Book excerpt: In Strategic Coupling, Henry Wai-chung Yeung examines economic development and state-firm relations in East Asia, focusing in particular on South Korea, Taiwan, and Singapore. As a result of the massive changes of the last twenty-five years, new explanations must be found for the economic success and industrial transformation in the region. State-assisted startups and incubator firms in East Asia have become major players in the manufacture of products with a global reach: Taiwan's Hon Hai Precision has assembled more than 500 million iPhones, for instance, and South Korea’s Samsung provides the iPhone’s semiconductor chips and retina displays.Drawing on extensive interviews with top executives and senior government officials, Yeung argues that since the late 1980s, many East Asian firms have outgrown their home states, and are no longer dependent on state support; as a result the developmental state has lost much of its capacity to steer and direct industrialization. We cannot read the performance of national firms as a direct outcome of state action. Yeung calls for a thorough renovation of the still-dominant view that states are the primary engine of industrial transformation. He stresses action by national firms and traces various global production networks to incorporate both firm-specific activities and the international political economy. He identifies two sets of dynamics in these national-global articulations known as strategic coupling: coevolution in the confluence of state, firm, and global production networks, and the various strategies pursued by East Asian firms to attain competitive positions in the global marketplace.

Traditional studies on agglomeration economies have focused on external economies that occur in spatially limited areas and have not considered agglomeration economies from a broader perspective, i.e., from the perspective of inter-regional networks. In particular, recent studies have identified that the actual spatial range that would benefit from agglomeration economies is broader than that covered by conventional studies. This volume explains the phenomenon using Alonso's concept of borrowed size. This is the first book to show the impact of inter-regional networks on Japan's regional economy using the concept of the borrowed-size effect. Based on empirical evidence, the roles of inter-regional networks are determined in the context of the regional economy that faces population decline and environmental constraints. A deeper consideration of the analytical methods and understanding the results of detailed analyses will make it possible to propose desirable regional economic policies in the face of population decline. All such dynamic phenomena have one feature in common: the low predictability of uncertain interrelated events occurring at different interconnected spatio-temporal scale levels and often originating from different disciplinary backgrounds. The study of the associated non-linear (fast and slow) dynamic transition paths calls for a joint research effort of scientists from different disciplines in order to understand the nature, the roots and the con- quences of unexpected or unpredictable changes in complex spatial systems.

Where do new alternatives, new organizational forms, and new types of people come from? Combining biochemical insights about the origin of life with innovative and historically oriented social network analyses, John Padgett and Walter Powell develop a theory about the emergence of organizational, market, and biographical novelty from the coevolution of multiple social networks. They demonstrate that novelty arises from spillovers across intertwined networks in different domains. In the short run actors make relations, but in the long run relations make actors. This theory of novelty emerging from intersecting production and biographical flows is developed through formal deductive modeling and through a wide range of original historical case studies. Padgett and Powell build on the biochemical concept of autocatalysis—the chemical definition of life—and then extend this autocatalytic reasoning to social processes of production and communication. Padgett and Powell, along with other colleagues, analyze a very wide range of cases of emergence. They look at the emergence of organizational novelty in early capitalism and state formation; they examine the transformation of communism; and they analyze with detailed network data contemporary science-based capitalism: the biotechnology industry, regional high-tech clusters, and the open source community.
