Book excerpt: The untold story of how welfare and development programs in the United States and Latin America produced the instruments of their own destruction In the years after 1945, a flood of U.S. advisors swept into Latin America with dreams of building a new economic order and lifting the Third World out of poverty. These businessmen, economists, community workers, and architects went south with the gospel of the New Deal on their lips, but Latin American realities soon revealed unexpected possibilities within the New Deal itself. In Colombia, Latin Americans and U.S. advisors ended up decentralizing the state, privatizing public functions, and launching austere social welfare programs. By the 1960s, they had remade the country’s housing projects, river valleys, and universities. They had also generated new lessons for the United States itself. When the Johnson administration launched the War on Poverty, U.S. social movements, business associations, and government agencies all promised to repatriate the lessons of development, and they did so by multiplying the uses of austerity and for-profit contracting within their own welfare state. A decade later, ascendant right-wing movements seeking to dismantle the midcentury state did not need to reach for entirely new ideas: they redeployed policies already at hand. The urbanization process pertains to demographical and economical aspects. Demographical aspects include city size, city growth, migration, and natural increase. Natural population increase accounts for about one-half of urban population while migration from rural to urban places account for the other half. One aspect of the quality of life in human settlements is the prevailing housing conditions. According to the report, housing conditions in most developing countries have become worse in the past ten years due to rapid population growth, to rates of migration from rural to urban places, and to the decline of the rate of increase in national output. The report also contains a list of criteria used nationally to distinguish urban areas from rural areas. For example, South Korea defines urban areas as Seoul or municipalities with 5,000 or more inhabitants. The report is suitable for demographers, economists, environmentalists, ecologists, and policy makers involved in rural development and social services.

In recent years research, as well as the results of practical programmes, has led to a clearer understanding of the relationship between child work and education. It is increasingly evident that child work is not entirely the result of economic need or exploitation. Frequently is the failure of educational system to offer adequate, stimulating and affordable schooling that encourages children to drop out in favour of work that appears to offer advantages more relevant to their everyday lives. Parents too may undervalue the role and purpose of a school that provides inadequate preparation for the future and often see a job, including home-based work, as a positive alternative to crime, delinquency or begging. Consequently, while a distinction needs to be made between ‘formative child work’ and ‘harmful child work’, in certain situations and cultures the phenomenon is not always seen as negative. Yet, although gratifying in the short term and sometimes even providing the means for a younger child to attend school as well as a way of learning discipline and responsibility, often these jobs provide no useful experience and do not lead to an improvement in the personal development of life chances of a child. The situation is therefore complex and requires a more realistic evolution of the relationship between archaic pedagogy, dropout rates and child work. These five case studies from Latin America all reveal the effects of inappropriate school curricular. Desertion of the educational system for the labour market leads to inadequate training and perpetuates the poverty trap. As part of the commitment to combating work which is detrimental to the child, major educational reform is needed. Improvements in coverage, quality and affordability should lead to greater acceptance pf schooling at all levels of society and provide a greater incentive for parents and children alike to participate more fully in the system. Moreover, in cases of severe economic hardship and forced or harmful labour, practical assistance with subsides and scholarships should be considered to remove children from such work.

Book excerpt: This book looks at the flip side of globalization: How does a company from the Global South behave differently when it also produces in the Global North? A Mexican tortilla company, "Tortimundo," has two production facilities within a hundred miles of each other, but on different sides of the U.S.-Mexico border. The workers at the two factories produce the same product with the same technology, but have significantly different work realities. This "global factory" gives Carolina Bank Muñoz an ideal opportunity to reveal how management regimes and company policy on each side of the border apply different strategies to exploit their respective workforces' vulnerabilities. The author's in-depth ethnographic fieldwork shows that the U.S. factory is characterized by an "immigration regime" and the Mexican factory by a "gender regime." In the California factory, managers use state policy and laws related to immigration status to pit documented and undocumented workers against each other. Undocumented workers are subject to harsher punishment, night-shift work, and lower pay. In the Baja California factory, managers sexually harass women—who make up most of the workforce—and create divisions between light- and dark-skinned women, forcing them to compete for managerial attention, which they understand equates with job security. In describing and analyzing the differences in working conditions between the two plants, Bank Muñoz provides important new insights into how, in a globalized economy, managerial strategies for labor control are determined by the interaction of state policies and labor market conditions with race, gender, and class at the point of production.
