We tend to think that factors like education, income, and workforce participation are most important, but research has shown that they exert less influence than expected when it comes to women's attitudes and engagement. Scholars have begun to look more closely at how political context affects engagement. This book asks how contexts promote women's interest and connection to democracy, and it looks to Latin America for answers. The region provides a good test case as the institution of gender quotas has led to more recent and dramatic increases in women's political representation. Specifically, Magda Hinojosa and Miki Caul Kittilson argue that the election of women to political office--particularly where women's presence is highly visible to the public--strengthens the connections between women and the democratic process. For women, seeing more "people like me" in politics changes attitudes and orientations toward government and politics. The authors untangle the effects of gender quotas and the subsequent rise in women's share of elected positions, finding that the latter exerts greater impact on women's connections to the democratic process. Women citizens are more knowledgeable, interested, and efficacious when they see women holding elected office. They also express more trust in government and in political institutions and greater satisfaction with democracy when they see more women in politics. The authors look at comparative data from across Latin America, but focus on an in-depth case study of Uruguay. Here, the authors find that gender gaps in political engagement declined significantly after a doubling of women's representation in the Senate. The authors therefore argue that far-reaching gender gaps can be overcome by more equitable representation in our political institutions.

It now involves academia, think tanks, and the popular media. The number of countries and organizations, inter-governmental, non-governmental, as well as governmental involved in supporting the spread of democracy is now legion. Countries touched by these efforts include a majority of all the world's states and some independent territories that are not yet fully sovereign. The definitional boundaries between promoting democracy and international advocacy and defense of human rights and "good governance" are not precise. Similarly, the concept of promoting democracy itself is not uniformly accepted. It has become a slogan that attracts both fervent support and grave condemnation. For Burnell, promoting democracy refers to a wide range of non-coercive attempts to spread democracy abroad for whatever reason. At its heart, it is political intervention in the domestic affairs of other countries that seeks to affect the distribution of power, whether by patient and non-violent involvement or more urgent action, democracy assistance projects form a core activity. Burnell holds that participation in the democracy assistance industry will continue to grow. However, the industry's progress up until now has in part been contingent on the progress of democratization itself. The slowdown that is currently happening in the advance of freedom and democracy around the world, and the strength shown by leading authoritarian or semi-authoritarian regimes, must raise questions about the outlook for democracy promotion. If democracy promotion and assistance are to be fit for the future, then the need for a broadly based, appropriately contextualized examination of the policy and the performance is greater now than at any time in the past.

Book excerpt: Objective: The aim of the present manuscript is to address Tocqueville's hypothesis that voluntary associations and volunteering are breeding grounds for democratic virtues and skills and thus enhance political participation. Methods: Data from the British Household Panel Survey (BHPS) data set spanning the years 1991-2008 are analyzed using multivariate panel data regression techniques to assess the effect of voluntary association membership/activities on political participation in the UK. Results: It is found that organizational activity (more than mere membership) positively impacts on political participation but these effects are smaller than usually found and depend on types of associations and degree of activity. Sensitivity analyses support the finding the political interest more strongly predicts political party support than associational activities. Further support for causal interpretations is scant. Conclusion: Some evidence for Tocqueville's hypothesis can be found for the UK during the sample horizon but the effect is sensitive to model specification and issues of reverse causation remain.

Countries such as China offer an alternative model of governance that promotes economic development without political reform, while wielding substantial economic leverage. Populist authoritarian regimes and illiberal democracies, such as those of Venezuela and Iran, claim popular legitimacy while cracking down on internal dissent. Challenges to democratization have also been exacerbated by the Iraq War and the Global War on Terror (GWOT), which have fueled anti-Americanism around the globe, undermined US credibility, overstretched US resources, and compromised domestic support for democracy assistance. ... In order to address negative perceptions of democracy assistance around the world and to rebuild bipartisan support at home, it is necessary to reframe the means and ends of assistance efforts. The democracy assistance community can maximize the impact of its activities by planning for the long term, insuring better training and preparation for field staff, and emphasizing more rigorous project evaluation. This report offers recommendations to hone proven approaches to democracy assistance, specifically, programs that strengthen civil society, prepare elections, assist political party development, and support democratic governance. It also identifies different regime types that are the focus of democracy assistance -- authoritarian states, illiberal democracies, free-wheeling kleptocracies, and post-conflict states. While recognizing that the distinctions among them are not iron-clad, the report offers context-specific recommendations for each.
