Book Synopsis Donor Coordination of Economic Assistance to Eastern Europe by : Gerrit Stratmann
Download or read book Donor Coordination of Economic Assistance to Eastern Europe written by Gerrit Stratmann and published by LIT Verlag Münster. This book was released on 2000 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: A major restriction to Western aid efforts has been a lack of coordination. This book delves into the determinants of successful cooperation between bi- and multilateral donor agencies at the example of Western aid to Eastern Europe in the period from 1990 to 1996. In raising the assumption that networking between international organizations cannot be stimulated by appealing to norm-oriented behavior but is contingent upon the existence of common interests, the idealist view of international relations is seriously challenged. Comparing different assistance sectors - energy, telecoms, mass privatization, agriculture, statistics, central banking, environment and education - it is shown that donor coordination is a form of collective action initiated by donors in response to sectoral market failure which is perceived as significant because it threatens the non-attainment of basic goals or inflicts own projects with high costs or risks.
Book Synopsis Non-payment in the Electricity Sector in Eastern Europe and the Former Soviet Union by :
Download or read book Non-payment in the Electricity Sector in Eastern Europe and the Former Soviet Union written by and published by World Bank Publications. This book was released on 1999-01-01 with total page 136 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In Albania, consumers with guns stolen from the government threatened to shoot the utility officials who attempted to disconnect defaulting customers." This situation and others less dramatic, but every bit as corrupt, aggravated the utility non-payment issue and pushed it into the foreground. This study reviews the non-payment problem in the electricity sector in Eastern Europe and the former Soviet Union during 1990-1997. In addition to non-payment, the review also covers the problem of low cash collections and the preference in some countries for the use of cash substitutes such as barters, offsets, and promissory notes. The objective of the study is to identify which policies and measures addressing the problem of non-payment in the electricity sector worked in practice and which did not. Therefore, it includes stories of both success and failure. It is aimed at equipping Bank staff and decision makers with a set of practical tools that can be of use when the political will exists to tackle the problem.

Download or read book 1992 World Economic and Financial Surveys written by International Monetary Fund and published by International Monetary Fund. This book was released on 1992-01-01 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper reviews major issues and developments in the trade area and outlines the challenges governments face as they seek to liberalize trade in the Uruguay Round of trade negotiations and address new trade issues. In industrial countries, the reorientation of policies was most apparent in steps taken to liberalize financial markets and foreign direct investment, privatize public enterprises, and deregulate services, particularly in the transportation and communication sectors. Among developing countries, a growing number recognized the merits of outward, market-oriented policies and took steps to liberalize their trade regimes and open their economies to international competition. By and large, the increased focus on market principles in industrial countries did not carry over to trade and industrial policies or, most notable, to the agricultural sector. Despite strong growth performance in 1983–1989, little progress was made in rolling back the protective barriers that had risen during the preceding recessionary period; protection persists in agriculture and declining sectors and has spread to newer high-tech areas.

Book Synopsis Energy And Environment In The Transition Economies by : William Chandler
Download or read book Energy And Environment In The Transition Economies written by William Chandler and published by Routledge. This book was released on 2018-02-13 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: Energy and environmental issues in the former Soviet sphere rank as global policy priorities for three reasons. First, civilian application of military nuclear materials multiplies the threat of terrorism. Second, Russian and Caspian oil resources affect world markets, Western energy security, and regional stability. Third, climate change may become a global challenge commensurate with the Cold War, and the transition economies--the former Soviet Union and Eastern Europe--offer the world's largest and cheapest near-term opportunities for curbing greenhouse gas emissions. Yet, the region remains unprepared to deal with these issues, and Western assistance has failed to help. A "second generation" of reform efforts is needed, led from within, but supported by the West. In Energy and Environmental Policies in the Transition Economies William Chandler synthesizes disparate, specialized analyses and publications. He draws on a relatively large body of research on energy technology, oil and gas markets, geopolitics, finance, economic reform, and environmental science specific to Russia, eastern Europe, and the transition economies. In successive chapters Chandler reviews energy use, energy efficiency, nuclear safety and security, petroleum geoeconomics, coal, utility monopoly and competition, and environmental and climatic change in the former Soviet Union and Central and Eastern Europe. Chandler also considers options for a "second generation" of reform efforts. The subject matter of the book is significant not only for the energy and environmental policies themselves, important though they are, but because those policies in turn affect regional political stability and Western energy security. Energy and Environmental Policies in the Transition Economies will be of considerable interest to policymakers in government, to private-sector actors, to academic scholars, and to students of international energy and environmental politics.
