Updated as of May 29, 2018 We, the U.S. Fish and Wildlife Service (Service), are issuing this final rule to comply with court orders that reinstate the regulatory protections under the Endangered Species Act of 1973, as amended (ESA), for the gray wolf (Canis lupus) in Wyoming and the western Great Lakes. Pursuant to the U.S. District Court for the District of Columbia court order dated September 23, 2014, this rule reinstates the April 2, 2009 (74 FR 15123), final rule regulating the gray wolf in the State of Wyoming as a nonessential experimental population. Gray wolves in Montana, Idaho, the eastern third of Washington and Oregon, and north-central Utah retain their delisted status and are not impacted by this final rule. In addition, pursuant to the U.S. District Court for the District of Columbia court order dated December 19, 2014, this rule reinstates the March 9, 1978 (43 FR 9607), final rule as it relates to gray wolves in the western Great Lakes including endangered status for gray wolves in all of Wisconsin and Michigan, the eastern half of North Dakota and South Dakota, the northern half of Iowa, the northern portions of Illinois and Indiana, and the northwestern portion of Ohio; threatened status for gray wolves in Minnesota; critical habitat for gray wolves in Minnesota and Michigan; and the rule promulgated under section 4(d) of the ESA for gray wolves in Minnesota. Completed State wolf management plans will provide adequate protection and management of the WGL DPS after this revision of the listing. This final rule removes this DPS from the lists of Threatened and Endangered Wildlife, removes the currently designated critical habitat for the gray wolf in Minnesota and Michigan, and removes the current special regulations for gray wolves in Minnesota. Book excerpt: In this book, we document and evaluate the recovery of gray wolves (Canis lupus) in the Great Lakes region of the United States. The Great Lakes region is unique in that it was the only portion of the lower 48 states where wolves were never c- pletely extirpated. This region also contains the area where many of the first m- ern concepts of wolf conservation and research where developed. Early proponents of wolf conservation such as Aldo Leopold, Sigurd Olson, and Durward Allen lived and worked in the region. The longest ongoing research on wolf–prey relations (see Vucetich and Peterson, Chap. 3) and the first use of radio telemetry for studying wolves (see Mech, Chap. 2) occurred in the Great Lakes region. The Great Lakes region is the first place in the United States where “Endangered” wolf populations recovered. All three states (Minnesota, Wisconsin, and Michigan) developed ecologically and socially sound wolf conservation plans, and the federal government delisted the population of wolves in these states from the United States list of endangered and threatened species on March 12, 2007 (see Refsnider, Chap. 21). Wolf management reverted to the individual states at that time. Although this delisting has since been challenged, we believe that biological recovery of wolves has occurred and anticipate the delisting will be restored. This will be the first case of wolf conservation reverting from the federal government to the state conser- tion agencies in the United States.

Updated as of May 29, 2018 Under the Endangered Species Act of 1973, as amended (ESA), we, the U.S. Fish and Wildlife Service (Service/USFWS), revise our special regulations for the conservation of the Utah prairie dog. We are revising our special regulations to provide limits to the allowable take, including limits to where permitted take can occur-agricultural lands, properties within 0.8 kilometers (km) (0.5 miles (mi)) of conservation lands, and areas where Utah prairie dogs cause serious human safety hazards or disturb the sanctity of significant human cultural or human burial sites; the amount of take that can be permitted; methods of take that can be permitted; and seasonal limitations on direct lethal take. We are also allowing entities other than the Utah Division of Wildlife Resources to permit take. We are also issuing new incidental take exemptions for otherwise legal activities associated with standard agricultural practices. Fish and Wildlife Service (Service) will reintroduce the gray wolf (Canis lupus), an endangered species, into Yellowstone National Park, which is located in Wyoming, Idaho, and Montana. These wolves will be classified as nonessential experimental wolves according to section 10(j) of the Endangered Species Act of 1973 (Act), as amended. Gray wolf populations have been extirpated from most of the Western United States. They presently occur in a small population in extreme northwestern Montana, and as incidental occurences in Idaho, Wyoming, and Washington due to wolves dispersing from populations in Montana and Canada. This reintroduction planis to reestablish a viable wolf population in the Yellowstone area, one of three wolf recovery areas identified in the Northern Rocky Mountain Wolf Recovery Plan. Potential effects of this final rule were evaluated in an Environmental Impact Statement (EIS) completed in May 1994. This gray wolf reintroduction does not conflict with existing or anticipated Federal agency actions or traditional public uses of the park lands, wilderness areas, or surrounding lands. --Summary.
