improved. As the first study of the internal workings of large environmental assessments, this book reveals their strengths and weaknesses, and explains what assessments can—and cannot—be expected to contribute to public policy and the common good.

Available in PDF, EPUB and Kindle. Book excerpt: Environmental and social impact assessment (ESIA) is an important and often obligatory part of proposing or launching any development project. Delivering a successful ESIA needs not only an understanding of the theory but also a detailed knowledge of the methods for carrying out the processes required. Riki Therivel and Graham Wood bring together the latest advice on best practice from experienced practitioners to ensure an ESIA is carried out effectively and efficiently. This new edition: • explains how an ESIA works and how it should be carried out • demonstrates the links between socio-economic, cultural, environmental and ecological systems and assessments • incorporates the World Bank’s IFC performance standards, and best practice examples from developing as well as developed countries • includes new chapters on emerging ESIA topics such as climate change, ecosystem services, cultural impacts, resource efficiency, land acquisition and involuntary resettlement. Invaluable to undergraduate and MSc students of ESIA on planning, ecology, geography and environment courses, this internationally oriented fourth edition of Methods of Environmental and Social Impact Assessment is also of great use to planners, ESIA practitioners and professionals seeking to update their skills.

The paper offers a framework on how such a network could be organised and operated, and explains how the CEAA has used the framework to develop its site on the Internet. The report is also a contribution to the International Study of the Effectiveness of Environmental Assessment. The document proposes a framework for an EA network and looks at the experience of the Canadian Environmental Assessment Agency.
