Book excerpt: The challenge addressed by the international scholars and academic practitioners contributing to Quality Enhancement of University Teaching and Learning is how best to enhance the quality of university teaching and learning, and thereby generate a culture of quality in higher education. The book focuses on approaches to quality enhancement (QE), a process which has significant differences to the interrelated concept of quality assurance (QA), particularly in relation to aspirations for change. The contributors believe that the status quo is no longer a viable option if the role of higher education as a fundamental part of the knowledge (and wider) economy is to be safeguarded. Believing that the primary purpose of every institution's quality enhancement work should be the improvement of students' learning experiences, they argue that innovative QE initiatives offer better ways of handling students' intricate learning processes than does a focus on QA paradigms. Higher education institutions (HEIs) need to establish quality enhancement frameworks that focus explicitly on the relationship between the activities of learning and teaching and students' learning outcomes. All institutions need to follow approaches that seek out and value novel and effective practices and disseminate these where appropriate. Focusing on the dynamic and complex processes and relations that create their learning environments is necessary if HEIs are to move from cultures of compliance to cultures of enhancement. When successful, the outcome should be a culture where ownership of the institutional quality enhancement agenda extends down to the point of delivery. Since successful QE initiatives must always involve jointly the student, the teacher and the institution, the three sections of the anthology address the practice of QE in relation to each of these constituencies. Examples of quality enhancement in higher education from Australia, Belgium, Denmark, England, Finland, Iceland, Portugal, Scotland, and United Arab Emirates are presented, with each section starting from contributions offering microlevel approaches and progressing to those offering macrolevel perspectives.

Book excerpt: Education encompasses curricula, institutions and infrastructure and is the foundation of human development. The UAE has long recognized the importance of bringing education to the forefront of development plans, with the aim of creating a diverse and competitive economy based on improving the efficiency and quality of educational output. These development plans include the UAE Vision 2021, the Abu Dhabi Vision 2030, and the Dubai Strategic Vision 2015. A forward-looking vision of education in the UAE entails a number of issues including recognition of the fact that the application of international experiences to UAE educational institutions will not necessarily provide the same results. Researchers have drawn attention to the need for inspiration from the country’s heritage of Islamic civilization and social values when formulating educational policy. To accomplish the objectives of these important development plans, all parties involved in the education process must be aware of what is required and speak with one voice. Therefore, the First Annual Education Conference of the Emirates Center for Strategic Studies and Research (ECSSR), "Education in the UAE: Current Status and Future Developments," was held on 5–6 October, 2010, in order to respond to various challenges of educational advancement on which the success of the country’s goals over the coming decades depends. Such challenges include not only diversifying the student population, schools and curricula; improving the quality of the school environment; overcoming the limitations of traditional methods of education; creating effective approaches to development, evaluation and assessment; improving educational guidance for students; and achieving greater family involvement in the educational process in order to promote high levels of educational attainment, but also self-confidence, a strong sense of citizenship and a culture of moderation and tolerance. To this end, the UAE Ministry of Education has devised a ten-year strategic plan that aims to reform the education sector and raise student attainment by providing an environment conducive to educational excellence; promoting equal educational opportunities; strengthening nationals’ sense of citizenship; and improving administrative efficiency.

This book was released on 2010-03-10 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: The UAE sits astride an uncomfortble dilemma in terms of national development and international profile. It seeks to be a regional and global power, both economically and politically, and to achieve this it needs to diversify and become less reliant on a workforce that is made up predominantly of expatriates, many of whom are employed because they have a level of education unavailable among the general citizenry. Alongside a rapid growth in public services and private commerce, education is a stated national priority, with the Ministry of Education setting out in its vision that education should achieve “enduring development for the community.” The UAE higher education sector is growing at an astonishing rate. However, the apparent dilemma results from the call for a rapid growth in educational provision, alongside the desire to produce a functioning and accessible education system in a relatively short time-frame. The UAE is a ‘consumer’ of educational practice, a nation that has a history of buying in the educational models and expertise it requires, as opposed to the lengthier, but possibly better suited, process of building an indigenous education system from the ground up. Developing a truly indigenous and new system to fit the needs of neophyte states – although laborious, expensive and problematic – does allow a nation to mold specifically the needs of the country with the educational systems developed. However, the UAE, through the model of ‘borrowing’ systems and expertise, was able to ‘kick-start’ the development of education in the country, greatly decreasing the time needed to establish formal educational structures. Such a situation may open up questions as to the suitability and efficacy of a predominantly imported educational provision for the indigenous population. The UAE, as a relatively new and emerging economy, has the funds and support of the national leadership to actively pursue and seek educational systems and practices that will advance development and competitiveness. To exam how globalized structures influence education in the UAE and beyond, there needs to be an understanding and awareness of the context in which the education sector functions today. As global economic forces and the labor needs of societies change, then accountability, control and governance of education becomes a contested area of public policy. However, what can be seen is that education is gaining in prominence in the public policy arena, with governments and politicians realizing that in order to be globally competitive, education must produce a skilled and efficient national workforce, placing education firmly in the realm of human capital theory and policy.

