However, efficiency gains also reduce the cost of energy services and may even reduce the price of energy, resulting in energy use rebounding and potential energy use savings being eaten up. There is only limited empirical research quantifying the economy-wide rebound effect that takes the dynamic economic responses to energy efficiency improvements into account. We use a Structural Factor-Augmented Vector Autoregressive model (S-FAVAR) that allows us to track how energy use changes in response to an energy efficiency improvement while accounting for a vast range of potential confounders. Our findings point to economy-wide rebound effects of 78% to 101% after two years in France, Germany, Italy, the U.K., and the U.S. These findings imply that energy efficiency innovations alone may be of limited help in reducing future energy use and emphasize the importance of tackling carbon emissions directly.

Book excerpt: The objective of this paper is to analyze the rebound effect from increased efficiency in industrial use of energy in Sweden. Energy efficiency improvements can have significant micro- and macroeconomic effects that hampers the positive effect on real energy savings. To assess the size of the overall rebound effect in the Swedish economy we apply a computable general equilibrium model. The results show that the economy-wide rebound effect in Sweden depends on a number of factors, e.g. the extent of the energy efficiency improvement, how the labour market is modeled as well as if the increase in energy efficiency is combined with a cost or not. We find that the rebound effect following a 5 percent increase of energy efficiency in the Swedish industry lies in the range of 40-70 percent. When energy efficiency only is improved in energy-intensive production, the rebound effect becomes even higher. These findings are in line with the results in the literature.

However, available rebound estimates diverge widely. We illustrate the crucial role of model assumptions of household heterogeneity and elasticities. A computable general equilibrium model of the Austrian economy incorporates multiple household groups with heterogeneous preferences and analyzes how improving efficiency by 10% affects household fossil fuel consumption. In the base model, economy-wide rebound is 65%; different household groups show direct rebound of 8-12%; thus, indirect rebound mainly contributes to economy-wide rebound. A sensitivity analysis using Monte Carlo simulation varies elasticities between household groups, namely substitutability between material and energy goods, and between different energy goods. In 160 simulation runs, the economy-wide rebound emerges as rather robust. By contrast, direct rebound varies widely among household groups and attains 30%, where reciprocal feedback between groups builds up. In the base model, a fossil fuel tax rate of 43% neutralizes the economy-wide rebound. When elasticities in 180 simulation runs are varied, this tax rate spans from 15% to 80%. Thus, rebound estimates and derived policy advice, such as specific rates and numbers, should be treated with great caution, unless elasticity parameters are reliable and account for heterogeneous consumer preferences.

A one-off 5% energy efficiency improvement of using five different types of energy is imposed, respectively, in all the 135 production sectors in China. The rebound effect is measured both on the production level and on the economy-wide level by each type of energy. The results show that improving energy efficiency of using electricity has the largest positive impact on GDP among the five energy types. Inter-fuel substitutability does not affect the macroeconomic results significantly, but long-run impact is usually greater than the short-run impact. For those exports-oriented sectors, the capital-intensive sectors get big negative shock in the short run while the labor-intensive sectors get hurt in the long run. There is no “backfire” effect; however, improving efficiency of using electricity can cause negative rebound, which implies that improving the energy efficiency of using electricity might be a good policy choice under China's current energy structure. In general, macrolevel rebound is larger than production-level rebound. Primary energy goods show larger rebound effect than secondary energy goods. In addition, the paper points out that the policy makers in China should look at the rebound effect in the long term rather in the short term. The energy efficiency policy would still be a good and effective policy choice for energy conservation in China who has small inter-fuel substitution in that higher interfuel substitution may lead to larger rebound effect.

Yet, such improvements usually lower the cost of using energy-intensive goods and may create wealth from the energy savings, both of which lead to increased energy use, a "rebound'' effect. Disagreements about the magnitude of energy efficiency rebound are immense and play a central role in debates over the role energy efficiency can play in combating climate change. But these differing views seem to stem as much from the lack of a common framework for the analysis as from different estimates of key parameters. I present a theoretical framework that parses rebound into economic income and substitution effects. The framework captures the wide range of rebound effects that have been termed direct, indirect, re-spending, and transformational rebound, among others. It does not capture economy-wide impacts, such as the potential for a macroeconomic multiplier or the impact on energy prices, which I discuss separately. I then explore the implications of this framework for measurement of rebound, examining rebound from improved auto fuel economy and lighting efficiency. The illustrative calculations I carry out suggest that rebound that more than offsets the savings from energy efficiency investments (known as "backfire") is unlikely, but rebound is likely to significantly reduce the net savings from at least these energy efficiency improvements.

In particular, we study how energy system and economy wide models include and quantify rebound effects - the gap between actual and expected saving or the behavioral adjustment in response to an energy efficiency improvement, in terms of energy or greenhouse gas emissions. First, we explain the interaction between drivers of energy efficiency improvements, energy-efficiency policies and the rebound effect to provide a framework for a general theoretical revision along the aggregation level (from micro- to macro-economic levels). Using this classification, we analyze rebound effect representations in empirical models by four dimensions: actors (industry or the production side, and private households or the consumption side), the aggregation level, income level (developed or developing countries), and time (short and long-run). Furthermore, we focus on rebound effects in models of costless energy efficiency improvement that hold other attributes constant (zerocost breakthrough), and energy-efficiency policies that may be bundled with other product attributes that affect energy use (policy-induced efficiency improvement) [Gillingham et al., 2016]. We find that a clear representation of one or simultaneous drivers of energy efficiency improvements is crucial to target the goals of energy savings, greenhouse gas mitigation, and welfare gains. Under this broader view, the rebound effect is one additional phenomenon to take into consideration. This perspective provokes and provides additional policy implications. Reporting rebound effects as a stand-alone percentage is not sufficiently informative for policy considerations and the distinction of the aggregation level is important to asses the scalability of energy efficiency policies. Finally, we give some ideas and motivations for future research.
