Drafty mobile homes with a reputation for low quality and energy efficiency performance may become a thing of the past thanks to some innovative programs to upgrade manufactured housing sponsored by Northwest utilities and the Bonneville Power Administration. Utilities started paying attention to manufactured housing in the mid 1980s when they learned that up to 50% of new houses sited in their areas were manufactured homes. Preliminary studies indicated that huge energy savings were possible in these homes, more than 50% over the life of the home! Bonneville's first coordinated effort to study the situation was the Manufactured Housing Work Group which was established in the fall of 1986 and included manufacturers, utilities, the Northwest Power Planning Council, Pacific Northwest Laboratory (PNL), trade associations, and regulatory agencies. The Work Group recommended energy programs for manufactured housing based on Bonneville's conservation programs for site-built homes: the Super Good Cents Program (SGC) and the Residential Construction Demonstration Project (RCDP). Research results from the RCDP/SGC Manufactured Housing Program included collection of metered energy end-use data and cost data on individual conservation measures, cost effectiveness analyses, and computer modeling. This research is giving Bonneville the data it needs to recommend the best tactics for keeping the manufactured housing industry on its newfound course of energy efficiency, a direction that is sure to mean higher quality homes for the consumer and energy savings for regional utilities.

Because utilities bear the cost of new energy sources, energy efficiency investments that are cost-effective to them may not be cost-effective to their customers who pay average energy prices and have different economic parameters. The Bonneville Power Administration (BPA) and other parties in the Pacific Northwest have initiated an innovative manufactured (mobile) home energy conservation program. Because manufactured homes are regulated by the Department of Housing and Urban Development (HUD), are exempt from local regulations, and comprise up to 50% of new housing starts in some parts of the United States, utilities and energy planners need to find creative ways to make the economics of manufactured housing energy-efficiency investments more attractive. Differences between the economic criteria and perspectives of consumers and utilities can be used to design energy-efficiency programs. This paper discusses life-cycle cost (LCC) analysis as a framework for highlighting these differences and examines other economic criteria. It then presents information from the Pacific Northwest manufactured housing program to illustrate the application of this framework to a real-world program. Findings from this program should, be of interest to utility and government planners who are designing innovative energy-efficiency programs.

Book excerpt: In the Pacific Northwest, about 40% of new electrically heated homes are HUD-code manufactured homes (commonly called {open_quotes}mobile homes{close_quotes}). The U.S. Department of Housing and Urban Development (HUD) sets national energy-efficiency construction standards for manufactured homes that preempt them from local building codes. Until October 1994, a relatively low efficiency requirement established in 1976 by HUD was in place for manufactured homes. The Bonneville Power Administration (Bonneville) is required to acquire cost-effective energy efficiency to meet the electricity needs of the Pacific Northwest. Because electrically heated manufactured homes are so common and are relatively inefficient, Bonneville, utilities, state energy offices, and others have conducted a series of programs since 1982 to upgrade their efficiency (1). Because of the preemptive national code, these programs have all been voluntary for manufactured homes. Bonneville and the regional utilities and manufacturers created the Manufactured Housing Acquisition Program (MAP) in April 1992 after conducting projects for ten years to determine the cost of manufactured home energy-efficiency upgrades, predict and measure energy consumption, and establish a regional partnership. The program was phased in over several months; since October 1992, all electrically heated manufactured homes produced in the region have been built to MAP specifications.

MAP is a voluntary energy-efficiency program for HUD-code manufactured homes conducted in the Pacific Northwest beginning in April 1992. Pacific Northwest Laboratory (PNL) prepared this and the impact evaluation reports for the Bonneville Power Administration (Bonneville). Lee et al. (1995) presents the objectives, methodology, and findings of the program evaluation. This report presents more details about specific aspects of the analysis. The authors used a three-tier approach to analyze the energy consumption of MAP and baseline homes. Chapter 2 discusses Tier 1, the billing data and simplified regression analysis. Chapter 3 presents the details of the Tier 2 analysis, the PRInceton Scorekeeping Method (PRISM). Chapter 4 presents details of the primary analysis technique that they used, a comprehensive regression analysis. Chapter 5 and 6 review two other studies of energy savings associated with MAP. Chapter 5 discusses the simulation model analysis conducted by Ecotope, Inc. Chapter 6 reviews the analysis by Regional Economic Research conducted for three Pacific Northwest investor-owned utilities. The final chapter, Chapter 7, presents details of the Bonneville levelized cost methodology used to estimate the cost of energy savings associated with MAP. Results are presented and discussed in many cases for the three different climate zones found in the Pacific Northwest. 18 refs., 29 tabs.
