Book excerpt: Energy and process optimization studies were conducted at selected Army Arsenals and Depots (Rock Island Arsenals; Corpus Christi, Tobyhanna, and Sierra Army Depots) to compare/benchmark energy use among these facilities and against private sector manufacturing facilities; and to identify energy conservation, process, and environmental opportunities that can improve the installations competitive positions. The results were evaluated to determine which processes were efficient, and those that could improve. Four processes were identified as suitable for benchmarking: metal casting, metal finishing, painting, and heat treat. The metal casting operation at Rock Island Arsenal was found to be one of the most efficient of the 59 foundries surveyed. The remaining three Arsenal and Depot operations were found comparable with and in some areas more advanced than their private industry counterparts. By analyzing strengths and weakness, these benchmarks help installations to achieve greater energy efficiency by continuous process improvement. The report covers basic energy consuming systems at most facilities and details energy saving measures that can reduce energy use and increase operational performance. This work can be used by energy and production managers at other DOD installations to optimize production processes performance and reduce their energy use.

Most of AMC industrial processes are unique and are not addressed by the DOE Office of Industrial Technologies Industries of the Future Program and R & D efforts; Holistic approach to energy optimization in industrial facilities, is not addressed by any existing program; U.S. AMC transformation White Paper approved by General Paul Kern (July 2003), calls for adoption of "Lean Thinking" philosophy at AMC industrial facilities through improved use of space, reduced process times, and enhanced customer satisfaction, increased efficiency, and saved Army precious resources.

The Engineer Research and Development Center, Construction Engineering Research Laboratory (ERDC-CERL) at Champaign, IL has initiated a research project "Industrial Process and Energy Optimization," which will: (1) work with the U.S. Army Materiel Command (AMC) to determine Department of Defense (DoD) requirements and user needs related to industrial facilities; (2) benchmark critical industrial processes for energy consumption and other production costs to support transformation strategy; (3) minimize energy loads and optimize operation of building energy systems; (4) develop a suite of tools for the DoD industrial base to lower production costs; and (5) demonstrate these tools through process optimization assessments and showcases at selected installations. To support these objectives, a workshop was organized and held 25-26 February 2004 in Gettysburg, PA. This Workshop assembled DoD and DoE policy makers, installation managers, energy researchers and contractors, and equipment manufacturers to share information and to determine the needs related to industrial facilities energy management and to scope future activities. These proceedings include the content of the workshop presentations in Adobe Acrobat(Registered) PDF format.

Book excerpt: An energy and process optimization assessment (EPOA) study was conducted at selected U.S. Army installations in Germany and at two U.S. Army Garrison Wiesbaden schools to identify potential for energy conservation at those locations. The study identified energy conservation, process optimization, and environmental improvement opportunities that could significantly reduce operating costs and improve the installations mission readiness and competitive position. Eighty five energy conservation measures (ECMS) were identified, most of which were quantified economically; if implemented, these ECMS would reduce annual electrical energy consumption by approximately 2412 MWH, thermal heating consumption by 17277 MWH, and total operating costs by approximately $1.4 million/yr. Implementation of all these ECMS would cost approximately $9.7 million and would yield an average simple payback of 7.2 yrs. The study recommends that these potential cost savings be aggressively pursued with an program of energy and process optimization. A separate level I EPOA study of the industrial complex at the Germersheim DDDE and a Level II EPOA study at the flight simulator building in Illesheim were also recommended, since these locations both show potential for significant reductions in energy use and operating cost, and for improvement in worker productivity.

Book excerpt: In February 2005, a team of expert consultants lead by researchers from the Engineer Research and Development Center, Construction Engineering Research Laboratory (ERDC-CERL) performed a Level I Process and Energy Optimization Assessment (PEOA) at Tobyhanna Army Depot (TYAD) to identify process, energy, and environmental opportunities that could significantly improve the installation's mission readiness and competitive position. This assessment is a part of showcase studies at four sites selected by the Army Materiel Command to demonstrate energy reduction opportunities at industrial organic facilities and to promote the "Lean" concept and more efficient operations. The Level I analysis considered plating, painting, machining, welding, and mechanical repair shops, building envelope, heating, ventilation, air conditioning, and lighting. This report gives detailed results of the Level I study. The study recommended 40 (and economically quantified 22) process and energy improvement projects. An estimated $38.1M investment to implement these 22 projects at TYAD could achieve annual savings of $8.2M with an average simple payback of 4.6 years. If cogeneration (requires a very high capital investment and has a long payback time) is excluded, then the savings is about $1.6M with a capital investment of approximately $2.1M, indicating an average simple payback period of 1.3 yrs.

Book excerpt: An Energy Optimization Assessment was conducted at Fort Bliss as a part of the "Annex 46 Holistic Assessment Toolkit on Energy Efficient Retrofit Measures for Government Buildings (EnERGo)" initiative to identify energy inefficiencies and wastes and propose energy related projects with applicable funding and execution methods that could enable the installation to better meet the energy reduction requirements mandated by Executive Order 13123 and Energy Policy Act (EPAct) 2005. The assessment included a Level I study of energy conservation opportunities in a number of representative buildings including an analysis of their building envelopes, ventilation air systems, controls, interior and exterior lighting as well as opportunities to use renewable energy resources. The Annex 46 initiative at Fort Bliss did not include the evaluation of industrial or manufacturing processes. The study identified 210 different energy conservation measures (ECMs) that if implemented would reduce Fort Bliss's annual energy use by up to 65 MWH/yr electric and 170,023 MMBtu/yr thermal savings (mostly natural gas). Savings of $552K/yr in maintenance costs were also identified. The total energy and maintenance savings would be $7.9 million/yr. An investment of $23.4 million to implement the ECMs results in a simple payback of 3 yrs. These ECMs are presented in nine groups according to the system type that the ECM affects.
