Book excerpt: Access to energy, especially modern sources, is a key to any development initiative. Based on cross-section data from a 2004 survey of some 2,300 households in rural Bangladesh, this paper studies the welfare impacts of household energy use, including that of modern energy, and estimates the household minimum energy requirement that could be used as a basis for an energy poverty line. The paper finds that although the use of both traditional (biomass energy burned in conventional stoves) and modern (electricity and kerosene) sources improves household consumption and income, the return on modern sources is 20 to 25 times higher than that on traditional sources. In addition, after comparing alternate measures of the energy poverty line, the paper finds that some 58 percent of rural households in Bangladesh are energy poor, compared with 45 percent that are income poor. The findings suggest that growth in electrification and adoption of efficient cooking stoves for biomass use can lower energy poverty in a climate-friendly way by reducing carbon dioxide emissions. Reducing energy poverty helps reduce income poverty as well.

Available in PDF, EPUB and Kindle. Book excerpt: Rural energy s importance to the Bangladesh economy cannot be underestimated, The problems rural people face in obtaining safe, clean, and reliable energy supplies are not minor inconveniences. People are cooking with biomass fuels including large amounts of leaves and grass that expose them harmful indoor air pollution. They light with kerosene or sometimes candles which give off a dim light that hampers studying and reading in the evening. Finally, rural productivity suffers because of lack of access to modern energy. However, the picture also is not all bleak. This study underscores how improved access to rural energy services can created multiple benefits for rural life from income and labor productivity to education and women s health. Recommended or enhancement of programs for improved stoves, rural electrification, renewable energy and greater access to commercial liquid fuels can significantly improve both the rural productivity and enhance the quality of life in rural Bangladesh.
Book Synopsis Escaping the Energy Poverty Trap by : Michael Aklin
Download or read book Escaping the Energy Poverty Trap written by Michael Aklin and published by MIT Press. This book was released on 2018-12-04 with total page 345 pages. Available in PDF, EPUB and Kindle. Book excerpt: The first comprehensive political science account of energy poverty, arguing that governments can improve energy access for their citizens through appropriate policy design. In today's industrialized world, almost everything we do consumes energy. While industrialized countries enjoy all the amenities of modern energy, more than a billion people in the developing world still lack energy access. Why is energy poverty persistent in some countries and not in others? Offering the first comprehensive political science account of energy poverty, Escaping the Energy Poverty Trap explores why governments have or have not been able to lead in providing modern energy to their least advantaged citizens. Focusing on access to modern cooking fuels and household electrification, the authors develop a new political-economic theory that introduces government interest, institutional capacity, and local accountability as key determinants of energy access. They draw on case studies from India, East Asia, Africa, and Latin America to offer the optimistic conclusion that governments can improve institutional capacity and local accountability through appropriate policy design. Energy poverty is a policy problem, the authors assert, and engaging with it as such offers new opportunities not only for ensuring equal energy access, but also for political, economic, and environmental development.
