Available in PDF, EPUB and Kindle. Book excerpt: This book offers a wholesale reinterpretation of both the introduction of excise taxation in Great Britain in the 1640s and the genesis of the Financial Revolution of the 1690s. By analysing hitherto unpublished manuscript and print sources, D'Maris Coffman resolves divergent accounts of these constitutionally problematic but fiscally significant new taxes. Parliament's success at imposing on a deeply divided kingdom an extra-legal species of indirect taxation, which hitherto had been a constitutional anathema and a political impossibility, remains one of the most striking features of the period. A fresh reading of William Petty's Treatise on Taxes illustrates the development of an indigenous discourse in defence of the tax state. By highlighting the importance of fiscal innovation during the Civil Wars and Interregnum for the development of the fiscal state in Britain, this study challenges 'stylised facts' about the economic significance of 1688/89. The final chapter delivers new insight into why the eighteenth-century British public accepted both unprecedented levels of government borrowing and one of the heaviest tax burdens in Western Europe. Coffman reveals how a 'new financial history,' rooted in closely contextualised studies, can contribute to current debates about sustainable levels of taxation and to fundamental questions of economic theory.

Book excerpt: This book demonstrates that because the United States is enmeshed in a complexity of regulations, government debt, bureaucracy, and taxes does not mean that these policies cannot be reversed. They have been before. Rabushka describes an earlier reversal of mercantilist claims by a growing group of influential politicians influenced by Adam Smith's The Wealth of Nations. It is Rabushka's contention that Adam Smith's principles of sound money, taxes, minimal governmental regulation, and free trade have led to prosperity.

Available in PDF, EPUB and Kindle. Book excerpt: 'An invaluable primer to some of the underlying tensions behind contemporary political debate' Financial Times It has always been an important part of British self-image to see the United Kingdom as an ancient, organic and sensibly managed place, in striking contrast to the convulsions of other European countries. Yet, as Julian Hoppit makes clear in this fascinating and surprising book, beneath the complacent surface the United Kingdom has in fact been in a constant, often very tense argument with itself about how it should be run and, most significantly, who should pay for what. The book takes its argument from an eighteenth century cartoon which shows the central state as the 'Dreadful Monster', gorging itself at the dinner table on all the taxes it can grab. Meanwhile the 'Poor Relations' - Scotland, Wales and Ireland, both poor because of tax but also poor in the sense of needing special treatment - are viewed in London as an endless 'drain on the state'. With drastically different levels of prosperity, population, industry, agriculture and accessibility between the United Kingdom's different nations, what is a fair basis for paying for the state?
