Book excerpt: The textiles, clothing and footwear (TCF) industry is a labour intensive industry, strongly determined by globalization and easy relocation to low-cost countries. Hence also in the European Union this industry is relatively more important in the low-wage regions of the EU-Southern periphery. With the envisaged enlargement, however, these countries fear a further shift of the sector to Central and Eastern Europe as these countries still have a comparative advantage in terms of low labour costs. The present article investigates whether this fear is justified, looking at three main aspects: First at the position and history of the TCF sector in the European Union and its role in the EU periphery, second at the sector in the Central and Eastern accession countries, and third at gobalization issues. The second aspect is dealt with in great detail, as development trends in the Central and East European countries are important and telling. Much has happened during the 15-year (and more) period between the collapse of communism and the EU membership in this region, most important the integration to the EU by the means of trade, in particular outward processing trade. These developments mainly seem to determine future trends in an enlarged Europe. Overall however, future prospects have to be seen in a global context, strongly influencing the sector via changes in global trade policies.

Mass industrialisation under Tito led many young women to join traditionally 'feminised' sectors, and as a consequence the textile sector grew rapidly, fast becoming a gendered symbol of industrialisation, consumption and socialist modernity. By the 1980s Yugoslavia was one of the world's leading producers of textiles and garments. The break-up of Yugoslavia in 1991, however, resulted in factory closures, bankruptcy and layoffs, forcing thousands of garment industry workers into precarious and often exploitative private-sector jobs. Drawing on more than 60 oral history interviews with former and current garment workers, as well as workplace periodicals and contemporary press material collected across Croatia, Macedonia, Serbia, Bosnia-Herzegovina and Slovenia, Women and Industry in the Balkans charts the rise and fall of the Yugoslav textile sector, as well as the implications of this post-socialist transition, for the first time. In the process, the book explores broader questions about memories of socialism, lingering feelings of attachment to the socialist welfare system and the complexity of the post-socialist era. This is important reading for all scholars working on the history and politics of Yugoslavia and the Balkans, oral history, memory studies and gender studies.

Rosen looks closely at the role trade policy has played in globalization in this industry. She traces the history of current policies toward the textile and apparel trade to cold war politics and the reconstruction of the Pacific Rim economies after World War II. Her narrative takes us through the rise of protectionism and the subsequent dismantling of trade protection during the Reagan era to the passage of NAFTA and the continued push for trade accords through the WTO. Going beyond purely economic factors, this valuable study elaborates the full historical and political context in which the globalization of textiles and apparel has taken place. Rosen takes a critical look at the promises of prosperity, both in the U.S. and in developing countries, made by advocates for the global expansion of these industries. In searching for the reasons for the disappointing industrial progress so far, observers have tended to take a broad look at the industrial sector as a whole. The work reported in this volume takes a different approach. It sets out from the premise that two industries - clothing and footwear - offer excellent starter opportunities for baseline industrial growth. Garments and footwear are low-tech industries in so far that use stable, well-diffused technology. They generate only low-level research and development needs, require only basic skills, and operate on low economies of scale, whilst having the capacity to absorb large numbers of semi-skilled workers and make extensive use of local resources. Additionally they offer considerable export potential. This collection of papers focuses on the changing role and potential of the clothing and footwear sectors in industrialisation in Africa. The examples elucidated are the clothing and footwear sectors in Ethiopia, Kenya, South Africa and Tanzania.
