Book excerpt: The increased likelihood of adverse climate-change-related shocks calls for building resilient infrastructure in the Maldives. Fulfilling these infrastructure needs requires a comprehensive analysis of investment plans, including with respect to their degree of climate resilience, their impact on future economic prospects, and their funding costs and sources. This paper analyzes these challenges, through calibrating a general equilibrium model. The main finding is that there is a significant dividend associated with building resilient infrastructure. Under worsened climate conditions, the cumulative output gain from investing in more resilient technologies increases up to a factor of two. However, given the Maldives’ limited fiscal space, particularly after COVID-19, the international community should also step up cooperation efforts. We also show that it is financially convenient for donors to help build resilience prior to the occurrence of a natural disasters rather than helping finance the reconstruction ex-post.

The contributions, written by well-established scholars, as well as emerging authors and practitioners, in the field, include conceptual papers, coherent methodological approaches, and case studies from the communities based in the Caribbean Sea and the Indian, Atlantic, and Pacific Oceans. In their introduction, the editors contextualise the book within the current literature. They emphasise the importance of stronger links between climate change science and policy in SIDS, both to increase effectiveness of policy and also boost scholarly enquiry in the context of whose communities are often excluded by mainstream research. This book is timely and appropriate, given the recent commission by the Intergovernmental Panel on Climate Change (IPCC) of a Special Report that aims at addressing vulnerabilities, “especially in islands and coastal areas, as well as the adaptation and policy development opportunities” following the Paris Agreement. Coupled with this, there is also the need to support the policy community with further scientific evidence on climate change–related issues in SIDS, accompanying the first years of implementation of the United Nations Sustainable Development Goals.

Book excerpt: This book summarizes approaches that integrate the environmental, economic, and physical domains with the values, and needs of the population are necessary to develop sustainable strategies that will enhance the resilience of small islands, within the context of inter-island differences in geology, ecology, societal attitudes, governance, and human and economic resources. The impacts of coastal damage and flooding are predicted to worsen during this century due to rising sea levels and increases in the frequency and intensity of storms. The usual approach to coastal protection in Small Island Developing States (SIDS) in the Caribbean is to view both the hazards and the solutions from the “Ocean Side” perspective and to react with “hard” engineering solutions. These structural engineering approaches prevent damage and disruptions to services associated with predictable events but leave communities vulnerable to future events that do not follow historical trends. Furthermore, engineered structures do not adequately address the systemic nature of climate change nor account for compounding threats (e.g., coincidence of hurricane season and global pandemics). To move from this traditional strategy for managing risks from coastal hazards, we need to consider a portfolio of solutions that enhance island protection and community resilience. Nature-Based Solutions (NBS) are gaining attention as practical and cost-effective approaches for mitigating climate-based stressors. However, deployment of NBS strategies requires spatial coordination within the context of “ridge to reef” or integrated water resource management (IWRM) approaches that include the creation of conditions for social acceptance, equity, effective governance, and financial incentives.

A first Note (Bellon and Massetti 2022, henceforth Note 1) examines the economic principles that can guide the integration of climate change adaptation into fiscal policy. It argues that climate change adaptation should be part of a holistic, sustainable, and equitable development strategy. To maximize the impact of scarce resources, governments need to prioritize among all development programs, including but not limited to adaptation. To this end, they can use cost-benefit analysis while ensuring that the decision-making process reflects society’s preferences about equity and uncertainty. A second Note (Aligishiev, Bellon, and Massetti. 2022, henceforth Note 2) discusses the macro-fiscal implications of climate change adaptation. It reviews evidence on the effectiveness of adaptation at reducing climate change damages, on residual risks, and on adaptation investment needs, and suggests ways to integrate climate risks and adaptation costs into national macro-fiscal frameworks with the goal of guiding fiscal policy. It stresses that lower-income vulnerable countries, which have typically not contributed much to climate change, face exacerbated challenges that warrant increased international support.
