Book excerpt: Angela Ki Che Leung's meticulous study begins with the classical annals of the imperial era, which contain the first descriptions of a feared and stigmatized disorder modern researchers now identify as leprosy. She then tracks the relationship between the disease and China's social and political spheres (theories of contagion prompted community and statewide efforts at segregation); religious traditions (Buddhism and Daoism ascribed redemptive meaning to those suffering from the disease), and evolving medical discourse (Chinese doctors have contested the disease's etiology for centuries). Leprosy even pops up in Chinese folklore, attributing the spread of the contagion to contact with immoral women. Leung next places the history of leprosy into a global context of colonialism, racial politics, and "imperial danger." A perceived global pandemic in the late nineteenth century seemed to confirm Westerners' fears that Chinese immigration threatened public health. Therefore battling to contain, if not eliminate, the disease became a central mission of the modernizing, state-building projects of the late Qing empire, the nationalist government of the first half of the twentieth century, and the People's Republic of China. Stamping out the curse of leprosy was the first step toward achieving "hygienic modernity" and erasing the cultural and economic backwardness associated with the disease. Leung's final move connects China's experience with leprosy to a larger history of public health and biomedical regimes of power, exploring the cultural and political implications of China's Sino-Western approach to the disease.

Book excerpt: Studying malaria in modern East Asia in the context of the global history of the disease, this book fills an important gap in our understanding of the cultural, social, economic, and political dimensions of the relationship between malaria and human society in a region which has often been neglected by historians of the disease. The authors examine the development and consequences of various anti-malaria strategies in Hong Kong, Okinawa, Taiwan, mainland China, and East Asia as a whole. The British and Japanese colonial models of disease control are explored, as is the later American technological model of DDT residue spraying, promoted by the Rockefeller Foundation which played a significant role in the global anti-malaria campaign and the development of public health in Asia. In the post- World War II period, the use of DDT and international political and economic interests helped to shape anti-malaria policies of the Nationalist government in Taiwan. In mainland China, the Beijing government's mass mobilization and primary health care model of anti-malaria control has given way to new strategies as recent changes in the health care system have affected anti-malaria efforts and public health developments. This book illuminates an important and largely unexplored dimension of the history of malaria: the interplay of the state (colonial or sovereign), international interests, new medical knowledge and technology, changing concepts of health and disease, as well as local society in the formulation and implementation of anti-malaria policies. Book excerpt: "The presence, or absence, of neglected tropical diseases (NTDs) can be seen as a proxy for poverty and for the success of interventions aimed at reducing poverty. Today, coverage of the public-health interventions recommended by the World Health Organization (WHO) against NTDs may be interpreted as a proxy for universal health coverage and shared prosperity - in short, a proxy for coverage against neglect. As the world's focus shifts from development to sustainable development, from poverty eradication to shared prosperity, and from disease-specific goals to universal health coverage, control of NTDs will assume an important role towards the target of achieving universal health coverage, including individual financial risk protection. Success in overcoming NTDs is a "litmus test" for universal health coverage against NTDs in endemic countries. The first WHO report on NTDs (2010) set the scene by presenting the evidence for how these interventions had produced results. The second report (2013) assessed the progress made in deploying them and detailed the obstacles to their implementation. This third report analyses for the first time the investments needed to achieve the scale up of implementation required to achieve the targets of the WHO Roadmap on NTDs and universal coverage against NTDs. INVESTING TO OVERCOME THE GLOBAL IMPACT OF NEGLECTED TROPICAL DISEASES presents an investment strategy for NTDs and analyses the specific investment case for prevention, control, elimination and eradication of 12 of the 17 NTDs. Such an analysis is justified following the adoption by the Sixty-sixth World Health Assembly in 2013 of resolution WHA6612 on neglected tropical diseases, which called for sufficient and predictable funding to achieve the Roadmap's targets and sustain control efforts. The report cautions, however, that it is wise investment and not investment alone that will yield success. The report registers progress and challenges and signals those that lie ahead. Climate change is expected to increase the spread of several vector-borne NTDs, notably dengue, transmission of which is directly influenced by temperature, rainfall, relative humidity and climate variability primarily through their effects on the vector. Investments in vector-borne diseases will avoid the potentially catastrophic expenditures associated with their control. The presence of NTDs will thereby signal an early warning system for climate-sensitive diseases. The ultimate goal is to deliver enhanced and equitable interventions to the most marginalized populations in the context of a changing public-health and investment landscape to ensure that all peoples affected by NTDs have an opportunity to lead healthier and wealthier lives."--Publisher's description.

The conference was at tended by 152 people who heard 41 presentations on all aspects of arsenic research. The speakers represented 14 countries. Approximately 40 of the participants and speakers were from countries other than the US. The participants represented government, academia, industry and the interested public. The sponsorship ofthe conference is a good indicationofthe wide spread interest in the subject and the meeting. The sponsors, in addition to SEGH, were the US Environmental Protection Agency (US EPA), the Agency for Toxic Substances and Disease Registry (ATSDR), the Atlantic Richfield Company (ARCO), the Electric Power Research Institute (EPRI), the American Water Works Association Research Foundation (AWWARF), Kennecott Corporation, the American Smelting and Refining Company (ASARCO), and the International Council on Metals in the Environment (ICME). The funding was split approximately equally between industry (including industrial organizations such as EPRI) and government. In addition to the many fine presentations, the meeting provided a forum for scientists from different countries to compare experiences and share information. It also provided a forum for the discussion of both scientific and policy issues between representatives of various governmental bodies (at the local, state, and federal level) and representatives of various indus trial organizations. These discussions occurred both in the formal meetings and informal settings during the meeting.
