Desde las conclusiones del Proyecto CSO2016-77549-P la seguridad no se entiende sólo referida a delitos. Ahora la seguridad hace referencia a todas las incertidumbres que pueden sentir los ciudadanos. La interdisciplinariedad presente en este libro es la prueba más palpable de ello. El análisis y la interdisciplinariedad necesitan de la aplicación de una metodología. Esta ha sido la naturaleza de las aportaciones presentadas por otros investigadores que han expuesto sus avances en la aplicación de la metodología de encuesta en distintas facetas de la seguridad ciudadana. En la elaboración de este libro también se ha contado con la reflexión teórica innovadora de varios autores sobre la seguridad pública. La seguridad vinculada con la necesaria aplicación de la inteligencia y el reto que supone en distintos ámbitos de la seguridad (desde la más local a la más amplia como pueda ser el combate al terrorismo). Precisamente, la referencia a este requisito de amplitud con el que hoy hay que afrontar las cuestiones securitarias ha llevado a incluir en este libro varios capítulos sobre ciberseguridad. La ciberseguridad une, nuevamente, lo más particular con lo más general. Así en el libro se pueden encontrar desde referencias a la necesaria protección individual en las actividades de las personas concretas en el ciberespacio —como pudieran ser la adopción de claves de seguridad adecuadas— hasta la reflexión más global sobre las amenazas para la seguridad internacional de los ciberataques que no conocen fronteras. Un último bloque de capítulos abarca temáticas que enlazan con algunas de las más sensibles situaciones a las que se enfrenta la sociedad actual y que pone de manifiesto lo acertado del título dado a esta publicación “aspectos sociales en la seguridad ciudadana” y esto es así porque la seguridad a la que aspira cualquier ciudadano se debilita si no están adecuadamente protegidos los menores infractores. Se debilita, igualmente, si niños y adolescentes pueden verse envueltos en situaciones de violencia y privaciones múltiples. Se debilita si niños y adolescentes, dentro de sus propias familias, son víctimas o victimarios. Aunque no son sólo menores quienes sienten el peso de una sociedad insegura. La situación en España de los centros de internamiento de extranjeros (CIE), y el sinhogarismo también tienen cabida en esta publicación como representación de falta y búsqueda de seguridad. El texto se cierra con una reflexión a la necesaria prevención educativa. Esa prevención no depende sólo de las familias, sino fundamentalmente, depende de la escuela y de los institutos de enseñanza secundaria. Así queda expuesto en el ejemplo de cómo se puede trabajar en las aulas las actitudes para la protección al medio ambiente —entendiendo que es el cambio climático una de las principales amenazas para la seguridad en las sociedades del s.XXI— .

The legacy of the repressive military regimes or brutal civil wars—which have inspired in the public a general disdain toward intelligence services due to the grave human rights abuses—coupled with politicians’ persistent lack of interest or expertise in intelligence matters complicate the region’s quest for a proper balance between the competing demands of democracy and intelligence. This volume details the attempts of the region’s countries to overcome these obstacles and pursue democratic intelligence institution building—transforming the legal basis for intelligence; establishing democratic control and oversight mechanisms; and fostering intelligence openness, transparency, and outreach.
