Book excerpt: In October of 1985, the firm of Einhorn Yaffee Prescott, P.C. was retained by the Army Corps of Engineers to perform an energy savings opportunity survey of 63 buildings at Fort Dix, New Jersey. The scope of this study included the following work: Evaluate selected energy conservation opportunities (ECO's) to determine their energy savings potential and economic feasibility. Perform a limited site survey of selected buildings or areas to insure that any new methods of energy conservation which are practical and have not been evaluated in any previous energy study have been considered and the results documented. Provide complete new programming or implementation documentation for all recommended ECO's. Prepare a comprehensive report to document the work performed, the results and the recommendations. With this prefinal submittal approximately 95 percent of the work required by the scope has been completed. The Executive Summary contains the following material: A brief description of previous energy efforts at Fort Dix and the way this survey was conducted. Graphical Energy History. Chart of recommended projects with economic justification. A brief description of each component ECO in the individual projects with economic summaries. For a more comprehensive treatment of the results of this ESOS refer to the five volume Narrative Report. These volumes deal with the physical characteristics of each of the sixty three buildings surveyed, their apparent deficiencies, the ECOs studied and recommended to improve their energy Perfermance. Included in this work is an energy savings calculation for each researched ECO with associated ECIP life cycle economics. The ten recommended projects have been included in the programming docu ments where a form DD 1391 has been prepared for each along with a 1391 for each individual ECO within the project.

This appendix also contains the "Detailed Scope of Work (DSOW)" 1 and the 'Prenegotiation Conference Minutes' which define the specific projects and buildings addressed in this study, as well as presenting the overall study methodology.

Table 3 lists the buildings surveyed. 55 buildings were approximately 1.5 million square feet. Of these, 32 were examples of Family Housing and 23 were examples of non-housing buildings. Over one hundred ECO's were considered at Fort Jackson. Of these 34 were applicable in non-housing and 8 in Family Housing. ECO's were selected for consideration from of sources. Annexes A and B of the Scope of Work (Sow) the Army Facility Energy Plan appendix and Heery's own resources, including the ECO's studied at other Installations. All applicable ECO's were evaluated and found either feasible (savings to investment ratio greater than or equal to one) or infeasible. Tables 4 and 5 list the applicable ECO's along with savings to investment ratio (SIR), project packaged, and other pertinent data. The method of analysis employed for heating and cooling ECO's is a multiple measure approach using a modified bin method as outlined in the American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE) Fundamentals. EOC's savings not based upon heating or cooling loads use standard ASHRAE or Institute of Electrical and Electronic Engineers (IEEE) formulas. The Plan was the basis for approximately eight ECIP projects, of which half have been submitted for funding consideration by Fort Lewis. The Fort Lewis Base Wide Energy Plan was considered as the basic overall document, from which specific, more detailed studies and implementation projects could be evolved. The plan to date, has been the basis for the Corps of Engineers, Project PN47O and a project by Associated Engineers. Both projects entailed 3 to 6 specific energy improvements, such as insulation, weather stripping, boiler controls, thermostats, and high bay fans for redistribution of warm air. Second, DEE, in its program of facilities upgrading, has instituted compliance to Washington State Energy Code Requirements.

(2) To equip all natural gas only heating units and plants over 5 MEGA BTU per hour output with the capability to use oil or other alternate fuels (1982 goal). (3) To have on hand at the beginning of each heating season a 30-day fuel supply for all oil only, oil - natural gas, and coal heating units over 5 mega BTU per hour output based upon the coldest month recorded and in a mobilization condition.

The simple paybacks average 6.3 years and the savings to investment (SIR) for the two ECIP projects is 2.75. In addition, five FEMP projects were developed for projects totaling less than $1,000,000 investment costs. FEMP projects one through four are infrared heat averaging a payback of 6.1 years and an SIR of 2.8. The fifth FEMP project is window insulation for two buildings. This project is for $17,600 of investment with a 4.74 year payback and an SIR of 4.42.
