Was the Church of England an ailing or a healthy institution in the eighteenth century? Responding to the slings and arrows of its Victorian critics, ever since the publication in the 1930s of Norman Sykes' Church and State inEngland in the Eighteenth Century, modern scholarship has tended to stress the competence of the Church's leadership at a national and diocesan level and its importance and popularity for the nation at large. Moreover, in recent years, several studies have emerged which argue a strong case for the multi-faceted appeal of the Church of England at the local level. However, although this revisionist scholarship helps to underline the importance of religion for eighteenth-century English society, it fails to account for the haemorrhaging of support which the Church of England experienced in the first half of the nineteenth century. With reference to the situation in England's largest parish, this new study of the Church of England's fortunes in the eighteenth century demonstrates its long-term failure to retain the loyalty and affections of many men and women in the country's industrialising areas. In drawing attention to hitherto neglected issues such as the situation of the Church of England's non-graduate clergy and the failure of its ecclesiastical courts, it presents a post-revisionist case which challenges the existing academic consensus on the situation and success of this faltering institution. It questions interpretations of that conflict that emphasise either the purely doctrinal roots of religious tension, or the processes by which the law gained primacy over the Church, in what amounted to a secular revolution. Instead, religion took its place among a range of constitutional issues that undermined the authority of Charles I in both England and Scotland. Charles Prior offers a careful reconstruction of a number of printed debates on the nature of the relationship of church and realm: the introduction of altars into the Church of England; the Scottish National Covenant; and the legal consequences of the assertion of clerical power in a system of ecclesiastical courts. He reveals that these debates were concerned with the ambiguities of the relationship of civil and ecclesiastical power that were contained in the statutes that carved out the Church 'by law established'. Instead of being clearly separated as part of an 'Erastian' Reformation, religion and law were bound together in complex ways, and debates on the relationship of church and realm emerged as a vital conduit of political and constitutional thought. A Confusion of Tongues offers a synthetic and nuanced portrait of the politics of religion, and recovers the texture of contemporary debate at a vital point in early modern British history.

It rejects the prevailing understanding of Hobbes as a consistent, if idiosyncratic, royalist, and vindicates the contemporaneous view that the publication of Leviathan marked Hobbes's accommodation with England's revolutionary regime. In sustaining these conclusions, Professor Collins foregrounds the religious features of Hobbes's writings, and maintains a contextual focus on the broader religious dynamics of the English Revolution itself. Hobbes and the Revolution are both placed within the tumultuous historical process that saw the emerging English state coercively secure jurisdictional control over national religion and the corporate church. Seen in the light of this history, Thomas Hobbes emerges as a theorist who moved with, rather than against, the revolutionary currents of his age. The strongest claim of the book is that Hobbes was motivated by his deep detestation of clerical power to break with the Stuart cause and to justify the religious policies of England's post-regicidal masters, including Oliver Cromwell. Methodologically, Professor Collins supplements intellectual or linguistic contextual analysis with original research into Hobbes's biography, the prosopography of his associates, the reception of Hobbes's published works, and the nature of the English Revolution as a religious conflict. This multi-dimensional contextual approach produces, among other fruits: a new understanding of the political implications of Leviathan; an original interpretation of Hobbes's civil war history, Behemoth; a clearer picture of Hobbes's career during the neglected period of the 1650s; and a revisionist interpretation of Hobbes's reaction to the emergence of English republicanism. By presenting Thomas Hobbes as a political actor within a precisely defined political context, Professor Collins has recovered the significance of Hobbes's writings as artefacts of the English Revolution.
