Book excerpt: Excerpt from English Institutions and Their Most Necessary Reforms: A Contribution of Thought Where materials are vast, conciseness may be accepted by the Reader as a compliment to his intellect, not as a dogmatism. Whatever the colour of his political creed, let him consent for half an hour to suspect fallacy in his customary axioms. No one judges freely who does not think freshly. Book excerpt: The English Constitution addresses two burning contemporary and complementary questions; one regarding the so-called English 'question', the changing identities of England and English-ness, and a second regarding the changing shape of the Anglo-British constitution. It is suggested that there are both internal and external pressures that are driving the reformation of our constitutional order. There are internal pressures of decay, even corruption, and popular apathy, and there are external pressures brought to bear by the geopolitical challenges of the new world order and the new Europe. The present 'project' of constitutional reform inaugurated by the present government is supposed to reflect these pressures. This book challenges this assumption, arguing that a far more radical re-constitution is required, involving: deeper institutional reforms (the most pressing being the abrogation of monarchy, and the established Church); geopolitical reforms to recast the devolutionary settlement and redefine English regionalism; and perhaps most importantly, conceptual reform, reform that will embrace the need to rebalance the constitution and to promote greater accountability and democracy. It is intended that the book will provide a stimulating text for both academics and students; advancing a series of original ideas on a subject of considerable contemporary interest. Along the way it discusses most of the major topics, institutions and debates which are ordinarily addressed in public law courses, and equivalents in non-law disciplines

Available in PDF, EPUB and Kindle. Book excerpt: At many times in educational history, including the past decade, there are reports of crisis and cries for reform. The successes of foreign competitors are pointed to, new moneys are sought and laws passed. Occasionally these reform efforts make a difference. Just as often, they end up as mere rhetoric and the educational indicators continue to slide. Education is a dynamic sector with its ups and downs. To understand these ups and downs and to gain a clearer grasp of the essentials of reform, we need to look deeply into the origins and development of successful and failed reforms. This book seeks to answer that need. To do so, it stresses two important themes. First, the essence of educational practice lies in the institutionalised ideals and norms of an educational system, not in how much is spent on education or how many people are involved in education. Second, while many contemporary observers of education tend to think that sound educational practice is pretty much the same around the world, this book argues that these are at least six distinctive educational InstitutionS currently in place in the modern world, each with its unique strengths and weaknesses. Each also has its own cycle of reform and renewal. So the landscape of educational reform is much broader than most observers acknowledge. The book is unique in highlighting the principle characteristics of Japanese education alongside those of Soviet Russia and the core educational systems of Western Europe and North America. While the account focuses on ‘national’ differences, the analysis actually begins from the ground up, looking at particular schools that emerged early in the six modernising experiences. These early schools are described here as representative schools, for the practices they initiated have had a profound influence on the direction of subsequent reforms in their respective national settings.

Available in PDF, EPUB and Kindle. Book excerpt: Based on an extensive range of sources, this impressive book analyses the principal institutions and features of British politics on the eve of reform: the monarchy, the prime ministership, the cabinet, the departments of State, parliamentary legislation, investigation, debate and parties, and the relationship between Parliament, the media, public opinion and popular politics. Designed to provide an accessible guide to how British politics was conducted in the early nineteenth century, this book leads to two main conclusions about pre-Reform politics: the unpredictability and openness of parliamentary affairs, and the centrality of Parliament to the politics of all social classes.

Available in PDF, EPUB and Kindle. Book excerpt: A prevalent view among historians is that both horsed cavalry and the cavalry charge became obviously obsolete in the second half of the nineteenth century in the face of increased infantry and artillery firepower, and that officers of the cavalry clung to both for reasons of prestige and stupidity. It is this view, commonly held but rarely supported by sustained research, that this book challenges. It shows that the achievements of British and Empire cavalry in the First World War, although controversial, are sufficient to contradict the argument that belief in the cavalry was evidence of military incompetence. It offers a case study of how in reality a practical military doctrine for the cavalry was developed and modified over several decades, influenced by wider defence plans and spending, by the experience of combat, by Army politics, and by the rivalries of senior officers. Debate as to how the cavalry was to adjust its tactics in the face of increased infantry and artillery firepower began in the mid nineteenth century, when the increasing size of armies meant a greater need for mobile troops. The cavalry problem was how to deal with a gap in the evolution of warfare between the mass armies of the later nineteenth century and the motorised firepower of the mid twentieth century, an issue that is closely connected with the origins of the deadlock on the Western Front. Tracing this debate, this book shows how, despite serious attempts to ’learn from history’, both European-style wars and colonial wars produced ambiguous or disputed evidence as to the future of cavalry, and doctrine was largely a matter of what appeared practical at the time.
