Book excerpt: FAO and WHO have a long history of providing scientific advice on food safety and nutrition to Codex Alimentarius and FAO/WHO member countries. Since 2003, both organizations have been implementing a consultative process to guide their efforts to improve the quality, quantity and timeless of the scientific advice provided. The consultative process has followed several steps, including a planning meeting, an electronic forum and a workshop, facilitating an open and transparent review process that considered the opinions of all interested parties. Through this process, two key issues have been identified - the urgent need to enhance the participation of experts from developing countries in the discussions and expert meetings used to generate and provide the advice, and the importance of considering data and information from developing countries in all deliberations. FAO and WHO therefore held a meeting on this matter in December 2005 in Belgrade to address these needs. The report highlights the mechanisms identified by the meeting to reach out better to qualified experts and institutions in developing countries, including mechanisms to search for information and experts that may not be easily accessible through normal channels, and suggested plans to strengthen the capacity of developing country experts to participate effectively in expert meetings, including training efforts at international and national levels, involving governmental, non-governmental and scientific institutions. The report calls on commitment from governments, industry and academia at national and regional levels to generate scientific data from developing countries and facilitate their input to international FAO/WHO scientific advice.

Book excerpt: The People’s Republic of China (China) has been one of FAO’s main partners in the promotion of South-South and triangular cooperation. In terms of cooperation among developing countries, China upholds the principles of equality and mutual trust, building equal partnerships with parity of ownership and responsibility, mutual benefit and win–win cooperation, which are highly valued by FAO. Together, FAO and China offer considerable development knowledge and solutions that are relevant to South-South exchanges. After more than two decades of increasing collaboration in supporting flows of technical assistance between developing countries, FAO and China established in 2009 the FAO-China South-South Cooperation Programme, supported by a Chinese Trust Fund of USD 80 million. This report reviews the Programme’s activities and achievements over the last ten years, lessons learned and prospects for the way forward. It highlights and illustrates the Programme’s distinctive features, particularly its inspiring, inclusive and innovative modalities of cooperation. Its multi-stakeholder approach brings together farmers’ cooperatives and associations, the private sector, academia and triangular partners, among other key actors. In this context, the Programme provides a platform for insights and perspectives of all development actors through its national, regional, interregional and global projects focusing on sustainable agricultural production, productivity and farmers’ livelihoods. The Programme is majorly contributing to the realization of Sustainable Development Goal 1: No poverty in all its forms everywhere; and Sustainable Development Goal 2: Zero hunger, achieve food security and improved nutrition and promote sustainable agriculture.

SFVCD requires a systems approach to identifying root problems, innovative thinking to find effective solutions and broad-based partnerships to implement programmes that have an impact at scale. In practice, however, a misunderstanding of its fundamental nature can easily result in value-chain projects having limited or non-sustainable impact. Furthermore, development practitioners around the world are learning valuable lessons from both failures and successes, but many of these are not well disseminated. This new set of handbooks aims to address these gaps by providing practical guidance on SFVCD to a target audience of policy-makers, project designers and field practitioners. This first handbook provides a solid conceptual foundation on which to build the subsequent handbooks. It (1) clearly defines the concept of a sustainable food value chain; (2) presents and discusses a development paradigm that integrates the multidimensional concepts of sustainability and value added; (3) presents, discusses and illustrates ten principles that underlie SFVCD; and (4) discusses the potential and limitations of using the value-chain concept in food-systems development. By doing so, the handbook makes a strong case for placing SFVCD at the heart of any strategy aimed at reducing poverty and hunger in the long run.

Book excerpt: International organizations and other global governance bodies often make rules and decisions without input from many of the individuals, groups, firms, and governments that are affected by them. The standards of the Basel Committee on Banking Supervision, for instance, developed by a small number of states, govern financial markets and the safety of bank deposits in over a hundred jurisdictions. Historically, the interests of developing countries, as well as non-commercial and diffuse interests within countries, have been excluded or disregarded in global governance. Scholars and practitioners have criticised this democratic deficit and called for greater participation of such marginalized stakeholders. Against this background, international institutions have introduced a variety of reforms with the goal of increasing and facilitating the participation of these excluded stakeholders. This book brings together an expert group of scholars and practitioners to investigate the consequences of stakeholder participation reforms in the global governance of health and finance: What reforms have been introduced? Have these reforms given previously marginalized stakeholders a voice in global governance bodies? What effect have these reforms had on the legitimacy and effectiveness of global governance? To answer these questions, the book examines treaty-based intergovernmental organizations alongside newer forms of global governance such as trans-governmental regulatory networks, multi-stakeholder partnerships, and private standard setting bodies. Through a series of paired comparative analyses, the book provides insights into the experiences of large emerging and smaller or lower income developing countries (Brazil v. Argentina, China v. The objectives of this project were to develop and/or enhance the knowledge, skills and capacity of the participating Competent Authorities on fisheries and aquaculture, as well as to assist them in the development and implementation of policies and national action plans (NAPs) on the prudent and responsible use of antimicrobials. The project enhanced the capacities of national Competent Authority (technical specialists, inspection and laboratory staff) to enable productive engagement with other lead agencies (e.g. the World Health Organization [WHO], national agriculture, food safety and animal health authorities), particularly with respect to their aquaculture and fish food safety component contributions to the NAP and the integration of the aquatic sector within the One Health framework. The report also briefly summarizes the recent actions and activities taken by FAO related to AMR in aquaculture since the completion of this project, including awareness raising targeting policymakers and aquaculture stakeholders, relevant publications, candidate reference centers and other ongoing projects to date.
