This work includes: (1) the review of previous studies, (2) re-evaluation of selected projects, (3) evaluation of selected energy conservation opportunities (ECO's), and (4) limited site surveys to evaluate selected buildings and areas. Included in the appendix of this report is the analysis of each ECO studied, the completed implementation documents with their supporting data, and the results of building computer simulations. Unless indicated otherwise, all buildings and areas addressed in this study are at Fort Sam Houston, Texas. Some of the buildings addressed in this study (P-6201, P-6202, P-6203, P-6204, and P-6215) are located at Camp Bullis. Camp Bullis is not contiguous with Fort Sam Houston and is located approximately 18 miles northwest of Ft. Sam Houston.

The EEAP at Fort Sam Houston has been completed under a variety of Modifications and associated Scopes of Work and ECIP Guidances. For example, the original contract work was done under the 5 November 1979 Scope of Work and 7 November 1977 ECIP Guidance, while Modification POOOO6 was completed using the 22 September 1982 Scope of Work and 31 December 1982 ECIP Guidance. This has resulted in projects being analyzed using energy to cost (E/C) and benefit to cost (B/C) ratios of varying minimums as well as Savings to Investment (SIR) ratios. Applicable analysis criteria is identified in each Volume.

The project evaluations contained herein are performed in accordance with the Energy Conservation Investment Program (ECIP) Guidance, described in the letter from DAEN-ZCF-U, 4 March 1985 [5]. The Scope of Work, HNDED-PM/ME, dated 1 September, 1984 [1], is used extensively in performing this study and is presented in Appendix C of the Main Report. The study methodology is segmented into three phases of work. Phase I consists of data collection and field inspection of Darnall Army Community Hospital and Building No. 36001 facilities, plans, and records. Phase I also involves the identification of potential energy conservation projects. Phase II consists of accomplishing sufficient analysis to develop a list of potential Energy Conservation Opportunities (ECO's) based upon preliminary evaluations. This appendix also contains the "Detailed Scope of Work (DSOW)" 1 and the 'Prenegotiation Conference Minutes' which define the specific projects and buildings addressed in this study, as well as presenting the overall study methodology.

This contract called for the performance of Energy Engineering Analysis Programs (EEAP) at three U.S. Army installations: Fort Devens, Massachusetts; Letterkenny Army Depot, Pennsylvania; and Seneca Army Depot, New York. The objective of these programs was the identification, evaluation and development of programming documents for energy conservation projects which meet the criteria of the Army's Energy Conservation Investment Program (ECIP) and other funding mechanisms. The basic contract was modified by the Corps of Engineers several times to include additional increments of energy-related studies at each of the three installations. Work performed thus far for Fort Devens has included the following increments: A - ECIP's for buildings and processes; B - ECIP's for utilities and energy distribution systems and EMCS; C - Solar and renewable energy systems; D - Wood-Fired Steam Generation Plant; E - Coal conversion; and G - Projects identified in Increments A & B that did not meet ECIP criteria In order to fulfill expanded requirements of the Army Facilities Energy Plan, the Corps of Engineers extended the contract with RS & H to include a detailed energy audit of the Cutler Army Community Hospital and Associated Facilities at Fort Devens, Massachusetts. The Associated Facilities are the Vail Dental Clinic and the Oral Health Center. The energy audit consists of a field survey, analysis of energy conservation opportunities, and development of 1391's and other programming documents for qualifying projects. The metering plan option was not included as part of this contract.

Similar energy surveys and reports have been developed for Fort Richardson and Fort Wainwright Central Heating and Power Plants concurrently. The Scope of Work of this program was developed by the Huntsville Division Corps of Engineers for use at all Army central heating and power plants. Representatives from the Huntsville Division of the Corps, U.S. Army Forces Command (FORSCOM) and John Graham Company, Architect-Engineer visited the Fort Greely power plant during the summer of 1984. At that time, a generic Scope of Work was reviewed. From it, a detailed scope was developed for Fort Greely. A complete Scope of Work can be found in Appendix H Volume 4 of this report. The purpose of this study is to review and study all potential energy conservation opportunities (ECOs) at the Fort Greely Central Heating and Power Plant (CHPP). These ECOs would then be developed to determine the economics and feasibility of implementation. The equipment at this plant is over 30 years old. The plant is meeting the requirements of providing steam for heating the base. It is a functional operating CHPP plant that will, with proper maintenance and repairs, continue to perform for many more years. With a heating plant of this age there was reason to believe that many energy conservation opportunities do exist. Section 4 describes the ECOs found and studied. The study also required that the condition and efficiency of the boilers and auxiliaries of the entire plant be evaluated.

Book excerpt: The objectives of this Energy Engineering Analysis (EEA) for RRAD were three fold: Develop a systematic plan of projects which will result in reducing energy consumption. Consider renewable energy sources with the objective of establishing an orderly procedure for reducing use of non-renewable energy sources. Determine the feasibility of Total Energy (TE), Selective Energy (SE), and Central Heating Plant (CHP) concepts using alternative fuels. In essence, an assessment of the entire energy picture at RRAD was undertaken. This report is a summary of that effort. RRAD was originally built during 1941 and 1942 as a reserve ordnance depot for the Army. Since then, the missions and activities at RRAD have broadened to the point that it is now one of the largest Army depots in the continental United States. Located just west of Texarkana, Texas, RRAD encompasses an area of approximately 19,886 acres. The primary missions at RRAD are general supply and maintenance of vital Army equipment and ordnance material. The supply activities constitute the stocking, distribution, storage and supply of general Army supplies for the central region of the United States. Supply of vehicles, ammunition and guided missiles from RRAD encompasses a much larger region. The maintenance and repair functions at RRAD consists of the overhaul, modification, conversion and repair of automotive equipment and combat vehicles, missile systems and components, armament, and ammunition. Approximately 5500 people are currently employed at RRAD to carry out its mission.
