Yet increasing migration by skilled workers from developing countries («brain drain») has raised serious concerns internationally about the adverse development impact on their countries of origin. This book, however, highlights the positive aspects of skilled labour migration as scientific diasporas are playing a growing role in the transfer of technology, skills and knowledge («brain gain») to their home countries. This is a very significant development in a globalised world where science, technology and knowledge can trigger economic and social transformations. The book presents solid empirical evidence of the contributions scientific diasporas make to their countries of origin, based on primary surveys of skilled migrants from Colombia, India and South Africa employed in Switzerland, a major destination country. The findings lead to a better understanding of the motives for migration, the profile of the scientific diaspora communities in Switzerland, and the varied ways in which they help their home countries. The book makes a significant contribution to the international policy debate and dialogue on migration and development. Marking how historical policy changes on citizenship and contemporary public discourse on dual citizenship have impacted development policy and practice, she reveals that as Liberia transformed from a country of immigration to one of emigration, so too did the nature of citizenship, thus influencing claims for and against dual citizenship. In this engaging contribution to scholarly and policy debates about citizenship as a continuum of inclusion and exclusion, and development as a process of both amelioration and degeneration, Pailey develops a new model for conceptualising citizenship within the context of crisis-affected states. In doing so, she offers a postcolonial critique of the neoliberal framing of diasporas and donors as the panacea to post-war reconstruction.

Such competition has preceded violent conflict throughout history, but has been muted since the Treaties of Westphalia laid the territorial foundations of the modern international system in the mid-seventeenth century. Today, however, human geopolitics is being resurrected in unanticipated ways, as governments are enabled and encouraged to engage their emigrant diasporas. How and why is this happening? Until now these questions have been difficult to answer. The majority of research attention has focused on questions of immigration policy in a handful of wealthy migrant destination countries, largely ignoring the emigration policies that preoccupy the worlds many migrant origin states. This book addresses that research imbalance, by focusing on the overlooked sending side of migration policy. Drawing on data covering all UN members across the post-WWII period, and fieldwork with high-level policy makers across 60 states and a dozen international organisations, the book charts the re-emergence of human geopolitics through the global spread of diaspora institutions government ministries and offices dedicated to emigrants and their descendants. It calls for the development of stronger guiding principles and evaluation frameworks to govern these new state-diaspora relations in an era of unprecedented global interdependence.