This book was released on 2013-09-10 with total page 41 pages. Available in PDF, EPUB and Kindle. Book excerpt: The UAE has taken concerted steps in order to ensure economic diversification of its key sectors as a means to ensure it is not entirely dependent on an oil/petroleum-based economy. Underpinning this diversification has been the commitment to the creation of a competitive knowledge-based economy, which, unlike agricultural and industrial economies, is not one that relies on natural/physical resources, but instead on a greater reliance on intellectual capabilities. All these requirements are dependent upon an effective education system. Various countries around the world have had great success at matching their education system to the demands of industry and society as well as incorporating the latest technology to improve education. However, exploiting the digital revolution does not stop at secondary education, and the tertiary level of learning can benefit enormously from such digital developments. As technology develops there are new ways to undertake learning and research and more flexible delivery of learning or faster and more sophisticated academic processes. The ubiquitous nature of the internet means that the use of this technology is part and parcel of our everyday life both in our personal and working life; therefore, it is an inevitability in education. Digital infrastructure can be defined as including technical services, technical standards, software tools, supporting policies, practice and regulatory frameworks. It allows for the appropriate creation, management and exploitation of information, resources and services to enable effective and high quality research and education. While more and more people involved in the educational process accept the notion that ICT has become part of our everyday life, and recognize the value of ICT as an enhancer for teaching and learning, there is an increasing demand for educators to have expertise in both their specific subject areas and competence in ICT. The essence of digital information and services, such as the worldwide web, means a whole new mode of operation and production of information, learning and research. It means there are new possibilities and a lot still yet to be imagined. Digital information can be replicated perfectly many times; add a network to that and it can be shared and accessed the world over; add the web to that and it can be viewed, annotated and linked to by anyone anywhere. Information technology not only facilitates how information is imparted in the learning environment, but also alters the relationships between participants in schools, colleges and universities, whether they by teachers, technicians or parents. Not only can more exciting and innovative forms of learning be created, but also the inclusion of all stakeholders in the learning process can be encouraged, which leads to greater understanding, encouragement of other ideas to stimulate learning, and ultimately a more rounded and educated individual and society.

Book excerpt: This book is based on the proceedings of the Second Annual Education Conference of the Emirates Center for Strategic Studies and Research (ECSSR), entitled “Essentials of School Education in the United Arab Emirates” held on October 3–4, 2011. The Second Annual Education Conference tackled the essentials of school education in the UAE through the examination of various issues including the role of national policies and legislation in developing education systems; the relationship between Emirati society and the education process; domestic and international pedagogical philosophies; fundamentals of teacher training and student development; curricula reform; the role of technology in the advancement of education; and fundamentals necessary to ensure standards of educational excellence in the UAE. This Conference came as a continuation of the vision adopted by the ECSSR that seeks to raise the quality of education, examine future developments and identify obstacles that may impede educational progress in the country. In addition to organizing past seminars, panel sessions and lectures that dealt with educational issues and publishing material on the subject, the ECSSR has formed a strategic outlook specifically for education in the UAE, and the Arabian Gulf region in general, and has undertaken the responsibility of tackling all issues and problems related to this topic. This strategic outlook for education adopted by the ECSSR is inspired by the leadership in the country, which considers advancing education as the engine of national development and seeks to raise the standard of education in the country to be among the five most advanced educational systems in the world. Therefore, the advancement of education, in quantity and quality, has been at the forefront of development in the country in recognition of it being the key to the knowledge economy and guarantees national progress. In addition, the various strategic development plans drafted by the government depend almost completely on the quality of national education in the coming decades. The sessions of this Conference and the ensuing discussions and comments compiled in this book have highlighted the importance of research and development related to education—a role that the ECSSR proudly undertakes through its unique events, seminars and lectures attended by some of the best minds in the world of education.

