Available in PDF, EPUB and Kindle. Book excerpt: This title was first published in 2000: Analyzing the poverty trends in Mexico during the 1980s and early 1990s, this work is concerned with the extent to which changes in the levels of poverty have modified the extent of participation in the labour market. The period covered is 1982 to 1994, when the Mexican economy experienced an economic crisis and the government set in motion the main stabilization policies and structural adjustment reforms. The author challenges the idea that adjustment reforms have had "social costs" in terms of income and formal employment loss. Despite income losses, well-being indicators continued to improve; and employment statistics show that employment grew despite the economic crisis and adjustment. The paradox of household income decline and the increase in income poverty is explained.

Book excerpt: The three forces of democratization, decentralization, and development have swept the world over the last decade and redrawn the maps of politics, power, and prosperity. Modern Mexico has been fully engaged in the trio, making it a rich case study. In recent years, enhanced political competition has redistributed decisionmaking across all levels of government, making the government more accountable to the average citizen. It has also given subnational governments a renewed role as economic agents. The taxation, spending, borrowing, and institutions of Mexican states and municipalities are now increasingly under the rigor of market discipline. The combined, closer scrutiny of voters and financiers is creating a new incentive framework for policymakers-a framework where necessary reforms become both inescapable and, more importantly, a perceived source of potential reward. This book is the product of the analytical work of a large number of experts, Mexican and foreign. In the book, the experts document Mexico's decentralization experience; conceptualize its main trends, policies, and options; and bring it into the light of international comparison. They distill critical lessons and challenges that are of relevance for Mexico, for Latin America and, generally, for countries that are embarking on far reaching decentralization efforts. This renders the volume a major contribution to our knowledge and thinking in this area; and a timely one, since decentralization is an irreversible process that is likely to continue occupying policymakers for years to come.

Book excerpt: At the start of each decade the World Development Report focuses on poverty reduction. The World Development Report, now in its twenty-third edition, proposes an empowerment-security-opportunity framework of action to reduce poverty in the first decades of the twenty-first century. It views poverty as a multidimensional phenonmenon arising out of complex interactions between assets, markets, and institutions. This Report shows how the experience of poverty reduction in the last fifteen years has been remarkably diverse and how this experience has provided useful lessons as well as warnings against simplistic universal policies and interventions. It shows how current global trends present extraordinary opportunities for poverty reduction but also cause extraordinary risks, including growing inequality, marginalization, and social explosions. The World Development Report 2000/2001 explores the challenge of managing these risks in order to make the most of the opportunities for poverty reduction.

Book excerpt: Equality of opportunity is about leveling the playing field so that circumstances such as gender, ethnicity, place of birth, or family background do not influence a person s life chances. Success in life should depend on people s choices, effort and talents, not to their circumstances at birth. 'Measuring Inequality of Opportunities in Latin America and the Caribbean' introduces new methods for measuring inequality of opportunities and makes an assessment of its evolution in Latin America over a decade. An innovative Human Opportunity Index and other parametric and non-parametric techniques are presented for quantifying inequality based on circumstances exogenous to individual efforts. These methods are applied to gauge inequality of opportunities in access to basic services for children, learning achievement for youth, and income and consumption for adults.

Michael McGuire The challenge addressed in this book is designing the degree of decentralization that is most effective in satisfying the basic needs of the poor. Case studies of decentralization at work in the real world are presented and analyzed. The aim of this book is to help the reader who wishes to use decentralization to help implement a basic needs approach to development. The aim of this book is to help readers use the decentralization of government functions to implement a basic needs approach to development. The aim is not to "give the answer," but rather to provide insight into decentralization as a process and to help practitioners develop skills in designing their own decentralization programs.

Book excerpt: This paper highlights that despite unprecedented gains in living standards in some countries over the past few decades, poverty continues as a harsh reality in too much of the developing world. The causes lie in part with poor country governments that have not followed through on the policies and programs needed to accelerate growth and eradicate poverty. But they also reflect the uneven record of development assistance and protectionist trade policies and agricultural subsidies in industrial countries, which have dampened profitable investment and growth in the developing world.

Book excerpt: This book uses micro-level data for 18 Latin American countries to examine the choices adolescents make in three areas of behavior: their time allocation toward school and work, their sexual behavior and fertility, and their adoption of adult roles as they marry or cohabitate. Analyzing these issues comparatively across countries provides a richer contrast of the broad range of behavior among youth around the region than traditional country studies. The analysis pays particular attention to the accumulation of human capital, a key determinant of living standards at the individual level and social progress at the aggregate level.