Book excerpt: Teachers are in the eyes of many the essential ingredient of success fueling educational development. The advancement of teaching and learning standards, both inside and outside of the classroom, hinges upon the effective participation of teachers in the relevant professional development programs being implemented in schools worldwide. In this regard, a number of valuable lessons can be learned from the experiences of countries that boast widely respected, modern education systems. Such lessons can subsequently be utilized to the advantage of other nations, including the GCC states, which are actively exploring a number of potential avenues in view of bolstering their respective teacher training and professional development programs. As highlighted in this volume – through a number of different case studies and with reference to the best practices being employed in the likes of the United Kingdom, Finland and South Korea – the provision of financial benefits and the elevation of teachers standing in society represent two prominent factors that enable the cultivation of a culture of excellence in the classroom. In the Gulf, research suggests that greater support should be given to highly educated and productive nationals who have chosen to pursue a career in teaching; based on an acknowledgement of the pivotal role that teachers play in terms of assisting human and societal development, which in turn, heightens the prospects of long-term economic prosperity. The retention of competent teachers is equally imperative, particularly for the education process itself, whereby experienced teachers serve as welcomed role models for the next generation of teachers. Possible solutions include: the construction of specific, more appealing career paths; the provision of professional development and further education opportunities; and raising societal awareness of the vital role played by teachers. The scholarly papers presented in this book provide a comprehensive overview of the current situation that teachers are facing in certain GCC countries, compared to other countries across the globe. The insights and recommendations presented therein highlight a range of key aspects that are central to professional teacher development, which if acted upon, serve to enhance the standard of education in any given country.

Book excerpt: The UAE's successive breakthroughs in development since its establishment by the late Sheikh Zayed bin Sultan Al Nahyan (may God rest his soul in peace) are a result of the country's continuous effort to enhance its education sector. Due to the global impact of rapid technological developments, the UAE understands the imperative need to advance and modernize education, to prepare its citizens for the demands of the future labor market. The Emirates Center for Strategic Studies and Research (ECSSR) is committed to supporting the vision and strategies of our wise leadership so that they may be realized on the ground. As education plays a vital role in achieving the UAE’s current goals of sustainable development, the ECSSR organized the 9th Annual Education Conference, ‘Advanced Education in a Changing World: The Education Strategy of the United Arab Emirates’. This book documents the proceedings of the Conference. Chapter one discusses the topic of leadership and innovative education, demonstrating some of its models and future trends. Chapter two looks at how the human brain functions, and ways that optimal educational opportunities can be provided to meet future requirements locally and internationally. Chapter three explores methods to prevent bullying through mentoring and counselling sessions, and provides an in-depth analysis of some measures that have been developed and adopted in this regard. Chapter four examines the Australian model of education with a focus on recent developments in the Australian educational context, efforts to establish professional standards for teachers, and teaching professional assessment instruments to measure graduating teachers’ attainment of standards. The chapter also highlights the Australian examination system, and its impact on the teaching profession. The chapter concludes with a discussion of some of the consequences of the above in the context of the educational experience in the United Arab Emirates. Chapter five sheds light on the German education system, with a particular focus on its outcomes and achievements, as well as the challenges facing it. The chapter also explores a number of implications for continuous development and strategic planning for the future, in order to design, develop and implement an innovative educational system.

Book excerpt: For all countries, the greatest challenge to successful progress and development is fostering quality education. Through education and knowledge, economies develop, we become more civilized, societies prosper and the highest civilizational ambitions are realized. Thanks to the wisdom and insight of its leadership, the United Arab Emirates has recognized the challenge and what is needed to overcome it and excel. It has established schools, launched programs and mobilized all of its human and physical resources. Further, the UAE has drawn inspiration from successful international models and reproduced aspects of them, as it shapes its own education system. This has seen the UAE, in less than half a century, rank high on regional and international development indicators. The outstanding achievements made by the UAE in education, recorded in international reports and by specialized agencies, are not a matter of luck or coincidence. Rather, they are the result of decades of planning and serious efforts from public institutions invested in education. This publication includes several papers delivered at the conference ‘Education and Development: Investing in the Future,’ which was organized by the Emirates Center for Strategic Studies and Research (ECSSR) in November 2016. The papers provide intellectuals, those interested in education and decision makers with rich and diverse material on the educational system and its goals in the UAE, which will help identify its mechanisms, characteristics and outlook for the future.

Book excerpt: This book, which includes a number of research papers presented at the 6th Annual Education Conference held at the Emirates Center for Strategic Studies and Research (ECSSR) from October 27-28, 2015, seeks to provide a comprehensive vision of the educational process in relation to development. It presents a host of useful ideas that contribute to entrenching the positive link between the requirements of education and the requirements of development in the United Arab Emirates. Through the interrelationship between innovation and skill, on the one hand, and academic cognitive content, on the other, the UAE educational system is counting on graduating nationals who are efficient, positive and able to be harmonious and flexible in dealing with the latest technological requirements and challenges of the labor market. The book’s chapters highlight the importance of communication between scientific research and the public and private sectors to serve the comprehensive development, both physically and culturally. The book also discusses the important role of vocational education and training at the level of disciplines, curricula and qualification programs, while promoting the adoption of state-of-the-art technologies to enhance the competitiveness of graduates when they join the labor market and to motivate them to engage in private sector projects.
